1. During tes�ng, should the contractor assume that fusible links, if damaged, will be replaced during the inspec�on?
During and a�er tes�ng a damper, the damper must be func�on. If a damper is not working, the damper s�ll needs to be opened to air flow and repair will be done a�er damper tes�ng job with a new quote to repair. Fusible link must be put back. Take a photo before tes�ng, damper func�on, a�er tes�ng and label test date on the damper. See SOW 5.0 performance requirement in document.
2. Will escorts be available 100% of the �me?
Engineering will escort and will not be s�ll all the with contractor.
3. Some areas will certainly require scheduling before we can inspect these par�cular areas. Will the VA assist with scheduling these areas so we can have the best, uninterrupted, inspec�on?
Coordinate with COR for the loca�on and area that will be tested. COR will need to coordinate with service.
4. We realize dust and debris will need to be cleaned as we inspect, and this would be in our plan.
Will the VA provide a HEPA cart where required? Further, can the VA provide a list of those sensi�ve areas where a HEPA cart would be required?
Contractor shall provide all part and materials to do this job. Contractor will follow Infec�on control requirement such as HEPA filter if there is will a lot of dust. HEPA cart may require if there is cu�ng wall and dust.
5. We understand an FPE is required during this inspec�on to validate the Smoke Barriers and Smoke Zones (as shown on the two separate drawing sets that were provided). When this evalua�on by the FPE is complete, what materials does the VA want? i.e., 2-sets of physical drawings, a digital backup on what media, etc.

6. During the walk though, it was discussed that if the FPE observes incorrect pathways (Smoke Barrier not defined, addi�onal or fewer Dampers than expected, etc.) it should be reported to the VA.
On this report, is the VA asking for remedia�on to be included in the repair modifica�on?
Any addi�onal installa�on or removal will be under the MOD.
7. We understand this contract will include this ini�al inspec�on (with FPE documenta�on) and will require the exact inspec�on and documenta�on in 3 years’ �me. Is it to be presumed that the pricing we submit now would also include our calculated expense in 3 years? If so, can we base our costs on the ‘future’ published infla�on rate rather than missing a target and having our budget at risk? If this is allowed, can you tell us what official infla�on rate we should base our ‘future’ cost on?
The is contractor responsibility to research and bid this job.
8. We understand in the SOP documenta�on (5.0, 1.6) that qualified technicians are required. Can you clarify that the technicians require cer�fica�on, and if so, what cer�fica�on? Is there a requirement for experience level (years’ experience) as well?
Fire damper tes�ng Tech shall have minimum 3 years of fire damper tes�ng experience.
1. Is this contract for providing a Statement of Condi�ons or for Fire Damper tes�ng?
Per SOW, both items are on the document to perform the job and provide the documents as stated.
2. If this is a damper tes�ng contract can the SOC sec�on 3.0 be removed? Per SOW, both items are on the document to perform the job and provide the documents as stated. Cannot remove any items.
3. If this a damper inspec�on contract can the number of dampers to be inspected be provided? Per SOW document, damper quan��es are indicated.
4. If this is a Statement of Condi�ons contract can the Life Safety Prints be provided? Can the Total SQ/Ft of each bldg. to be inspected be provided? Each Temple and Waco are approximately 1.2million sq feet each.
5. Is a site visit mandatory? It is contractor responsibility to under the job SOW to bid the job.
I had a ques�on on the posted solicita�on for the Temple/Waco VA's. On page 4, item 3.0 it states SOC update, and 3.1 states fire damper inspec�on. The cost schedule on page 6 only references the damper inspec�on. Is an SOC update also being requested by the VA?
The bid shall include both SOC inspection and updated drawings and, fire damper testing report and data information in three ring binder and electronic copies.
