1. This market research notice is being conducted by Network Contracting Office (NCO) 17 VHA Regional Procurement Office-West (RPOW) 124 E. 5441 Medical Center, Babcock Road STE 302, San Antonio, Texas 78240, intends to issue a Sole Source award to BIO-RAD Laborites, INC, 2000 Alfred Nobel DR, Hercules, CA, 94547 for the procurement of the ddPCR System Service.

2. Background and Requirement: Contractor shall provide all required new parts in accordance with the original equipment manufacturer (OEM) specifications.

3. This equipment for proposed is the ddPCR System Service this equipment must be able to perform the following functions.

4. SPECIFIC INSTRUMENT REQUIRED: VISN 17 Center of Excellence, Translational Science Core, located at 4800 Memorial Drive, Building 93, room 2A105, Waco, TX 76711. ddPCR System Service system needs to function with the following:

· ddPCR System Service

· BioRad QX200 Droplet Reader

· associated BioRad Droplet Generator

· instrument’s functional level will evolve over its operational life cycle

· repair and maintenance needs

· CSP, Digital PCR w/ADG OS Digital PCR System W/AutoDG Full On-Site Complete Support Plan offered by BioRad (the manufacturer).

· Provide support for all components of our current instrument configuration including unlimited repair inclusive of travel, parts and labor and 1 PM visit per year

· BioRad factory-approved parts, installed by BioRad Factory Approved qualified and highly competent service personnel

· annual preventative maintenance performed by BioRad (manufacturer) Factory Authorized service representatives, priority troubleshooting response and expedited resolution of service parts

· Expedited instrument exchange – if our instrument is defective, we require a replacement until ours can be repaired.

· Telephone support – unlimited technical support for both hardware and software with BioRad Factory Authorized service representatives.

· All services must be performed by certified BioRad professionals who use genuine Agilent parts.

5. If this is an item your business can provide, please respond to this Sources Sought Notice by 10:00 AM Central Time on Friday, 06 June 2025.

6. The intent of this notice is to solicit sole source contract under the authority FAR 13.501(a). The procurement strategy (e.g sole source only) for a solicitation that VA intends to post soon. Interested contractors are requested to respond in accordance with the following:

a. where is the item manufactured, the VA is interested in procuring items manufactured in the United States.

b. If you have an existing GSA or VA, Federal Supply Schedule contract, include the contract details in your response.

c. Please note that VA is particularly interested in determining the availability of Service Disable Veteran Owned Small Business/Veteran Owned Small Business or other Small Business manufacturers or authorized distributors that can provide this item.

d. Respond to this notice if you can provide these products listed in the table in the background and requirement section above. In the response, please cite your business size status.

e. DISTRIBUTORS: You must provide proof that you are an authorized distributor. VA does not accept gray market items.

f. Vendors are requested to submit estimated market research pricing with their responses. The estimated pricing will be considered when determining the procurement strategy for the future solicitation. (e.g. if CO determines that capable small businesses cannot provide fair and reasonable pricing, then the solicitation will not be set-aside).

(8) Letter stating OEM authorized dealer, authorized distributor, or authorized reseller for the proposed equipment and/or services if applicable

(9) GSA/FSS Contract Number if applicable

All businesses eligible to provide this item are encouraged to reply as this information may be used to determine potential set-asides for the above-noted requirement.
