1. Question: Can you provide the incumbent information (name / contact number / and performance dates) for this effort?

Answer:

2. Question: Is it possible to conduct a site visit in the afternoon for offerors who are located out of the area?

Answer: There is only one site visit scheduled. The site visit was held on June 2, 2022 at 9am CT.

3. Question: Per FWOPC Housekeeping Service– 36C25722Q0239, SOW 6.6 Service Schedules, "The Contractor will be required to provide a minimum of five employees 6:00 am to 2:30 pm, two employees 8:00 a.m. to 4:30 pm, five employees 11:00 am to 7:00 p.m. This compiles a total of twelve employees total for a regular workday for the Fort Worth Outpatient Clinic.” Has this requirement of a minimum twelve employees increased or decreased from the incumbent contract?

Did the incumbent vendor have the same minimum employee requirement of twelve?

Answer: This requirement is maintained from the incumbent contract and has not changed.

4. Question: Have there been any change in requirements from the incumbent contract to this new solicitation?

Answer: There have been no changes to the requirement.

5. Question: See Submittal Instructions for Pricing on page 24 of 46, contractor shall provide cost per square foot that incorporates all the requirements of the PWS. Please provide square footage amounts for those items listed in PWS that require price per square foot for use in the Pricing category.

Answer: The government is seeking a per square foot rate which will include the whole requirement. The total square footage to be cleaned is approximately 166,000

6. Question: Please provide individual square foot amounts for hard floor, carpets, and restrooms.

Answer: Vinyl/composite flooring is 61,781 sqft. Carpeting is: 81,781 sqft. Bathroom Tile is: 22, 438 sqft. Total of 166,000 sqft of floors to clean.

7. Question: Are there current employees to retain per right to refusal?

Answer: On October 31, 2019, President Trump issued an Executive Order (EO) revoking EO 13495 of January 30, 2009 (Nondisplacement of Qualified Workers Under Service Contracts). On November 18, 2021, President Biden issued an Executive Order to reintroduce “Nondisplacement of Qualified Workers”.

With regards to the effective date of this EO, it applies to solicitations issued on or after the effective date of the final regulations issued by the FAR Council, which has not yet happened.

The original clause was included under incumbent contract 36C25719C0004, but that contract has been replaced with contract 36C25722P0410 – same contractor. Although agencies are strongly encouraged, to the extent permitted by law, to include in the relevant solicitation the contract clause described in the EO, it was not considered when the current contract 36C25722P0410 was executed. Therefore, unless the incumbent is inclined to do so, they have no obligation to fulfil the requirements under this EO.

8. Question: Is there a union?

Answer: There is no union.

9. Question: Please confirm that there is not housekeeping services on Saturday? Section 6.6 service schedules pg. 12 of 22 (SOW).

Answer: Housekeeping services are not required on Saturdays. Saturday hours noted in Section

6.6 of the PWS are contractor accessibility hours.

10. Question: What is the square footage of tile to buffed, strip and wax? Sec 3.0.1 Floor maintenance

pg. 4 of 22.

Answer: Vinyl/composite flooring is 61,781 sqft. Carpeting is: 81,781 sqft. Bathroom Tile is:

22,438 sqft. Total of 166,000 sqft. of floors to clean.

11. Question: Quality Assurance Surveillance Plan – Does the contractor need to sign the quality assurance plan attachment and return to the government? If so, what PART of the proposal should the plan be submitted?

Answer: Signing of the Quality Assurance Surveillance Plan is not required at this time. That will take place after contract award.

12. Question: Does the Contractor need to provide a quality control plan with its proposal submission?

Answer: No, the plan does not need to be submitted with quotes. It is a post-award requirement. In accordance with Section 6.8 Quality Control Plan of the PWS, the plan is due on or before the post-award meeting. This requirement is reiterated in Section 12.1 of the PWS.

13. Question: Wage Determination – E.O. 14026 is in effect after Jan 30, 2022. The wage determination provided by the government lists $13.28 for a janitor but the applicable minimum rate is $15.00 per the E.O. Will the government disclose to the general public?

Answer: The governments disclosure to the general public is found within the wage determination attached to the Request for Quotations. It addresses the applicability and effective date of Executive Order 14026. Please note that it is the Department of Labor who sets the applicable wage rates and not the procuring agency.

14. Question: Can you please provide the square footage of different floor types (VCT, Carpet, Restroom tile, etc) so that we may incorporate that in the pricing model?

Answer: Vinyl/composite flooring is 61,781 sqft. Carpeting is: 81,781 sqft. Bathroom Tile is:

22,438 sqft. Total of 166,000 sqft of floors to clean.

15. Question: What is the price of the last option year on this contract?

Answer: The last full option year was executed under contract 36C25719C0004 with a period of performance of 10/01/2020 to 09/30/2021. The price for this period was $1,333,333.32. Two 3-month extensions utilizing FAR Clause 52.217-8 Option to Extend Services which carried the period of performance through 03/31/2022. Services were bridged under current contract 36C25722P0410.

16. Question: Are there any changes to the scope of work from the previous contract?

Answer: There have been no changes to the scope of work from the previous contract.

17. Question: Is there a government provided office onsite for the contractor to use?

Answer: Yes, there is an office on site for the contractor to use.

18. Question: Will Juneteenth be observed as it is not listed with the other holidays?

Answer: Juneteenth is an official federal holiday and will be included in the listed holidays provided in the Performance Work Statement.
