Statement of Work
This is a BRAND NAME OR EQUAL Provation Software Requirement. All offerors submitting quotes for “equal” products must meet the characteristics/requirements called out in Paragraph C-E below.
A. Scope of Work
The Contractor shall deliver to the Government a commercially available, off the shelf software(COTS), endoscopy system comprised of software and related hardware (System) that will produce endoscopy clinical procedure documentation. This system shall also include endoscopy image management (i.e. capture and storage of still and video images from the endoscopic equipment, as well as a system for labeling these images). In addition, the system shall generate procedure codes (i.e. CPT) and diagnostic codes (i.e. ICD-10) based upon data input by the clinician. This system shall streamline workflows by giving the ability to capture, store and access patient data for Endoscopic procedures. The system shall have the capability to provide a data repository for storage and maintenance of Endoscopy quality measures to document and improve performance (Please see Attachment 4 for background information intended to help quoters better understand the requirement).
B. Specific Tasks
Prior to delivery and installation, the contractor is required to contact the facility points of contact(POC) to schedule the installation during a time that will result in the least amount of disruption of services.
Upon delivery of all components, the contractor will supply a detailed packing list with model numbers and serial numbers so that the components can be entered into the local inventory by the New Mexico VA warehouse without unboxing the shipment.
Contractor will verify receipt of all necessary components. The contractor will unpack and rack network servers in VA supplied racks in a data center and verify operation of the server. The contractor will unpack and setup workstations and verify hardware operation.
The contractor will install software on the servers and configure HL7 and CPRS connectivity with VA’s biomedical engineering and Information Technology departments. Contractor will provide data migration services of existing Olympus Endoworks, to bring over all exam and image data into software subject to the Contractor terms of such Olympus Endoworks service. .
Contactor will be required to supply all tools and instruments needed to complete the installation.
No VA tools or instruments will be provided.
Contractor will provide server operating system license for Windows Server 2012 R2 Standard.
Contractor will provide operator training and on site go-live support.
The Contractor shall provide the most up to date software version at the time of installation.
The Contractor shall provide training on the software.
C. Technical Requirements
The software shall meet the following salient characteristics at a minimum:
• Shall provide an electronic procedure documentation software and image management.
• Shall capture, store and view GI scope images and data.
• Shall integrate with VISTA and CPRS.
• Be compatible with Olympus data acquisition workstations.
• Capture and store still and HD video images from Olympus endoscopic equipment.
• Be capable of data storage.
• Be capable of charting endoscopic GI and pulmonary cases in the patients’ electronic medical record.
• Be capable of linking a procedure report to CPRS via a procedure consult.
• Be capable of performing data migration of all past / existing studies to the new system.
• Be capable of decompiling and decrypting EndoWorks to discover the source code.
• Be able to run reports on documented data without the need to re-enter data points for submission.
• Have the ability to pro-actively present clinical documentation information to the provider.
The software shall meet the following technical requirements:
• Capture images from all brands of scopes set forth in the software specifications
• Capture images using HD SDI and/or composite video sources.
• Be HL7 compliant.
• The Contractor shall have a proven track record of integration with Vista/Clinical
Procedure and has an approval in VA OIT TRM portal.
• The Contractor shall provide Documentation consisting of User Manual
• The Contractor shall provide Procedure Coding for billing.
• The Contractor shall provide Image capture and Video Management.
• The Contractor shall provide Recall Management and procedure reports.
• The Contractor shall provide Customizable Templates, with e-Signature capability.
• The Contractor shall provide at a minimum 100 canned report templates and unlimited custom reports template that can be pulled on-demand.
• Letter to Referring Physicians – print, email, or Fax including images (except when faxing).
• Post Procedure Instructions
• Discharge Instructions
• Compare and annotate images
• Server and hardware requirements
• Refer to CLIN’s in solicitation for what Contractor will provide
D. GENERAL REQUIREMENTS
The reporting system must be able to integrate with other VA IT systems and feature a standard content structure allowing integration of patient demographics with a scheduling system that incorporates point of care documentation of procedures. This should also facilitate accurate charge capture for procedures, medications, and supplies used. All elements of the patient encounter should be documented.
The system must provide data reporting capabilities and reporting tool and allow for customization of quality indicator data analysis.
This system must support the full range of gastroenterologic procedures, and document both nursing and physician activities.
System must automatically import information from patient vital signs monitors.
E. SYSTEM REQUIREMENTS
The System must be HL7 and DICOM compatible and must integrate with existing and future EHR systems.
The system must have inbound and outbound interfaces.
F. Compliance
The contractor will comply with the information security protocols set forth in this contract as mutually agreed to by the VA and contractor to safeguard VA and patient information
(6500.6/6550). This will include all services and installation.

G. Administrative Information
Contractor shall also provide instructions and contact information regarding service and maintenance issues. This contact information must allow for staff to contact the contractor during normal administrative hours. Maintenance services will begin once the Licensed Software is installed. Delivery and installation are estimated be completed within 365-days ARO. Delivery and coordination of on-site inspection, assembly, and training shall be coordinated with Emily Salmon– 505-265-1711 x5145 or Emily.Salmon@va.gov. The product(s) will be stored at Contractor’s warehouse until the scheduled delivery is determined. Delivery will be during normal working hours, between 7:30am and 4:00pm, Monday through Fridayl
