QUESTIONS & ANSWERS

1. There is no service clearance on the trailer around the chiller. Are handrails still going to be required?

Handrails are not required if there is no service walk way 18” or wider around the chiller.

1. Page 5/Item #18 specifies multiple outlets be provided along with transformers. Is there an ampacity requirement for each outlet and is each outlet a dedicated circuit?

20A dedicated circuit each outlet.

1. The specifications call out for a thermal dispersion flow device in one area (pg 5/Item #15) and a differential pressure flow device in another (pg 13/Item D). Which will be required?

Pg 5/item #15 comes with the pump package and pg 13/ Item D is part of the chiller. They are two (2) separate devices.

1. Can we get flow rate and head requirements for the new pump?

50 hp Pump sized at 1500gpm @ 100’ TDH, this is based on a York chiller.

1. Should voluntary alternate bids that deviate from the specifications be submitted along with a base bid or do they need to be submitted separately?

Alternate bids should be submitted as a standalone bid.

1. Will the chiller be moving from one building immediately to the next during the testing phase or will there be a delay?

All testing will be coordinated with COR and convenience of Government. It will be in weekend and cold weather.

7. Is site visit Mandatory? NO. Contractor must know the tie in locations and testing area. This is the turn key project and contractor responsibility to know all site condition and testing.

8. Can the solicitation be changed to SDVOSB category or to a tiered type, SDVOSB, Veteran Owned, etc. (Contracting Officer Respond)

9. Please clarify Line Item 25: How many times will the trailer need to be moved? Item 25 states Building 63, please confirm that this should read Building 163? Testing will be at Building 163 and 203. A. Deliver Trailer to a designated location before scheduled testing. B. Mover to scheduled testing site. C. After successfully testing the mobile unit, move back to designated location. D. Deliver Trailer to a designated location before scheduled testing. E. Mover to scheduled testing site. F. After successfully testing the mobile unit, move back to designated location. G. One more moving per COR request as needed

10. Please clarify the "side/back.." rail heights in Line Item 1. Are the side rails to be 4 ft high and back rails to be 2 ft high? Responded above.

11. Please clarify bypass requirement in Line Item 5? Bypass?

12. Please verify 6 in hose size in Line Item 19? ??????? Will the hoses be connected to new vales installed in Building 203 and 163 on the ground floor or are the connection points on higher floors? During the site visit, contractor should know floor location. Connection will be at pump and chiller location. Will the walls require coring to install hoses in the buildings? No wall coring required this time. Connection will be at chilled waster supply and return line.

13. Is the chiller to be connected to the Campus Wide BAS Controls System? If so who is the controls vendor for the facility? It will be stand alone system with VFDs (two for two stage units 250 ton each).

14. Please verify that the two buildings in the project are designated TEAGUE HOSPITAL BUILDING and TEAGUE TOWER? Building 163 and Building 203

15. When it comes time for the winning contractor to test the mobile chiller for one week at both Building 203 and Building 163 (a total of two weeks of testing), it will be necessary to connect the mobile chiller into the existing cooling water system at each of those locations. Testing of mobile chiller shall be at least one week continuous successfully tested and certify working and fully function at each testing location. If it is not fully function, it may take longer than one week testing.

During the site visit conducted on Thursday 25 July 2019, the Government expressed a preference that these connections be made into the main supply and return lines for each of those buildings (in other words, a common header for all future connections of the mobile chiller).

This would provide one location in each building for connecting the mobile chiller in the future in the event that an individual chiller became inoperative in either building.

Our mechanical design experts have determined that it is impossible to make the needed connections into the main supply and return lines in either building, without completely shutting down the building chillers, draining the system, making the needed connections, and recharging the system with water.

Further we believe that under best case conditions this work would take 16 to 24 hours to complete – and during those 16 to 24 hours no cooling would be provided by the shutdown chillers.

For testing purposes, we propose shutting down a single chiller in Building 203 and Building 163, making the needed connections for the mobile chiller at those two locations, and testing the mobile chiller at each location for a week.

Is this acceptable to the Government? Yes

16. Please provide the amp rating of the available breaker for connection to.

17. How far is each breaker from the chiller location? It is contractor

18. Will the electrical and chill water connections have to be made after hours or on weekend?

Chilled water will connection will be scheduled testing time and date (weekends)
