Technical Questions - 36C25723Q1055 Rooftop HVAC Replacement - Garland

1. Are we to dispose/abate of any asbestos, lead, mold, or other hazardous material as part of this project? If so, provide appropriate hazardous material site survey report.

Answer: No

2. What will the ICRA level be for this project?

Answer: Level 1 (lowest level) it will be outside

3. Are there any required/proprietary subcontractors the general contractor is to hire associated with this project?

4. Will all work associated with this project able to be performed during regular working hours?

Answer: Yes

5. It is our understanding that the Solicitation is a negotiated Bid (RFP) design-bid-build project with the Government's AE being responsible for the design portion (providing a full and complete set of Specifications and Plans) and the successful offeror being responsible for bidding and building the project based on the Specifications and Plans provided by the Government's AE. Put another way, the successful offeror will not be required to perform any design-build services as part of the contract - correct?

Answer: This requirement is a Request for Quote (RFQ). No design-build services are required.

6. Are the Controls for (2) Roof Top Units currently connected to existing EMS / DDC & BMS system?

7. If not, we assume Stand Alone HVAC Controls are in place where it will be a disconnect & reconnect to existing Thermostats?

8. If Stand Alone HVAC Controls - will new Thermostats be required to match existing Thermostats?

9. Are the (2) Roof Top Units Single Zone?

10. Will Pre & Post TAB Air Balance be required?

11. Replacement of (2) RTU’s & Crane rigging, hoisting, removal & replacement performed during Normal Working Hours - correct?

12. Will commissioning be required?

13. Will interior duct cleaning be required?

14. Will there be E-sheets(electrical) provided to show the scope of work in a clear and detailed manner?

15. If E-sheets(electrical) are not provided, then what exactly is the scope of work for the electrical portion?

Answer: Disconnect wiring to old unit reconnect wire to new unit.

16. Is the contractor providing a new disconnect?

Answer: This would only be needed if they install a different brand that does not have the same disconnect

17. Is the contractor providing any new conduit and/or wire?

Answer: This would only be required if they are installing a different brand unit and they have to extend the wire to reach the new disconnect area.

18. If so, how far away from the supply panels are each of the units?

Answer: This will not be required.

19. It is our understanding that equipment needs to meet the specifications/performance of the current equipment, but does not need to be the same manufacturer, is this correct?

(i.e. does not need to be a Trane).

20. We are planning to use a curb adapter, is this acceptable?

Answer: Yes, as long as it has the same footprint as the previous curb adapter and does not require any modifications to the new roof.

21. From the site visit, we want to verify that the total project period of performance is 30 days from award – that is 30 days to complete, is that correct?

22. Is there an existing BAS, if so, please provide a point of contact for controls.

23. How long are we allowed for an outage?

Answer: Area being supplied by these units is empty, can remain out the entire time as long as no one else is impacted.

24. Is this project tax-exempt?

25. Please confirm other manufacturers will be considered.

Answer: Yes, need to meet “Made in USA” requirement

26. Are existing building drawings available?

Answer: Yes, should not be needed though.

27. Is there a maintenance program in place for the units? Does the customer request a manufacturer’s maintenance program during the warranty period?

Answer: No, the VA has A/C technicians on staff to service equipment.

28. Are the units tied in to the building automation system or stand-alone T-Stats?

Answer: Standalone T-stats

29. What is the current Automation system protocol? LON or BACNet?

Answer: there are none

30. Please confirm that a startup will be required.

Answer: yes

31. Please advise what is expected for commissioning of the units.

Answer: The Units need to be operational to control environment

32. Will existing drawings need to be updated and or modified?

33. Will the customer want right of first refusal for the demoed equipment?

Answer: No, please haul off all equipment

34. Please confirm demoed equipment will need to be disposed of offsite.

Answer: yes, please dispose of equipment

35. Will the countersigned award be considered NTP?

36. What submittals are required prior to receiving NTP if the countersigned award will not be the NTP.

Answer: N/A

37. What is the process for delivery of materials directly to the facility for this requirement?

Answer: They can be received by our loading dock; however contractor must ensure they have equipment in place to on load and off load from tractor trailer and the ability to get materials from loading dock to the job site.

38. What is the available onsite storage capacity for Contractor Furnished Equipment and materials?

Answer: Space is limited, it is recommended most equipment be stored by contractor until time of install.

39. What are the site access procedures?

Answer: Check in with engineering upon arrival to facility so we can provide contractor badge and notify VA police of contractors being on site. All Crane lifts will require to meet OSHA requirements as well as VA TIL requirements (not limited with crane maintenance records, lift AHA, Operator certification etc)

40. Can we close the street closest to the units?

Answer: The closest street is Walter Reed Blvd; it can be shutdown but needs prior planning and permission from City of Garland due to it being on a bus route.

The road that is part of the parking lot by the main entrance is owned by the VA and can be shutdown if needed, with prior notice.
