1. Are we to dispose/abate of any asbestos, lead, mold or other hazardous material as part of this project? If so, provide appropriate hazardous material site survey report.

Yes, contractor shall dispose all the unnecessary materials during construction and after the construction period. There is no outdoor hazardous material survey.

1. What will the ICRA level be for this project?

Anticipating Level 3 for Dust Control

1. Are there any required subcontractors the contractor is required to use as part of this project?

It is for General Contractor to decide.

1. Will all work associated with this project able to be performed during regular working hours?

Yes the majority of the work will be, however there may be special circumstances or times when night or evening work may be appropriate for that portion of the work.

1. It is our understanding that the Solicitation is a negotiated Bid (RFP) design-bid-build project with the Government's AE being responsible for the design portion (providing a full and complete set of Specifications and Plans) and the successful offeror being responsible for bidding and building the project based on the Specifications and Plans provided by the Government's AE. Put another way, the successful offeror will not be required to perform any design-build services as part of the contract - correct?

Yes.

1. Please provide Geotechnical report if possible No survey is currently available

1. General notes on drwgs require temp lighting per phase during night hours. Please confirm if we are responsible to provide lighting calcs for proper coverage. If so, please clarify minimum footcandles required inside & outside of phased construction zone.

Contractor to make sure that minimum of 1FC is achieved within the area of work that contractor is performing.

1. For light poles requiring replacement, please confirm whom owns responsibility for removing/ replacing the following, but not limited to cameras, WAPS, signage, pole #’ing identification, etc There is only one light pole to be relocated per note #5 on sheet #EL-200. All other light poles/fixtures shall remain in the existing location. Contractor is required to coordinate with VA for the new location of the relocated fixture.

1. Please provide a route for duct bank through the parking lot. Phase 4 and Phase 5.

Per General note #21 on sheet #E-001, the contractor is required to do the utility locates prior to any excavation of the area within scope of work. Contractor shall provide and get approval of the routing for the duct bank prior to starting the construction of phases 4 and 5.

1. Will there be new pole lights at each existing junction box? Phase 4 and 5? If so, provide specification on the pole, and mounting arms required to match existing poles.

No new pole lights are required to be installed at the existing junction boxes and are only shown to reflect the existing conditions.

1. Please clarify if the period of performance is 240 days Yes

RFI Section 2

1. Infection Control: Since the project is primarily outside, are there any infection control requirements for the project that need to be considered?

Anticipating Level 3 for Dust Control

1. Performance Period: With submittals, new fixture lead times, and multiple phasing there is no way to complete this project in 240 days. Please extend the performance period to 400 days.

Upon review of construction schedules the VA may consider extending the POP.

1. Temporary Services: Does this contract require temporary utilities while construction is being performed?

Yes, Contractor to use their temporary power for all the work required during the construction.

1. Second Round RFIs: Due to the technical requirements of the project, please allow for a second round of questions.

Provide specific reasons for a second round of RFIs.

1. Section 010000, para 1.17 & 1.18: Is a construction and safety sign required for this project?

Yes, Coordinate with VA.

1. Section 013526, para 1.7C: Normally on VA projects, a superintendent can perform SSHO duties in addition to Quality Control Manager duties. Due to this projects relatively small size is that acceptable? This will save the VA a sizeable amount of money.

Yes

1. Section 013526, 1.9B: Being that this project is relatively small, is a Certified Safety Professional inspection required each month?

No

1. Energized Electrical Work: In past projects for the VA, we have had to work on panels that were energized due to being critical/life safety panels. Will that be the case on this project? Are there panels that cannot be shut down that we will be doing work on?

No, contractor can shut down.

1. Economic Price Adjustment: The current state of the market supply chain is unprecedented in terms of lead times and price volatility. This creates extreme risk for contractors bidding new work. There is simply no way to know what prices will do during the 120 days that contractors are required to hold pricing. Will the Contracting Officer add a provision/clause for Economic Price Adjustment due to the market conditions and supply chain issues?

No.

1. Design Work: Will the contractor be required to do any design on this project? If so, is this a design-build job in which the contractor needs to hire a design team? Please provide requirements if so.

No.

1. Contracting Officer’s Representative: Who will be the COR for this job?

The COR will be delegated to the contract upon award of the contract.

1. E-001, GN#4: This note on the drawings is in violation of FAR Clause 52.236-2 (Differing Site Conditions) and FAR Clause 52.243-4 (Changes). It is not the contractor’s responsibility to correct deficiencies to the contract documents. Please remove the note.

1. E-001, GN#5: In order for contractors to include overtime in its bid we must know when the VA requires after-hours work. What work on this project is required to be done after-hours or on weekends?

There is no way to know currently. All work should be planned for regular business hours however unforeseen circumstances during construction may require after hours or weekend work.

1. Underground Conduit: Drawing E-002 references a trenching detail with what looks like concrete encased conduits. Spec section 260541 (Underground Electrical Construction) only appears to reference direct-burial ducts. Since the specifications take precedence, does the VA intend for all new conduit to be direct-burial on the project? If not, please provide clarification.

The new conduits can be buried directly if the conduit routing is not in the vehicular traffic path.

1. Trenching Detail: Typically, when re-paving a parking lot, whether it be asphalt or concrete, some type of base is compacted below the pavement. The trenching detail shows ‘dirt or slurry’. Please clarify what is to go between the top of the conduit to just below the pavement.

Provide “dirt AND slurry” per the detail shown on sheet #E-002.

1. Existing Light Poles: Are all existing light poles to be painted to match the new light fixtures? Will new paint adhere to existing factory finish?

The existing light poles are to be painted match with the color of existing poles and not the new light fixtures. Refer to general note #2 on sheet #EL-200.

1. Elevation Drawing: Please provide an elevation drawing that shows light pole sizes and the height of lighting on the side of the buildings?

No light fixtures are being called out at new locations. The new light fixtures are replacing the existing fixtures on the same pole or at the same elevation on the wall.

1. New Duct Bank: Is there a specific route that the new duct banks should be installed or is that completely up to the contractor?

Contractor shall propose the best option for routing and to obtain approval from VA prior to construction avoid conflict with other utilities.

1. EL-301/302, Note B.: This note contradicts. Do the conduits need to be removed, or abandoned in place?

All sections of the conduits running underground shall be abandoned to avoid any additional cost for removal of the underground conduits.

1. EL-301/302, Note F.: To confirm, all underground work in Phase 4 and 5 is allowed to be done in unison?

Yes. Contractor to provide safety and temporary lighting in all the affected areas area during the construction. However, contractor to obtain approval from VA.

1. Section 010000, 1.2D.: What work items will the VA require the testing lab to be involved with. Please provide all requirements.

Testing of any new concrete placement to ensure it achieves the same strength as the existing in areas where a specific strength is required as well as any electrical systems that may require recertification.

1. Laydown Area: Where will the VA allow for a laydown area? Will power be available for a jobsite trailer?

Contractors Lay-down area will be within the phase of work currently in progress. Contractor will need to provide their own power.

1. Section 010000, 1.6.G.3.: Will construction fence be required around the entire phases area? If not, please clarify. This will greatly reduce the parking area per phase if required.

Fencing around the current area of work/phase will be required.

1. Underground As-Built Drawings: Please provide the underground as-built drawings for the entire project.

VA Engineering Department to provide the drawings.

1. Section 010000, 1.9E.: Are AutoCAD as-built drawings required? If so, please provide the original background files.

Auto Cad drawings will be issued if VA wants to get the as-built drawings based on the changes made during construction. As-builts are required red-lines should be made and sent to A-E to input into CAD.

1. EL-200 Site Lighting Plan: Please confirm what the N designation stands for next to each light fixture on the drawing.

“N” stands for new light fixtures on existing pole. Refer to note #1 on sheet #EL-200 and Legend on sheet #E-001.

1. New Light Poles: Is it the intent to provide a new pole at all concrete base locations that do not currently have a pole?

No.

1. E-001 – The fixture schedule indicates that we are placing new fixtures & arms on existing poles. The symbol legends on EL-200, EL-300 & EL-301 could be taken that new poles are required. Please clarify.

The new light fixtures shall be mounted on the new arm but the existing pole remains. Contractor is not required to replace the entire pole.

1. EL-200 – The circuitry shown on this, and other sheets indicate service from panel GLB, which is a 120/208V panel. GN#C on the phasing sheets indicate panel GLA which is a 277/480V panel. Please clarify.

Panel “GLB” is not a 120/208V panel but 277/480V panel. Refer to panel schedule on Sheet E-002 . Contractor to provide power to new light fixtures per homeruns shown on sheet # EL-200.

1. EL-300 – The pole lights shown on GLB-8,10 appear to be new locations, not existing row 6.

Please clarify the location of these 5 pole lights is in error.

Contractor is required to visit the site and confirm the existing conditions. See General Note #2 on Sheet E-001. There is no intent of adding a new row of lights.

1. EL-300 – Since it is unknown where the existing homeruns are routed from the panels it would appear that the most expeditious routing of new homeruns would be down the main north-south roadway just east of the existing panel locations. In order to capture the new conduits to the existing pole bases some new non-traffic rated in-grade junction boxes will be required, probably located in the end caps of the parking row. Please provide details of what the Government will require of the new junction boxes.

Only requirement is that new boxes will need to meet the rating for the area they are being installed.

1. EL-300 – Plan notes require that the existing junction boxes will be removed. Do the concrete pedestals they are mount on also need to be removed?

Per the note provided on the sheet #EL-300 J-box shall remain as it is. However, VA to decide if they still want to keep or remove. See snap below for your reference. Leave pedestal in place.

1. EL-300 – The arched circuitry seems to show that the new conduits will leave the existing pole bases and be routed in the existing asphalt, which would be the most expeditious approach. Will the Government do any restriping necessary?

No, the contractor shall return any disturbed areas of work back to its original condition.

1. Is it the intent that all existing conduits currently serving existing lighting in Phases 4 and 5 areas be removed to below ground, the underground portions abandoned in place and all conductors removed?

Underground portion of the conduits shall be abandoned after pulling back the conductors to the source panel. Also refer to response on #19.

1. If all conduits are to be new, are all existing junction boxes that are currently installed (some on original concrete pole foundations) to be removed as well, or do they need to remain as is on top of abandoned foundations?

They shall remain as is on top of abandoned foundations.

1. Is it the intent that all new underground conduit and wiring be installed for all lighting in Phases 4 and 5 and if so, can all new conduit and conductor sizes, which are not shown on the drawings, be provided?

Use #12 is conductor size and use minimum ¾:”C. However, contractor can go with 1” conduit if it is required to upsize the conductor for addressing voltage drop issue.

1. As part of the installation of new light fixtures on the existing light poles, will the existing wiring within the poles need to be replaced from the fixture(s) at the top down to the pole handhole at the bottom?

Yes.

1. Where new conduits will need to be installed under existing parking and driving surfaces, will directional boring under those surfaces, in lieu of open cutting and patching, be permitted?

Yes, however contractor must have surveyed areas for boring and are responsible for any utilities they may hit in the process.

1. If directional boring of conduits below driving/parking areas is allowed, may HDPE conduit be allowed?

Yes

1. Where the new circuits will now originate from the existing panel in the parking lot for Phases 4 and 5, should those circuits be routed through a multi-pole electrically held magnetic lighting contactor mounted next to the panel, controlled by a time clock, a photocell or both?

The control of lighting fixtures should match to the existing.

1. Based on the drawings for Phase 4 and 5, is it the intent to only remove existing and install new light fixtures to the existing poles, and that no new poles or concrete pole bases will be required?

Based on the note #6 and #7 on sheet # EL-200, contractor is required to repair base cover plates per the call out and the note on the plans.

1. Where existing poles and repaired or replaced anchor bolt covers are required to be painted, what color is to be matched, the existing pole color(s) or the color of the new light fixtures?

All the existing light poles/pole base are to be painted to match with the color of existing poles and not the new light fixtures. Refer to general note #2 on sheet #EL-200.

1. Are the existing light standards grounded or will me need to provide ground lugs for each standard?

The existing lighting fixtures should be grounded. Contractor to provide ground lugs for each standard incase they are not.

1. We will need to connect on to the existing conduits that are stubbed out of the Pole Light bases. Are the existing conduit stub-outs ½”, ¾” or 1”?

Yes, contractor to connect on to the existing conduits that are stubbed out of the Pole Light bases. Minimum existing conduit stub-out size should be ¾”. However, Contractor to field verify and match with the existing.

1. Is there an approximate new location for the relocated light pole shown on sheet EL-100, keyed note #4? We need to know so we can figure conduit routing.

The new location is to be coordinated with VA for new location.

1. Will night or afterhours work be required for any of the locations of work?

At the current time no, but due to unforeseen site conditions, i.e.: hit utilizes that need to be restored immediately work could extend into the night or weekend.

1. What wire size is required for the new wiring?

Use #12(min.) for size of new wiring cable.

1. The trench detail on sheet E-002 is calling for the conduit to be install at 30” + with concrete. NEC list a minimum depth of 12” for concrete incased 2” cover. Can we follow the NEC or stay with the detail depth?

Contractor to follow the standard provided on sheet #E-002.

1. Statement of Work – Under paragraph 10.0C it states that the IC training is only provided once every fiscal year. How will we be able to man this job with those constraints?

IC Training is provided every Tuesday at 10a. There is one annual training that takes place that will allow for contractors who have already taken the training to renew as well as for any new contractors who have just come on board to get certification for the year.

1. 260519-3.8A.2.a – Requires all existing wiring be test without utilization equipment connected. Please provide existing circuiting information to determine the extent of fixtures that will need to be disconnected to make this test. Note that this requirement may cause a large part of the exterior lighting to be disconnected for many days to perform removal, testing and placement of new lights.

Existing circuiting info is not up to date. Contractor to provide temp lighting in areas that may be down.

1. 1/E-002 – There is an arrow to the conduit encasement with no narrative. Is this intended to mean something? Also is the use of complete flowable fill acceptable? Also, will the 2” separation from the bottom of the trench be required? Note, this detail does not conform with 260541-3.3A.8 (3”) & 260541-3.3B (lighting branch circuits).

The arrow provided on the detail is for 2-sack slurry which is indicated after PVC CONDUITS (TYP.). Complete flowable fill is acceptable. Follow the detail where applicable. No trench is required if there is going to be direct burial of conduits if routing is not in the vehicular traffic path. Also refer to response to Item #14.

1. 260526-3.7A – Since these are existing pole bases, without ground based upon the date of installation, will a coiled ground under the base be required? A general statement that the existing pole bases will be reused as-is with no retrofits required would clear up many issues with the specifications.

AE agrees to the general statement that the existing pole bases will be reused as-as with no retrofits required.
