Statement of Work
DISTRIBUTED ANTENNA SYSTEM
INTRODUCTION
The Central Texas VA Health Care System requires design and installation of a Distributed Antenna System (DAS system) for its VA Medical Center located in Temple, TX. This is a new system that will be installed on and around our existing buildings and provide the VA with a long-term solution to our mobile network reception issues currently and in the future.

SCOPE OF WORK:
This requirement will provide complete mobile phone network coverage throughout buildings 204 and 163 and provide the VA with a means to communicate between key personnel. This system is being planned to handle multiple carriers at once and with the ability to expand as new technologies emerge.
The Offeror will propose a neutral host fiber DAS. The head end will be located in Building 204, 6G 20 Communications Room.
The Proposed solution must be a neutral host DAS capable of providing connections for multiple wireless carriers and technologies, and inclusion of the GPS donor antenna is preferred.
The DAS equipment in the proposal must support the following:
700MHz / 800MHz / 850MHz Cellular / 1900MHz PCS / 2100MHz / 2300 MHz / AWS technologies as used by Verizon, Sprint, T-Mobile and AT&T
Remote units and fiber housings must be wall mounted in the IDF rooms on fire rated wooden backboards. Power connection will be within a normal distance of less than 5 feet.
All carrier integration and required testing will be handled by each individual carrier that wishes to install their system into the DAS.
Passive Intermodulation (PIM) testing must be included in the quote, if PIM rated components will be provided.
Offeror must conform to normal hours of operations of 8:00am – 5:00pm, Monday thru Friday. Escort as required will be provided at no additional cost to the Offeror. Offeror must be available on weekends and afterhours as required to prevent disruption of patient care.
Offeror will be evaluated on past performance of at least 5 years of successfully planning and installing Neutral host systems DAS systems for the Major Cell Phone Carriers (Verizon, Sprint, AT & T and T-Mobile) and the ability to assist the VA in recruiting the Major Cell carriers to attach their headend equipment to the system.
In the case of an Offeror without a record of relevant past performance or for whom information on past performance is not available, the offeror may not be evaluated favorably or unfavorably on past performance.
The Offeror shall install all equipment in accordance with (IAW) all applicable local, state and federal laws and regulations, including, but not limited to, the rules and regulations of the Public Utility Commission of Texas and the Federal Communications Commission.
The Offeror shall be required to test the system for proper operation after installation and provide the test results to the Government. Proper operation shall be in accordance with common industry standards as applicable to the equipment. All testing shall be done with Government designees present during the test.
The Offeror shall provide a Service-Level Agreement (SLA) for technical support of the DAS and all associated equipment for not less than 1 year after the date of installation.
The Offeror must provide a warranty on all workmanship and equipment for all parts and materials provided for not less than 1 year after the date of installation.
The Offeror shall provide as-built drawings of the solution.
The Offeror shall document the equipment system configuration.
All items listed shall be provided to the Contracting Officer’s Representative (COR) upon completion of the install.
