Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

1. Contracting Activity: Department of Veterans Affairs, VISN 17, Network Contracting Office in San
Antonio is purchasing on behalf of Dallas VA Medical Center, under request (2237) number 549-19- 2-205-0283.
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The equipment listed below, is required by the Nursing Department to put in the hospital for patient care.

The Dallas Medical Center intends to procure Centrella Smart+ Beds with Early Sense Technology and accessories, are requested to upgrade the existing Hill-Rom Navi Nurse Call System currently being used for continuous or intermittent patient use throughout the department. The beds are needed for the activation of the 6C400 14 bed Patient Wing expansion due to additional patient demands. The total estimated amount for the expansion is $ .
3. Unique characteristics that limit availability to only one brand, with the reason no other brands can be used: The Dallas VA Medical Center is currently using these models and these brands at the clinic. This is not a new requirement, this is a request to add to existing equipment to support the significant increase in patient care appointments. The Centrella Smart Bed with Early Sense
Technology meets all the capability requirements requested by the end users of the proposed products as trialed by the Acute Care Nursing staff. Additionally, the Centrella Smart Bed is compatible with the current Navi Care Nurse Call System presently in use throughout the facility.

Mattress Requirements:
• Mattress with Targeted Pressure Redistribution-Up to 21% less peak sacral pressure lowers chances of pressure ulcers and bed sores
• Focused micro-climate technology-removes up to 4x more heat and 7x more moisture
• Enhanced turn assist-more effective turn in 77% less time
• Targeted Pressure Redistribution-Up to 13% less peak sacral pressure
Navi Nurse-call integration: Real-time reportable dashboard for bed data (status board)
Source Considerations:
• Power source: Standard
• Voltage requirements: dual, single, 110V /60Hz
Biomedical Tech Considerations:
• Provides operator Manuals and Service Manuals and onsite clinical training on operation of the bed
• Provides troubleshooting for Biomed at no additional charge and offers specific OME certification with an additional charge
• Local service center is within 25 miles of facility

• One-year manufacturer's warranty provided
• 24/7 service and support
Additionally, patient Falls to VANTHCS was 5.7 million dollars and an additional 5.08 million dollars in Hospital Acquired Pressure Injuries (HAPI). Per the Institute of Healthcare Improvement, at least 30 percent of inpatient falls result in moderate to severe injuries. Of those, 6 to 44 percent involve head injuries, serious fractures, subdural hematomas and excessive bleeding. In 1% of falls with injury, or 11,000 times per year, the injuries resulted in death. The Centrella Smart Bed with Early Sense technology can mitigate this issue with its verbal safety alerts in different languages.
VANTHCS recognizes the importance of updating its Skin Care Policy in accordance with evidenced based recommendations by the Institute of HealthCare improvement and the Joint Commission.
If the VANTHCS were to purchase and implement an entirely new product, not only would it involve exponentially more costs to integrate - but there is no guarantee it could produce the same results and savings that the Centrella Smart Bed with Early Sense Technology is able to.
4. Description of market research conducted and results or statement why it was not conducted:
Market research was conducted, and it was determined that at least two or more SDVOSBs can provide the equipment needed for this requirement.
