This is a SOURCES SOUGHT NOTICE ONLY This SOURCE SOUGHT NOTICE is for the purpose of Market Research. Response to this notice will be used for information and planning purposes. No proposals or quotes are being requested or accepted with this notice. THIS IS NOT A SOLICITATION FOR PROPOSALS or QUOTES and NO CONTRACT SHALL BE AWARDED FROM THIS NOTICE. The Network Contracting Office (NCO) 16 is seeking preferably Service Disabled Veteran Owned Small Businesses or Small Businesses (but will accept other than small business for market research purposes), capable of providing Maintenance and Repair of the CCURE 9000 Access Control System for the G.V. (Sonny) Montgomery VA Medical Center located at 15000 Woodrow Wilson Avenue, Jackson, MS 39216.

CONTENTS

GENERAL SCOPE- Provide preventive maintenance services for Software House CCURE 9000 electronic access control system.

DESCRIPTION OF SERVICES/WORK STATEMENT

1. GENERAL REQUIREMENT:

The Contractor shall provide all labor, materials, supplies, parts, equipment, to perform access control system inspections for a period of five years at the Jackson VA Medical Center.

2. BACKGROUND:

The VA is requiring a service contract to conduct preventive maintenance services, electronic board replacement and software support agreements for the Software House CCURE 9000 and PIVCheck software platforms.

SPECIFICATIONS:

The Contractor shall provide the following:

1) Labor to conduct access control system testing.

a) Test and inspection of all access control components to include access control panels, readers, locks, lock power supplies, door position switches, request to exit devices, and fire alarm system interlocks.

2) Labor to conduct preventive maintenance per the manufacturers recommendations to include:

a) All access control panels, panel power supplies, readers, locks, lock power supplies, door position switches, and request to exit devices.

3) Software support for CCURE 9000 software.

4) Software support for PIVCheck software.

5) Equipment only- electronic access control system panel circuit boards.

6) Emergency phone and onsite response.

7) Provide written report of each inspection within 30 days of completion of inspection.

5. QUALITY ASSURANCE:

The Contractor must be certified and licensed to perform the necessary work.

6. SAFETY REQUIREMENTS:

The Contractor shall perform work in accordance with existing relevant, accredited standards and codes to minimize the possibility of injury to personnel, or damage to Government equipment. Every effort shall be made to safeguard human life and property.

7. INSURANCE REQUIREMENTS:

The parties agree that the Contractor’s personnel working on this purchase order shall not be considered VA employees for any purpose and shall be considered employees of the contractor. The Contractor shall be responsible for providing:

i. Workers Compensation.

ii. Professional liability insurance.

iii. Health examinations.

iv. Income tax withholding.

v. Social Security payments.

8. EDUCATION/TRAINING:

The contractor shall provide the following certification/documentation to the Contracting Officer Representative:

a. State of MS license and certifications.

9. CHANGES:

The awarded Contractor is advised that only the Contracting Officer, acting within the scope of the contract has the authority to make changes which affect the contract in terms of quality, quantity, price or delivery.

In the event the Contractor effects any such change at the direction of any person other than the Contracting Officer, the change shall be considered to have been made without authority and no adjustment shall be made in the purchase order price to cover any increases.

10. REPORTING:

For services to be performed during normal working hours, the contractor shall report upon arrival to the shall check in with the Electrical Supervisor or COR before performing any work and before proceeding to the job site. This check in is mandatory.

Weekly reports to be provided to the COR and all dailies due at completion of the project.

11. WARRANTY:

Contractor shall provide a one (1) year warranty all equipment/services covered in this contract.

12. CONFORMANCE STANDARDS:

Services shall be performed, and equipment shall function in conformance with all VA safety standards, manufacturer’s/industry standards, the latest published edition of NFPA-99, FDA, OSHA, JC, and other applicable national standards.

13. SMOKING POLICY:

Smoking is not permitted within or around the VA except in designated areas.

14. BADGES AND PARKING:

(a) All Contractor personnel are also required to wear Vendor ID Badges noting Contractor Name, Personal Name, and Photo of Contractor personnel.

(b) It is the responsibility of the Contractor’s personnel to park in the appropriate designated parking areas. Parking information is available from the individual VA Healthcare System Police Station. VA shall not validate or make reimbursement for parking violations of the Contractor's personnel under any circumstance.

15. HOURS/NATIONAL HOLIDAYS:

The contractor shall perform the services as specified herein Monday through Friday except for National Holidays (see below)

I. GENERAL SCOPE:

a. Conduct functional test and inspection of Software House CCURE 9000 access control system.

b. Perform preventive maintenance of the Software House CCURE 9000 access control system.

c. Provide written reports of inspections.

d. Provide software support.

e. Provide control boards to replace boards in the event of failure.

a. Period of performance starts from the date on the Notice to Proceed.
