About this file

This document contains an amendment to a federal solicitation for fire alarm and suppression system services. The amendment provides answers to technical questions received from offerors. The services are required at the Central Texas Veterans Health Care System, and include maintenance and repair of fire alarm, sprinkler, and pre-action systems across approximately 10 buildings. Key details include confirmation of the number and locations of sprinkler systems and flow switches, clarification that the incumbent contractor's recent inspection report is not relevant to the solicitation, and specification that only authorized parts for the Honeywell alarm system are allowed. The amendment also notes a change in the contracting officer's representative and states that the awarded contractor must maintain the latest version of CamWorks software. Pricing for unforeseen repairs and parts is on a firm-fixed price basis determined by offerors using labor categories in the solicitation. The quote due date of April 28, 2023 at 5:00 PM Central Time remains unchanged.

The purpose of this amendment is to:

1. Post the answers to the technical questions received.

2. The quote due date remains the same: 4/28/2023, 5PM CST.

Technical Questions | 36C25723Q0350 | Fire Alarm Services

1. You are showing 10 sprinkler systems in the break down (1 dry, 1 wet, 1 pre-action) however you are also showing 74 flow switches. How many flow switches are in the main multi-story hospital building (I believe I saw it listed as BLDG 11)? As a flow switch is indicative of a system, are we sure there are only 10 sprinkler systems?

A: Yes

2. How many other buildings have a sprinkler system in them?

A: Approximately 6 besides the two main buildings

3. While we were attending the site walk, we learned that the annual inspection was being performed. Can I get a copy of the report?

A: No, as this has no impact on the requirement and is for the VA and the incumbent.

4. From the annual inspection were there any findings that required the system to be Yellow Tagged? Were any parts of the system Red Tagged?

A: Yes, and these things are being addressed. This new contract will be based off the SOW as it is written. Anything outside of the SOW will be handled accordingly.

5. Will Ms. De La Paz continue to be the COR for the follow-on project?

A: No. Ms. De La Paz is no longer with the VA. Mike Bankston will be the COR until we get a new Fire Tech hired and in place. Billy Steele is the program manager for this contract.

6. Is Ms. De La Paz Certified FCI Technician?

A: N/A, however, the Technician that works on the system must be FCI certified as required in the SOW.

7. Can you please provide the current software version the Honeywell System is operating under?

A: The Latest version of CamWorks.

8. Is the contractor responsible for providing software updates during the life of the project?

A: Yes, any updates needed for software corrections will be the responsibility of the awarded contractor for this contract.

9. In the B.2 Price/Cost Schedule, Item Numbers – 0005, 1005, 2005, 3005, 4005;

Unforeseen Repairs & Parts: What will the VA require, Only FCI-authorized parts?

A: Yes, only authorized parts for the system.

10. Will Repairs be on a T&M basis or a fixed price? If fixed price, are we supposed to use the salary chart included in the solicitation? What salary Occupation Code are we supposed to use? I could not find a fire alarm or sprinkler system technician code.

A: This is a Firm-Fixed Price contract. Pricing is determined by the contractor. The suggested code entered in the solicitation is 23290 Fire Alarm System Mechanic.

Technical Questions | 36C25723Q0350 | Fire Alarm Services

11. I do not see anything listed for extinguishers or for kitchen hoods. What are the amounts?

A: This requirement does not include kitchen hoods.
