FAR13.S Simplified Procedures for Certain Commercial Items: The authority for applying the
Simplified Procedures for Commercial Items of FAR 13.5 is 41 U.S.C. 1901 and is implemented by for restricting competition on this procurement via FAR 13.106-l(b)(2).
5. Demonstration that the Contractor's Unique Qualifications or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority):
These products manufactured by Vocera Communication Badges, is an upgrade and expansion of existing equipment that is currently being used throughout the Nursing Service. Period of
Performance shall be a base year, plus four (4) one year option periods.
In accordance with FAR 6.302-l{c), the Government want to upgrade and expand the existing equipment, utilizing the same brand that the nursing Station have been using for years. The
Government employees are very familiar with the existing equipment and there will be substantial duplication of cost to the government that is not expected to be recovered through competition for an alternation system. Only with the Vocera brand-name we can save on the cost of utilizing some of the equipment we currently have on hand and maintain a warranty on the existing equipment.
6. Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable:
The manufacturer of the Vocera Systems, Vocera Communications Incorporated, was contacted for a small business distribution list. There were two (2) Service-Disabled Veteran-Owned Small
Businesses (SDVOSBs) authorized distributors that are available to submit a bid for this requirement:
Government Marketing and Procurement, LLC and Alvarez, LLC.
7. Determination by the CO that the Anticipated Cost to the Government will be Fair and Reasonable:
The anticipated cost will be considered fair and reasonable, based on adequate price competition or the comparison of pricing with the Independent Government Estimate of $7,688,486.43 and awards made by other Government Agencies for the same or similar equipment.
8. Description of the Market Research Conducted and the Results, or a Statement of the Reasons
Market Research Was Not Conducted:
In pursuant to FAR Part 10, a keywords search for "license" and "Vocera" were conducted on VIP, and the search resulted in 1 matches from SDVOSB/VOSB, under NAICS codes 334118 and 334220. A search of FPDS utilizing the keywords search for "Vocera" and "licenese" were conducted and it was found that the exact items were available from at least two (2) SDVOSB. A keyword search for
"Vocera" were conducted on GSA Advantage, and the requested items were found on GSA
Advantage on schedule from an SDVOSB on FSS contract GS-35F-0858N. A search of SBA Dynamic
Small Business Search utilizing the key word search for "Vocera" was conducted on DSBS. The search resulted in O matches from SDVOSB/VOSB, under NAICS codes 334118 and 334220.
The manufacturer of the VOCERA Messaging System was contacted to see, if they have any small business distributors. The manufacturer provided in writing two (2) authorized SDVOSB, who can sell

U. Requirements Certification: I certify that the requ•irement outlined In this justification is a Bpna Fide Need of the Department of Veterans Affairs and that the supporting data under my cognizance, which are included in the justification, are accurate and complete to the best of my knowledge and belief.
13. Approvals in accordance with the VHAPM Part 806.3 OFOC SOP:
a. Contracting Officer or Designee's Certification (required): I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.'
