Questions and Answers

A. This amendment form is a part of the solicitation documents and amends the project solicitation as noted below. You must submit a signed copy of this amendment with your offer. Failure to do so may subject your offer to be disqualified. Amendments to the solicitation are as follows:

1. What are the condenser pump recirculation rates?

• 3000 GPM per pump with operation if 2 pumps are running above 75 degrees

2. What are the estimated condenser side water volume (tower basin plus piping)?

• 2400 gallon per cell (4) + piping

3. What are the volumes of the closed loops (especially the main chill loop)?

• As of 6/18/2014, the chilled water loops are sized to accommodate 3000T.

4. Cleaning chemical for loops need more clarification. Do the loops currently need cleaning?

• Yes, they need cleaning. Reference Page 4 (i – vii) of solicitation under SOW for chemical loop clarification.

5. Hot and chill closed loops are mentioned for chemical treatment. However, there is mention of

'heating water loop' in section vi. Is this a separate loop and, if so, what is its use?

• Each building has its own heating system. The chilled water system is on a common system that is operated from the chiller plant.

6. Does the chemical feed equipment belong to the VA?

• Yes, chemical feed equipment does belong to the VA.

7. (Closed Loop) Can we get a breakdown of what and how many systems (hot, chilled, dual temp) and their volumes (estimated sizes are fine) are included in this bid?

• We are unable to locate the exact information being requested but the approximate volumes are 5,000 gallons.

8. (Closed Loop) Is there any uncontrolled water lost in the systems?

• Not that we are aware of, but the testing and inspections of the systems will let us know for future reference.

9. (Closed Loop) Do all loops have operational pot feeders?

• Yes

10. (Cooling Tower) Can you confirm minimum of monthly service for the systems is required?

• Yes. There is a minimum of monthly service required for the systems.

11. (Cooling Tower) No equipment is currently owned by the site, and all is needed equipment is to be provided by the Water treatment vendor, correct?

• All chemical distribution equipment is currently owned by the VA and is in use on the property at the VA in the Energy Center.

12. (Cooling Tower) Can we get water usage for the cooling tower?

• There is a meter on the makeup. But since the City of Waco does not credit evaporation rates, the system real has not been monitored.

13. (Cooling Tower) Is the water supply for the cooling tower strictly city makeup?

• It is supplied from the campus’s domestic water then treated through a separate chemical program we have set in place.

14. (Cooling Tower) Can we get recirculation rate or tonnages?

• 4-1000T cells, fed typically by 2-3000gpm drums.

15. (Cooling Tower) How frequently are legionella tests required?

• Legionella Test are checked monthly on site but only for domestic water to the buildings not cooling towers.

16. (Cooling Tower) Currently only oxidizing biocide is specified, is a secondary biocide required by spec?

• No, a secondary biocide is not required.

17. How much city water make up is there?

• We have used 10.7 million gallons of water the last 8 years.

18. What is the System Metallurgy?

• Chilled water side and Condenser water side.

19. Are there current Charge pots already in place for the 10 systems? Are there other pieces of chemical feed equipment?

• Yes, new chemicals pots have been installed throughout the campus. Other than the pots, which are for htg water only, there are no chemical feeds.

20. Is Legionella testing required?

• Legionella testing is not required.

21. There is a comment in the terms about the other contract company handling? Please elaborate as we don’t understand what this means.

• This contract is for chilled water and heated water. Sorry no other company handling part of this contract.

22. Bleach is listed as one chemical. Unusual for a closed cooling system. What is the intention of the use of bleach?

• Biocide for the Cooling Towers

23. The RFP is asking for:

Service Billing Line – is this referring to the testing?

Chemistry Billing Line – is this for chemical only?

• Service Billing Line – Yes this is referring to testing

• Chemistry Billing Line – Yes this is for chemical only

• This contract will be a full-service contract that is turnkey.

24. How many TONS is the tower at building 225?

• The cooling towers have 4 cells rated at 941 TONS (NUM).

25. Is there chemical feed equipment available or does the vendor need to supply?

• The chiller plant has chemical feed equipment for the chilled water loop system, but the heating water loops of the building side will need to be supplied by the vendor.

26. What is the volume of the closed loops in the 10 buildings? Do they close loops leak? Rate (gpd)?

• The volume of the close loops in the 10 buildings is not known. Other than occasional valve leak or pump leak, we believe the system is pretty sound and sealed tightly.

27. Are there chemical pot feeders for each of the closed loops to be treated?

• Yes, there are chemical pot feeders for each closed loop that needs to be treated.

28. What debris needs to be cleaned monthly out of the closed loop systems? Can debris be flushed to drains in the building?

• The debris currently being flushed is rust iron/copper, algae, bio, and scale. Currently debris is being flushed down into the sewer drains of the buildings.

29. What debris do you want to run tests on (e.g. iron, copper, scale, bio)?

• The VA wants to test for iron, scale and bio.

B. ALL OTHER TERMS AND CONDITIONS REMAIN UNCHANGED.
