Description This is a 100% TOTAL SDVOSB (SERVICE-DISABLED VETERAN OWNED SMALL BUSINESS) SET ASIDE combined synopsis/solicitation for BRAND NAME OR EQUAL commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, “Streamlined Procedures for Evaluation and Solicitation for Commercial Items,” as supplemented with additional information included in this notice. This announcement constitutes that only solicitation for quotations are being requested, and a written solicitation document will not be issued.

This solicitation is a request for quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2020-01.

The associated North American Industrial Classification System (NAICS) code for this procurement is 333318, with a small business size standard of 1000 employees.

Statement of Work The Southern Arizona VA Health Care Center (SAVAHCS) Roads and Grounds department has the task of maintaining and grooming the 116 acres of landscaped property that comprises the SAVAHCS, including 22 parking lots and the ancillary streets connecting each parking lot and buildings. To accomplish this task, the SAVAHCS Roads and Grounds department uses an outdoor industrial street sweeper. The industrial street sweeper is used daily to pick up foliage, debris, and other trash that clutter the street and landscape surrounding the campus.

The SAVAHCS is looking to procure a BRAND NAME OR EQUAL item comparable to the Sentinel Outdoor Ride-On Sweeper manufactured by Tennant Company.

Please see ATTACHMENT A (SCHEDULE OF LIST OF ITEMS).

Salient Characteristics

1. The sweeper must be PM-10 efficient and certified under AQMD Rule 1186.

2. The sweeper must include an enclosed cabin which seats at least two persons comfortably with air conditioning and heat for operator safety in a sealed pressurized interior.

3. The sweeper must have at least one main brush to effectively clean uneven surfaces with the brush(es) suspended center-point with a cleaning path (including nozzle and/or broom width) of at least 50 inches. A larger cleaning path is acceptable.

4. The sweeper must be orientated to where the driver sits on the right-hand side of the cab with a passenger seat on the left-hand side.

5. The sweeper must have a minimum of one side curb broom on the driver’s side.

6. The sweeper must have a hopper volume capacity with a minimum of 3.0 cubic yards.

7. The sweeper must have a multi-level hopper with the ability to discharge into a large roll-offs or other dump trucks by a mode of force other than manual lifting (e.g., electric or hydraulic power).

8. The sweeper must be powered by a diesel or gasoline powered engine with an obtainable forward speed of at least 25 mph and have an engine size of at least 40 HP.

9. The sweeper must have a vacuum fan motor size of at least 15 HP with an independent vacuum fan shutoff. The sweeper must have a suction hose and be able to be used effectively in wet conditions. Multiple vacuums and suctions hoses are acceptable.

10. The sweeper must include a water tank of a minimum of 100 gallons.

11. The sweeper must have a backup alarm as well as front and rear hazard strobe lights.

12. The sweeper must include a tool or box rack.

13. The sweeper must include a spare tire, wheel and wheel tool.

Packaging and Delivery All items shall be shipped to the customer at the following location: Southern Arizona VA Health Care System Attn: Warehouse 3601 South Sixth Avenue Tucson, AZ 85723

The equipment purchased must be able to be delivered via ground transportation as the destination location does not have the means to forklift the equipment off the delivery vehicle.

The delivery/task order period of performance is 90 Days ARO – FOB DESTINATION.

Award shall be made to the quoter whose quotation offers the lowest price. The government will evaluate information based on the following evaluation criteria: 1) meets all salient characteristics and 2) lowest price.

The following solicitation provisions apply to this acquisition:

1. FAR 52.212-1, “Instructions to Offerors–Commercial Items” [OCT 2018] Please see ATTACHMENT B for Clauses and Provisions for addenda to FAR 52.212-1.

2. FAR 52.212-3, “Offerors Representations and Certifications–Commercial Items” [OCT 2018]

Offerors must complete annual representations and certifications electronically via the System for Award Management (SAM) website located at h ttps://www.sam.gov/portal in accordance with FAR 52.212-3, “Offerors Representations and Certifications–Commercial Items.” If paragraph (j) of the provision is applicable, a written submission is required.

The following contract clauses apply to this acquisition:

All quotes shall be sent to Shannon McNiel @ shannon.mcniel@va.gov.

This is an open-market combined synopsis/solicitation for products as defined herein. The government intends to award a purchase order as a result of this combined synopsis/solicitation that will include the terms and conditions set forth herein. To facilitate the award process, all quotes must include a statement regarding the terms and conditions herein as follows:

"The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition."

OR

"The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following:" Quoter shall list exception(s) and rationale for the exception(s).

All quoters shall submit with their quotes a completed vendor FMS application which is provided as an attachment to this solicitation. See ATTACHMENT C (FMS VENDOR PAPERWORK). Additionally, all Service-Disabled Veteran Owned Businesses who respond to this solicitation must be registered with the Department of Veterans Affairs Center for Veterans Enterprise VetBiz Registry located at h ttp://vip.vetbiz.va.gov by the end date/time of this solicitation.

Submission shall be received not later than 12/23/2019 4:30pm PST to Shannon McNiel @ shannon.mcniel@va.gov. Quotes will only be accepted via email. Hand-delivered or mailed quotes will not be accepted. Late submissions shall be treated in accordance with the solicitation provision at FAR 52.212-i(f).
