Justification for Single Source Awards IAW FAR 13.106 1 For
Over Micro Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: 36C258 19 AP 0055 Robotic Prescription Dispensing Unit (ScriptPro)
1. Contracting Activity: Department of Veterans Affairs, Network Contracting Office NCO 22 – Gilbert.
The Northern Arizona VA Health Care System NAVAHCS) has a requirement to purchase ScriptPro, a robotic prescription dispensing system with collating control centers. (2237: 649 19 1 042 0003).
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The purpose of this procurement is to purchase a ScriptPro system for the Outpatient Pharmacy at the Northern Arizona Veterans Affairs Health Care System. ScriptPro’s SP 200 and CRS contain universal dispensing cells, which can easily be calibrated by pharmacy staff on site. The canisters handle tablets and capsules of all shapes and sizes, and support standard pharmacy vials, a feature that saves staff time and improves the pharmacy efficiency. Because the systems fill directly from the dispensing cells, there is no drug cross contamination. The ScriptPro Inventory Management Module allows for electronic inventory tracking and ordering which helps to keep pharmacy drug costs down and allows pharmacy technicians to focus on fulfilling other patient care; most importantly, it efficiently communicates with Vista. The anticipated total contract award value is .
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: NAVAHCS has established that the ScriptPro Robotic Prescription Dispensing System offers the best Vista integrated outpatient prescription dispensing system.
ScriptPro incorporates robotics, workflow and pharmacy management software within a unified architecture, improving not only the efficiency, but also the accuracy of dispensing medications. The system will reduce risks associated with medical errors and improve the pharmacy department’s productivity, by automating the repetitive, manual dispensing tasks that lead to human errors. In addition, the system will allow tracking of the outpatient medication inventory and automatically order medications, based on identified inventory levels. ScriptPro interfaces with the existing pharmacy computer system to fill, label, and deliver up to 150 prescriptions per hour and meets the high level security requirements required by VHA.
4. Description of market research conducted and results or statement why it was not conducted:
Market research indicates that there are other suppliers for automated dispensing systems and stations; however, ScriptPro is the only company that meets the required specifications. In addition, ScriptPro has the qualified technicians to perform the monthly maintenance to the ScripPro Dispensing System and Stations; all maintenance, services and/or repairs will be conducted by certified technicians, who will ensure that the robotic prescription dispensing system is maintained to the manufacturer's specifications. This arrangement ensures that the end user does not invalidate the equipment. This is to be Solicited Brand Name Only. Two SDVOSBs listed are authorized distributors and can provide the manufacture product and service. The award contract

VHAPM Part 813.106 Page 2 of 2 Original Date: 08/30/17 Revision 01 Eff Date: 04/23/2018 should a firm fixed price contract, open market, and 100% set aside to Service Disabled Veteran Owned Small Business (SDVOSBs). The contract will be for delivery and install of the pharmacy dispensing unit and one year of support.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106 1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
