5C400 HVAC Systems
1) Please confirm that the (2) 48,000 btu mini-split systems are for the entrance area.
A: Yes
2) Where are the drain lines supposed to be run to?
A: Run outside to the nearest drain.
3) Please confirm which patient rooms are needing the 24,000 btu minis?
A: The patient room #s are 404, 405, 406, 407, 408, 410, 411, 412, 413, 414, 419, 421, 426, 429, 430 (See Floor Plan below, rooms are circled in blue).
4) Would it be possible to get some drawings showing which rooms the mini splits are to be installed, where the location of the condensers would be?
A: See Floor plan below, rooms are circled in blue. 2 different roofs are expected to be used for condensing units. Roof of Day Surgery 4th floor and roof of Mental Health Ward 2nd floor.
Contractor can recommend better and more efficient staging area VA will consider.
5) Could you provide a drawing showing the location of the electrical panel we would by tying into for all these units?
A: See Floor plan below, electrical panel circled in red.
6) Are we to dispose/abate of any asbestos, lead, mold or other hazardous material as part of this project? If so, provide appropriate hazardous material site survey report.
A: Contractor does not have to abate any hazardous material. Any hazardous material if encountered will be abated by VA team.
7) What will the Infection control risk assessment (ICRA) level be for this project?
A: ICRA level IV
8) Are there any required/proprietary subcontractors the general contractor is to hire associated with this project?
A: No requirement from VA for sole source. GC has to meet the competency and certification requirements of subcontractors.
9) Will all work associated with this project able to be performed during regular working hours?
A: All work needs to be performed during regular business hours. Any work requested for after hours or weekends/holidays is required to be coordinated with COR for permission.
10) It is our understanding that the Solicitation is a negotiated Bid (RFQ) design-bid-build project with the Government's AE being responsible for the design portion (providing a full and complete set of Specifications and Plans) and the successful offeror being responsible for bidding and building the project based on the Specifications and Plans provided by the
Government's AE. Put another way, the successful offeror will not be required to perform any design-build services as part of the contract - correct?
A: This is not a solicitation for a Negotiated Bid. This is a solicitation for Quotes not Bids, please refer to paragraph E.4 Basis for Award which states we will be using Comparative Analysis evaluation procedures in accordance with FAR 13.106-2(b)(3) not FAR 15 Contracting by
Negotiation.
11) What is the price magnitude of the project?
A: This is a commercial product procurement in accordance with FAR 12 in conjunction with
FAR 13 Simplified Acquisition Procedures, so there is no price magnitude for this project.
12) Are we required to provide a 24 hour/day on-site fire watch during demolition?
A: Meet VA and NFPA requirements for fire safety code, which can be satisfied by turning sprinkle heads up, 24/7 fire watch or heat detection in space during demo if any of the fire barrier is demoed.
13) Please list the exact patient room numbers in 5C400 that will receive a 24000 BTU mini-split installation.
A: The patient room #s are 404, 405, 406, 407, 408, 410, 411, 412, 413, 414, 419, 421, 426, 429, 430 (See Floor Plan below, rooms are circled in blue).
14) Are all patient room ceilings drop/grid ceiling, hard ceiling, or a mix of both?
A: All patient room ceilings are drop/grid ceilings.
15) Does the VAMC want ceiling cassettes, wall mount units, or ducted units to be installed in the patient rooms?
A: Wall mount units
16) Please provide as-built drawings of the existing building. This will provide detail on footages from patient rooms to where the condensing units will be placed on the roof.
A: Floor drawings will be provided by CO.
17) Which roof does the VAMC want the condensing units for 5C400 to be installed on?
A: 2 different roofs are expected to be used for condensing units. Roof of Day Surgery 4th floor and roof of Mental Health Ward 2nd floor. Contractor can recommend better and more efficient staging area VA will consider.
18) Will the patients be relocated, and the rooms vacated for the installation of the units in
5C400?
A: Yes, room will be vacated for the installation one room at a time at most to minimize impact on patient care.
19) Is the roof under warranty? If so, please provide the warranty information (for both the
5C400 and the vestibule area).
A: No warranty on roof. Contractor is required to warranty any penetrations during the project for any new leaks.
20) Would it be acceptable to install the (15) 24000 condensing units on a rack system on the roof? It would allow fewer roof attachments.
A: VA will consider rack system.
21) Is it acceptable to install the condensing units for the (2) 48000 BTU mini-splits on the roof of the single-story vestibule?
A: It is acceptable.
22) In the vestibule, does the VAMC want the ceiling cassettes or ducted units?
A: Wall mount units
23) Are all (17) mini splits to be connected to Schneider Controls building management system or will each unit have an independent thermostat?
A: Independent thermostat
24) Are there any special requirements from the VAMC for the termination of the condensate drains? Or can they be run to the nearest drain?
A: Condensate pipe can be run to nearest drain.
25) Does the VA want to keep the removed units? If so, will the VA store the units once the contractor has removed them?
A: Demoed units can be turned into VA AC shop.
26) Is this going to be a design-build?
A: No, this is not a design-build.
27) Are construction drawings going to be released for the project?
A: There are no construction drawings for this project. This is equipment install contract.
28) Is there a floor plan available for the fifth floor 5C400 wing? If so, please provide.
A: Floor plan is located below.
29) Is there a specific make & model for the two types of units in the SOW?
A: No specific make and model, please check VA requirement for Buy American Act.
30) What are the power requirements for the two types of units in the SOW?
A: Depending on which brand and specific unit is selected for install, power requirement can be referenced from the manufacturer for selected units. VA is not specifying specific brand or type.
31) Are the evaporators fed from the condensing units or require separate power?
A: Evaporators to be fed from condensing units to reduce any unnecessary electrical work.
32) Is there any drywall or wallpaper work to be performed with this project?
A: Any wallpaper or drywall affected during install will be required by contractor to finish.
33) Will the patients be moved from this wing during construction?
A: Patients will be moved from the room where contractor will be working, one room at most at a time.
34) Is the wing to be completed within multiple phases? If so, please provide a phasing plan.
A: There is no phasing plan for install, contractor needs to coordinate one room at a time with
COR and nursing to minimize patient care impact.
35) Will all furniture and medical equipment be removed by the VA from each room? If not, what will be the plan of action for all furniture and medical equipment?
A: Medical equipment and patient beds will be moved by nursing staff.
36) Will negative air be required? If so, where is the contractor required to vent machines to obtain negative pressure?
A: LEVEL IV ICRA require negative air. Air can be vented to outside by removing window glass or scrubbing inside air using HEPA filters.
a.) If negative air is required this will have to be on a room-by-room basis, please provide a plan to obtain negative pressure and vent locations for the rooms.
