Sources Sought Notice: 36C25719Q1278 08/05/2019
STATEMENT OF WORK
1. Title of Project: Leica Confocal Microscope Service.
2. Scope of Work: The Research Department located at the Central Texas Veterans Health Care System (CTVHCS), 1901 S. 1st Street, Temple, Texas has requested Relocation of Core Leica Confocal Microscope (SP5II WLL AOBS UV/405 system) from the Temple VA (Room 2R16, Building 205, 1901 South 1st street, Temple, TX) to VA Research located at Dell Medical Center (Room 3.222A, Health Discovery Building B, 1601 Trinity St, Austin, TX). Due to the complexity of this piece of equipment, there is also a need have a service contract that includes preventative maintenance, unlimited service visits, labor, parts (excluding lasers), unlimited access to expert applications and technology support, and Leica software updates. All travel costs shall be included.
3. Background: The Leica Confocal Microscope (SP5II WLL AOBS UV/405 system, Serial No. 5100001331) is a VA owned piece of core equipment at our research center that was purchased in 2011 using funds from a VA-ORD ShEEP grant. In 2018 we received another ShEEP grant that allowed us to upgrade the instrument to a super-resolution confocal microscope. The upgrade included replacement of the conventional photomultiplier (PMT) detection system with a super-sensitive low dark noise system equipped with a Leica HyD detector, gallium arsenide (GaAsP) photocathodes and notch filters. This upgrade also included Leica high-resolution imaging software and a new workstation to support the intensive computing power required for acquisition and rendering of images obtained by confocal super-resolution scanning. This piece of equipment has played an important role in the pre-clinical research conducted by our investigators. In the past 8 years, it has contributed to the publication of over 70 peer-reviewed manuscripts. Our research projects depend on the safe transport of the microscope to the new VA core space in Austin and a service contract to keep it functional.
4. TRANSPORT (RELOCATION) OF THE MICROSCOPE: All of the following criteria need to be met regarding transport of the microscope from Temple VA research space to VA research space at the Dell Health Discovery Building in Austin.
1) Field service technicians need to be trained and certified by Leica-Microsystems on this specific model and all related upgrades.
2) The vendor will provide all shipping materials (packing materials, crates, boxes, etc.) needed for shipment of the instrument.
3) The vendor takes full responsibility for the safe shipment of the instrument to the new research laboratory space (room 3.222A, Dell Health Discovery Building). This includes packing, shipping arrangements and covering any costs associated with breakage or loss of the equipment.
4) The unpacking and assembly of the instrument needs to be carried out by Leica-Microsystems trained technicians.
5) After reassembly, the instrument needs to be restored back to its previous functional state.
PERFORMANCE PERIOD FOR TRANSPORT: Within 30 days of contract award.
REPORTING PROCEDURES: The contractor will provide at least 48 hours’ notice prior to moving of the instrument. For disassembly, technicians must report to VA Building 205 on the Temple VA campus, sign-in and procure a visitor badge prior to proceeding to the work location. The technician must also return the visitor badge prior to leaving the facility. For reassembly of the microscope, technicians must report to the Austin Health Discovery Building B, sign-in and procure a visitor badge before proceeding to work location.
5. SERVICE COVERAGE DESCRIPTIONS: All of the following criteria need to be met regarding service for the instrument.
1) Field service technicians need to be trained and certified by Leica-Microsystems to carry out preventative maintenance, technology support and repairs on this specific model and all related upgrades.
2) Unlimited service visits by trained and qualified field service engineers.
3) Unlimited replacement service parts, components, or modules necessary for repairs (excluding lasers).
4) One annual on-site planned maintenance visit to ensure the system is performing to factory specifications,
5) Unlimited access to expert applications and technology support center (Monday -Friday, 8 am – 5 pm, EST),
6) Updates for Leica software installed on the instrument.
7) A 10% discount on non-contract related parts and services.
PERFORMANCE PERIOD FOR SERVICE: One base year with four one-year optional renewals beginning at contract award.
REPORTING PROCEDURES: For preventative maintenance and repairs field service technicians must report to the Austin Health Discovery Building B, sign-in and procure a visitor badge before proceeding to work location. The technician must also return visitor badge before leaving the facility. A copy of the service report will either be directly given or emailed to the research point of contact within two weeks after service.
