Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

1. Contracting Activity: Department of Veterans Affairs, Network/Program Contracting Office 17, located at Address, in support of VISN 17 VA Health Care System at 1901 Veterans Memorial Dr Temple, Texas 76504.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The Central Texas Healthcare System is limiting competition to Brand Name Only for the acquisition of the XL-200P portable radios. The XL-200P radios will have LTE capabilities to communicate over cellular towers. The existing Harris XG-25 portable radios are currently in use to communicate between the dispatchers and police officers located in Temple, Waco and Austin. T1 lines are subject to going down and putting the portable radios offline. The XL-200P radios fill the gap in communication failures, reducing officer safety concerns.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
The requested portable radios are a particular brand name, L3Harris, which will support an existing communications dispatch and hand held radio system that is currently under contract for maintenance services. The peticular model requested supports the existing infrastructure. Delay in procuring these radios could result in serious injury or loss to the government, as well as compromise the patient care of our Veterans. The Harris XL-200P hand held radios provide a cellular capability that still allows for communication when the standard T1 communication line goes down.
The T1 communication line is currently down at the Waco facility. With cellular communication capability provided by the Harris XL-200P radios, a cable-free connection between the Temple dispatch center and police officers in the field, which will eliminate the cable wire going down or being shut off. This will prevent delays that is cause by using cell phones, prevent “dead-zones” n thebuilding, and allow for a total force broadcast communication that ultimately saves lives and protects property.
4. Description of market research conducted and results or statement why it was not conducted:
All mandatory and non-mandatory market research sources were reviewed to include VetCert, GSA, FPDS, and MSPV.
Contacted MFR, Contacted MFR, L3Harris on 07/17/2024. Laurie Chiodo, Customer Care Center, replied via email stating that L3Harris currently partners with two small business companies, Dailey

Last Updated: 02/01/22 Page 2 of 2 and Wells Communications, INC., and Eastern Communications, LLC. Both companies are authorized distributors from the MFR to provide the requested equipment. L3Harris also stated they would be able to provide a quote to the Government.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
