| Q1: | What is the current contract # for this requirement and who is the current service provider? |
| A1: | The current contract number is 36C25719C0085. The current service provider is Hamilton Alliance, Inc. |
| Q2: | What is the average tonnage per haul for each individual Compactor & Open Top/Roll Off container? This information is critical in order to price a flat haul rate as the GOV is requesting. Offerors must pay for tonnage at the Landfill and account for this in the cost of the flat haul rate. |
| A2: | We do not have this information currently. The government pays on frequency of pick up not tonnage. These are regular trash. |
| Q3: | PG 7 of 73, Para 1.5.1, DAILY WORK HOURS: Please confirm if the VA is stating hours of service are strictly 6 AM – 10 AM or is the VA willing to negotiate the hours of service with the awardee? |
| A3: | Starting hours can be negotiated. |
| Q4: | PG 11 of 73, Para 5.3, CONTAINER MAINTENANCE: “Container should be steam-cleaned and disinfected before being placed at the medical center. The government will allow the contract about 1hour 30 minutes travel time or the reasonable amount of time required to haul the compactors and the open 30 yard dumpster to the landfill for disposal.” |
| Q4(1): | Is the VA stating that each Compactor/Roll Off must be steam-cleaned and disinfected with each haul? This is highly labor intensive given that each container is on a set pickup frequency. |
| Q4(2): | How did the VA establish a 1 hour and 30-minute metric for hauling a Compactor/Roll Off to the Landfill, hauling it back to the subcontractor’s waste yard, sanitizing/disinfecting the container, and returning back to site (language says “should” be)? The North Texas HCS is in a heavily congested metropolitan area where traffic conditions are often harsh. The process to clean each container is not a quick process as each container must be emptied, flipped numerous times prior to and after cleaning, and often the cleaning supplies/equipment is not at the same location as the Landfill increasing time required to complete. Recommend increasing this time allotment. |
| A4(1): | No, this requirement should be removed. The container will be cleaned as needed but not per roll off. |
| A4(2): | The issue with 1 hours 30 minutes was addressed. The government purchased a second compactor. The contractor must swap the compactor before driving off with the full compactor. |
| Q5: | Please confirm what CLINs 0020 – 0022 represent? Are these for Monthly Rental? |
A5: LINs 0019 through 0022 are monthly rentals for various sizes of containers.
Q6: What days of the Week are each container being serviced per the Table on PG 5 of 73? Frequency is specified but the day of the week is no other than for the 40 CY GFE (BLDG 2 Back Dock).
A6: If day of the week is not specified, containers may be emptied any day, Monday through Friday.
Q7: Are any containers hauled as requested or are all containers hauled on a set schedule?
A7: Containers are hauled on set schedule.
Q8: The contractor provided compactors. Are they stationary or self-contained?
A8: The compactors have a station that they are hooked to. The contractor unhooks the compactor, picks up, and drives them away to dump the trash.
Q9: The contractor provides the compactor but are the hydraulics government owned?
A9: Government provides the docking station.
Q10: Is there not a site visit planned for this solicitation? This is not a small contract and has a lot of moving parts. A Site visit is needed.

Q11: What is the annual tonnage disposed of under this solicitation listed by location and container?
A11: That information is not available.
Q12: Who is the incumbent and what is the current obligation number?
A12: The incumbent is Hamilton Alliance, Inc., and the awarded amount is $977,344.89 (Base + 4 options).
Q13: Are we expected to provide the containers as well as the pickup service? The solicitation mentions the containers being contractor provided.
A13: All containers listed on page 5 are to be provided by the contractor, except the 40-yard compactor, which is Government owned.
