The purpose of this amendment is to:
1. Provide the answers to the technical questions received.
2. Provide an updated Statement of Work (updates highlighted).
3. The offeror due date remains June 9, 2023, 4PM CST.
Technical Questions 6C25723Q0858 | Chilled Water Actuator Replacement
1. Will it be required to install new controls from the valve to a new location? If so, it will be requiring to install new 4x4 junction boxes? What are the locations for the new install (linear footage)?
Answer: Yes, there will need to be 4 x 4 Junctions boxes for the actuators.
Contractor will need run all wire in EMT conduit. They will need to be ran to the southwest corner of the energy center. All field measurements are supposed to be measured by the contractor. Refer to Section F. Other Considerations 1.
STATEMENT OF WORK
CHILL WATER ACTUATOR REPLACEMENT
A. REQUIREMENTS
1. The contractor shall be responsible for providing all labor, materials and equipment required for the services to replace 8 Chill Water Actuators. All work performed will be done at the Doris Miller VAMC in Waco, at 4800 Memorial Drive, Waco, Texas 76711.
After all work is completed, the contractor will have a walkthrough with a VA representative to ensure all work is completed and ready for invoicing.
2. The contractor shall provide all personnel, services, vehicles, transportation, tools, equipment, materials, supplies, facility supervision, administration supervision and any other item(s) necessary to perform and accomplish this service. The contractor shall be familiar with all the terms, conditions, and requirement herein contained.
3. The contractor’s Period of Performance (POP) is 120 days from the award date
4. All work shall be done according to the Infection Control Risk Assessment (ICRA) specified for the respective areas where work is performed.
5. Note: “The C&A requirements do not apply, and that a Security Accreditation Package is not required for this contract.”
B. PROJECT REQUIREMENTS
1. Contractor shall provide all labor, materials, and equipment to replace 8 Chill Water Actuator to Proportional.
a. All actuators shall have an add flow meter, an add controller and panels.
b. Also, the contractor must program the flow meters to have the right settings program to the correct sequences.

The Input/Output Module (IOM) Series expansion modules have integral RS-485 MS/TP communications and integrate into the web-based Metasys® system. A full range of Metasys Field Equipment Controller (FEC) family controllers combined with IOMs can be applied to a wide variety of building applications. The IOM Series serves two functions in the Metasys system: as point expansion modules for Metasys FEC family controllers and as point multiplexors for Metasys network engines.
C. SCOPE OF WORK:
1. The contractor will shut down any electrical where it is required for lockout/tagout of the electrical system when necessary. (The VA is not responsible for any electrical work).
2. Contractor must cut off any Isolating valves when necessary.
3. Contractor will remove any insulation if required and replace it when job is complete.
4. Contractor shall provide 8 hot tap well assembly kits with valves.
5. Contractor shall install hot tap wells & assembly kits.
6. Contractor will provide & install (QTY-8) new flow meters.
7. Contractor will run wire & EMT conduit back to 1 new control panel.
8. Contractor will provide (QTY-2) new IOM Modules to add the new points.
9. Contractor will disassemble defective valve actuators.
10. The contractor will provide & install (QTY-8) new Belimo matching actuators to a
“Proportional Modulating Style”.
11. Contractor will also provide 4x4 Junction boxes for the actuators and run EMT conduit to the new proposed area, if need be, in the Energy Center.
a. All field measurements must be done by contractor, the VA is not responsible for field measures: Refer to Section, F. Other Considerations 1.
12. Then the contractor will need a certified Johnson Controls International (JCI) Technician to program and connect to Johnson Controls Metasys to the Building Automation Control System & verify functionality.
13. The JCI Controls Technician will then program and sequence the operation with assistance of a VA Chiller Mechanic.
14. Then the JCI Chiller Mechanic will provide support on Chillers & verify flows & operations of chillers while raining VA mechanics to run and use the system as well as show them how to use the system remotely.
15. Then the JCI mechanic will run an operational test for the VA mechanics and supervisor.
16. Then the JCI mechanic will provide the VA customer with a commissioning report as well as any deficiencies for any further pertinent recommendations to ensure the system runs properly.

1. In addition to the days designated as holidays, the Government observes the following days:
a. Any other day designated by Federal Statute.
b. Any other day designated by Executive Order.
c. Any other day designated by the President’s Proclamation.
It is understood and agreed between the Government and the Contractor that observance of such days by Government personnel shall not otherwise be a reason for an additional period of performance, or entitlement of compensation. In the event the Contractor's personnel work during the holiday, they may be reimbursed by the Contractor, however, no form of holiday or other premium compensation will be reimbursed either as a direct or indirect cost, other than their normal compensation for the time worked.
E. INVOICES AND PAYMENT. Submit the proper documentation and reports to receive payment on this service. See information below:
1. Payment to be made monthly, in arrears, following satisfactory performance by Contractor’s personnel and upon receipt of a properly prepared invoice.
2. Contractor shall be required to invoice through the Tungsten System at http://www.tungsten-network.com/us/en/veterans-affairs/. Additional information regarding Tungsten shall be provided upon award.
3. The contract shall have current registration in the System for Award Management (SAM) for this solicitation; URL: www.sam.gov.
4. The invoice MUST be itemized to include the following information. Any information listed below, and not provided on an invoice, will render that invoice incomplete and the invoice will be returned for immediate correction.
a. Time period being invoiced for.
b. Description of services performed.
c. Unit Cost billed.
d. Extended amount due.
e. Invoice number, date, and;
f. Contract and obligation numbers.
F. OTHER CONSIDERATIONS
1. The contractor shall be responsible for the verification of all requirements for this service. All measurements and conditions must be verified by the contractor.
Any discrepancies between field conditions, project documents, and this SOW shall be immediately brought to the Contracting Officer Representative’s (COR) attention.
2. It is the contractor’s responsibility to provide adequate documentation and verifying that any equipment and/or materials proposed will meet or exceed all federal government requirements.
3. Note: Contractor shall provide written proof that all parts/ materials used in the performance of this service contract were of new OEM parts/materials.
4. Majority of the work shall be performed during normal working hours, Monday- Friday 7:00am to 7:00 pm and extended late hours as needed, noted by the COR. Major shutdowns shall take place after hours starting after 9:00 pm to 5:00 am and weekends as well.
5. Note: This project is consistent. Contractor must work Monday thru Friday until contract completion.
6. The contractor’s supervisor shall always be available to address any needs the VA COR may have during the POP.
7. Contractor will provide own lockout/tagout while working on the VA premises.
8. The contractor shall be responsible for the removal of project demo materials/debris /equipment from this facility when complete.
9. The contractor must thoroughly insulate any piping that had the insulation removed as well as any new piping exposed.
10. Any extended fabrication outside of the hot taps (Welding) must be performed by the contractor to ensure a turkey project.
11. Note: VA personnel will not help in any of the process.
12. Contractor must contract a 3rd party vendor to water balance the system when complete and provide the VA COR with the commission report when complete.
13. In the Commissioning Report it must identify any troubleshooting deficiencies:
a. Pumps needing repairs.
b. Variable Speed Drives needing repairs or replacements.
c. Any differential switches or sensors that also need replacements.
14. At the time of the offers, the contractor must provide a certificate of the certified Johnson Control (JCI) technician.
G. CODES AND STANDARDS
1. The project shall be in accordance with the latest Uniform Building Code (UBC), National Fire Protection Associate (NFPA) standard, Uniform Federal Accessibility Standard (UFAS), VA Specifications and Standards, and local facility requirements. In the event there is a conflict between any of the standards/codes, the more stringent standard/code shall apply.
2. The contractor shall provide all applicable safety signage and barricades applicable to OSHA, VHA and DOD regulations. Contractor shall comply with VHA DIRECTIVE 2004-012 and all VA Center Policy Memorandums, including but not limited to the following:
a. Protection of patients, visitors, and employees from traumatic injury, as well as occupational and facility–associated infections.
b. Compliance with OSHA and State construction safety regulations.
Construction contracts require that the general contractor’s on-site “competent person” have completed the OSHA 30-hour construction worker course and that all other general and sub-contractor’s workers have completed the OSHA 10-hour construction worker course or other relevant competency training. The determination for training is based on the project hazards and complexity, State and Federal regulations and VA requirements. Verification of completion of training will be required prior to performing work.
c. Compliance with EPA and State environmental regulations.
H. SAFETY PLAN REQUIREMENTS
1. Prior to performing any work, the contractor will be required to submit a safety plan in accordance with OSHA and VA Regulations.
2. The safety plan shall include, but not limited to the following:
3. Safety and Health Policy (i.e. company policy)
4. Safety and Health Objectives (i.e. company goals, procedures, etc)
5. Job Site Inspections (i.e. safety inspection/potential hazards/prevention, etc)
6. Contractor Safety Administrator (i.e. competent person/safety officer)
7. Personal Protective Equipment (i.e. head, hearing, and eye protection, footwear, clothing, gloves, etc.).
8. Safety Rules (i.e. rules applicable to the work/task being performed, equipment, ladders, confined spaces, open flame, etc.).
9. Job Safety Training (i.e. OSHA, safety meetings, etc).
a. 30 Hour OSHA Construction Safety Course – competent person.
b. 10 Hour OSHA Construction Safety Course – all others.
10. Safety Discipline (i.e. correction of violations, etc).
11. Hot Work Permit (i.e. responsibilities, procedures, etc).
12. Emergency Procedures (i.e. responsibilities, procedures, etc).
13. Written Hazard Communication Program (i.e. responsibilities, procedures, list of hazards, MSDS, etc).
14. Clothing:
a. PPE is available and properly worn.
b. Clothing is relatively dust free with the construction area and patient areas.
