1. This market research notice is being conducted by Network Contracting Office (NCO) 17 VHA Regional Procurement Office-West (RPOW) 5441 Babcock Rd. Suite 302, San Antonio Texas 78240 for the acquisition of Clinical Hypnosis Training for VA Clinicians. The Government intends to solely negotiate with The Institute of Trauma Hypnotherapy, LLC(ITIH), 1407 Jefferson St. Chattanooga, TN 37408 for a base plus 1 option year of service.

2. Background and Requirement: The classes needed were developed by ITIH for the National Veterans Administration (VA) Office of Centered Care and Cultural Transformation and ITIH co-owns the copyrights with VA and is the only provider who can offer these courses.

3. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, Contractors may submit a capability statement, proposal, or quotation which shall be considered by the contracting officer whether to continue with the sole source procurement or to provide for competition. Due to technical issues, please allow additional time if you’re using electronic means.

Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government.

The Department of Veterans Affairs, NCO 17 will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this notice of intent, the Government shall determine if a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) in order to be eligible for contract award. Also, the prospective contractor shall be an Original Equipment Manufacturer (OEM) authorized dealer, authorized distributor or authorized reseller to the Department of Veterans Affairs for the proposed equipment/system such that OEM warranty and service are provided and maintained by the OEM. Interested parties are encouraged to furnish information by email only in Response to this Intent to Sole Source. All documents submitted will not be returned. All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirements listed to Contracting Specialist, Tammy Wilson. The capability documentation should include general information and technical background describing in detail the prospective contractor's capabilities and experience that will demonstrate the ability to support this requirement.

STATEMENT OF WORK

1. Contract Title.

Clinical Hypnosis Training for Clinicians in VISN 17.

2. Background.

VA Texas Valley Coastal Bend Healthcare System is requesting the procurement of a Base Year plus one (1) Option Period of service for a Clinical Hypnosis Basic Skills Course. This course is VISN-funded and will train VHA clinicians located throughout VISN 17. The course is eight-week program teaching providers the fundamentals of clinical hypnosis as an adjunct to treatment for stress management, anxiety reduction, and pain management, which are identified to be consistent with the goals of VHA’s Whole Health Initiative. The virtual course will allow providers to attend without the costs of travel and excessive time away from clinics and patients. The course will allow VA providers to meet the requirements of clinical hypnosis basic skills training by most certifying boards.

3. Scope of Work.

The training will be provided for Clinicians in VISN 17 as a Basic Training Course and Intermediate Training Course.

4. Specific Tasks.

Deliverables:

2 Eight-week courses consisting of 50 hours of Basic and Intermediate virtual training consisting of Basic Training shall include the following:

Weekly self-study component 1 hour of video, audio, and written content Weekly two-hour live webinar with supervised group practice sessions Seven instructors to facilitate live webinars Areas of focus shall be stress, anxiety, and pain management with the following specific objectives:

Construct a hypnosis pre-talk to explain what hypnosis is and obtain an informed consent Demonstrate four types of hypnotic inductions Utilize two methods of deepening/intensifying hypnotic trance Create and apply hypnotic suggestions for managing stress, anxiety, and pain complaints Assess depth of trance utilizing three observable signs of trance Demonstrate two methods of re-alerting a person from trance Explain standards of ethics and professional conduct in using hypnosis clinically Completion of the course will allow VA providers and clinicians to meet the requirements of clinical hypnosis basic skills training by most certifying boards. The course will be recognized by the National Board for Certified Clinical Hypnotherapists.

Intermediate Training shall include the following:

Weekly self-study component 1 hour of video, audio, and written content Weekly two-hour live webinar with supervised group practice sessions Seven instructors to facilitate live webinars Areas of focus shall be pain management, anxiety disorders, habit disorders, trauma, insomnia, and medical issues. with the following specific objectives:

Demonstrate how to apply an active-alert and/or conversational hypnotic induction Demonstrate how to use a metaphorical suggestion to promote a therapeutic goal Demonstrate one age regression technique and one age progression technique Describe how to utilize ideomotor signals for non-verbal communication Create three hypnotic suggestions for reducing stress, anxiety, or insomnia Describe how clinical hypnosis can be used an adjunct to evidence-based treatment models for trauma such as cognitive processing therapy, or prolonged exposure therapy Apply a clinical hypnosis technique to relieve chronic pain or procedural pain Apply a clinical hypnosis technique to disrupt a habit or promote a desired health behavior

5. Performance Monitoring.

The COR will coordinate with the SME in VISN 17.

Training period shall be from August 7th 2024 to February 27th 2025.

Any changes to the referenced base POP or OP POP shall be approved with a bilateral modification.

12. Records Management.

There will be no federal records created, maintained, used, or dispositioned with this contract: regardless of format [paper, electronic, etc.] or mode of transmission [e-mail, fax, etc.]

13. Changes to Statement of Work.

Any changes to this SOW shall be authorized and approved only through written correspondence from the CO. A copy of each change will be kept in a project folder along with all other products of the project. Costs incurred by the contractor through the actions of parties other than the CO shall be borne by the contractor.
