2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

The proposed action is to justify NCO19 an open market, brand name only combined synopsis/solicitation, set-aside for service disabled Veteran-owned small businesses (SDVOSBs) on FedBizOpps for the delivery, set-up & installation of the Laborie Medial Technology Corporation (brand name manufacturer) Wireless Aquarius XT Video Urodynamic Measurement System at the Rocky Mountain Regional VA Medical Center.

The Aquarius XT Video Urodynamic Measurement System is an integrated pelvic floor diagnostics solution, with market-leading features including the unique tower and workstation design which allows for patient’s privacy and flexibility in setting up the exam suite. The computer tower provides operator safety by allowing greater distance from the x-ray generator at VA medical center.

3. Unique characteristics that limit availability to only one manufacturer, with the reason no other manufacturers can be used:

Laborie Medial Technology Corporation’s Aquarius XT Urodynamic Measurement System is the system currently in use at the current Eastern Colorado Health Care System and an additional Aquarius XT system is necessary to provide continuity of services with staff moving operations over to the new Rocky Mountain Regional VA Medical Center in Aurora, CO. The system will be used by multiple providers (RM/MD/PA) frequently and must be compatible with the existing system. The Aquarius XT Urodynamic System provides reverse compatible software allowing for care providers at the Rocky Mountain VA Medical Center to retrospectively view of all saved patient files from the existing system, making them available immediately in CPRS, and allowing data to be archived, encrypted, and transferred from the current system to new.

The unique characteristic that makes this purchase a name brand only requirement, beyond the compatibility issue listed previously, is that the associated Aquarius XT Urodynamic System from Laborie Medial Technology Corporation provides the only urodynamic system that offers software that brings a mathematical model of micturition based on the ISC physiological model of the lower urinary tract. The system is also the only urodynamic platform that offers one complete package to include wireless catheters, up to 8 separate channels, wireless EMG that provides up to 4 additional channels, wireless uroflow, video capability, and anorectal manometry. 4. Description of market research conducted and results or statement why it was not conducted:

Market research, which included a search of the Vendor Information Pages (VIP) database and GSA Advantage, gave indication that the Rule of Two In accordance with (IAW) 38 U.S.C. 8127(d) would be met by soliciting Service Disabled Veteran-owned small businesses (SDVOSBs). IAW Public Law 109-461, Sec. 8127, The is reasonable expectation that two or more small business concerns owned and controlled by veterans can meet the requirements of the purchase request at a fair and reasonable price.

NCO19 acknowledges the importance of protecting the integrity of the procurement system and is committed to working in manner that promotes competition to the greatest extent practicable to overcome barriers to competition. The VA has and will continue to meet with industry on a periodic basis for input and feedback on acquisition strategies. Additionally, the Requesting Service will continue working with the NCO19 in conducting market research to identify opportunities to compete future requirements.
