DESCRIPTION
Combined Synopsis/Solicitation Amendment:
Solicitation 36C25722Q0889 is for Documentation Shredding Services intended for The Department of Veterans Affairs El Paso VA Health Care System, El Paso, TX. The Government intends to make a Firm Fixed- Price contract award to a responsible vendor who meets the requirement IAW with the SOW with a fair and reasonable price that can provide the required supply in accordance with the attached documents, resulting from this solicitation for quotes.
The NAICS Code is 561990. Responses to this notice will be used by the Government to make appropriate evaluations and award decisions.
This solicitation is a 100% set-aside for SDVOSB. All SDVOSB vendors must be registered SAM/ VIP at the time of submission of quotes.
Please ensure all information is provided on the attached SF 1449, signed/dated.

1. Are they both scheduled for weekly service? I didn’t see the HBPC 151 N Church St listed on the service schedule.
On the SOW (attached) I changed the address for the HBPC 151 N Church St, to HBPC 2123 Telshor Court, Las Crucas, NM 88011. Service once per month.
1. Do the Las Cruces locations need to be done on-site as well or could those to be done off-site with proper certification/documentation? We can do on-site; we would just need to get NM certification to cross state line for on-site destruction.
Yes, Las Crucas HBPC would need to be served on-site.
1. P.7, A.1. Please confirm that the requirement is for documents only, and that non-paper media such as hard drives, film, CDs, DVDs, etc. will not be part of the recurring services.

Can monthly service be changed to every 4 weeks, which results in a more consistent interval between pickups throughout the course of a year?

No adjustments in container quantities are needed. (Refer to Quote and SOW)
1. P. 8, A.2. What is the historic frequency and scope of changing the quantity of containers?
When a new service or clinic is established or a service address has been changed, the VA may request more containers or add an additional service pick-up locations.
1. P. 8, A.3. Could you please clarify the requirement in the last sentence of this section “The Contractor shall also provide additional locked containers at each EPVAHCS location for use between Contractor pickups.”
6. What size and quantity of additional containers are required at each location?

Wednesday is the assigned and agreed upon day for servicing. Servicers are already familiar with schedule. This isn’t new to them. Shred-It has been servicing us for years.
1. P. 10, A.10. If we have signed a national BAA with the VA, which will be provided with the bid package, is it necessary to sign one with EPVAHCS?
No, we have a national BAA

a. Where is section B.3.? Section B.3 is included in section B.2 (Price/Cost Schedule) Please include delivery date in section B.2 along with offered price.
b. When does the agency anticipate making an award, the timing of which will affect a delivery date by the start of the period of performance? An award will be made on or before 09/30/2022 with an effective date of 10/01/2022.

a. For the VAMC, are all containers located in the main hospital building? NO (Refer to Quote and SOW) If not, how far apart are the outlying buildings where service is needed – in other words will our shred truck need to move multiple times to service the various locations on campus? NO, they are already familiar with routine, truck doesn’t have to move several times per site visit. They Park one time. Servicers are not inconvenienced.
b. Our collection containers cannot negotiate steps, are freight elevators available to move between floors at any location where shred containers are located above/below the egress floor? Elevators are available, climbing steps to service isn’t required.
c. Please confirm if there is a loading dock at the VAMC, and is there a ramp to the ground? The EPVAHCS main facility has a loading dock. Ramps are provided at every facility.
d. Is there sufficient and appropriate parking for our truck at each location for the time it will take to perform the work? Yes
