Sources Sought Notice
This Sources Sought Notice is for informational and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government. This notice is intended strictly for Market Research. This is a Request for Information ONLY. This is NOT a solicitation for proposals, bids, proposal abstracts, or quotations.
The Department of Veterans Affairs South Texas VA Healthcare System in San Antonio, Texas, intends to award a firm-fixed price service contract, for the purchase of a BioFire Torch Instrumentation.
Scope:
The STVHCS has a need for an extended warranty period to include preventative service and maintenance for the government owned Torch instrumentations(Model numbers: HTFA-ASY-
0001, HTFA-ASY-0003, SN: KTB02502, KTM09071, KTM09183, KTM09249, KTM08999)
currently housed in the Microbiology Laboratory of Pathology & Laboratory Medicine Service at Audie L. Murphy VA Hospital. Due to the proprietary nature of the instrumentation, it is essential that only a Bio Fire Certified Diagnostic Service Engineer’s (FSE) work on the Bio Fire Torch Instrumentation.
Contractor Service Program should include at minimum:
• Onsite repair.
• Bio Fire Certified Diagnostic Service Engineer or Bio Fire Authorized Distributor (Must be able to provide Authorized Distributor letter on company letterhead)
• All replacement parts.
• All Labor, travel and expenses for unscheduled visits.
• Must provide new versions of software, releases and or upgrades of software.
• One yearly scheduled preventative maintenance onsite repair.
• All applicable instrument shipping charges.
• 24/7 Toll Free Hotline with same day response.
• Emergency repair with 24 hours from time of request.
• If both instrumentations are down, same day repair.
• Repairs will occur during normal working hours 8am to 5pm, Monday-Friday.
Location
This service and maintenance will be used on government owned Torch instrumentations and modules Model numbers: HTFA-ASY-0001, HTFA-ASY-0003, SN: KTB02502, KTM09071, KTM09183, KTM09249, KTM08999 in the Microbiology laboratory located in the Pathology and Laboratory Medicine Service’s San Antonio Laboratories of the STVHCS.

The Government is conducting a market survey to help determine the availability and technical capability of qualified service-disabled veteran-owned small businesses, veteran-owned small businesses, small businesses, HUBZone small businesses and/or other large businesses capable of serving the needs identified below. This notice of intent is for open market as well as Federal Supply Schedule items.
The purpose of this notice is to gain knowledge of potential qualified sources and their size classification/socioeconomic status (service-disabled veteran owned small business, veteran owned small business, women-owned small business, HUB Zone, 8(a), small business or large business, relative to NAICS 811219 . Responses to this notice will be used by the Government to make appropriate acquisition decisions. A solicitation is not currently available. If a solicitation is issued, it will be announced on Commercial Business Opportunities website http://www.beta.sam.gov or GSA E-Buy at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement.
