Joseph L. Warren Contract Officer 36C25622Q0175 - Water Program Management - Little Rock Questions/Answers
1. What tests do you want done for the Research Veterinary Medical Unit that is located in Little Rock, AR. It lists the location but not the tests you want to run.
VMU needs to have a Bacteriological sample taken at least annual to ensure that there system is free of E.Coli. It would include, temperature, Free available chlorine, and pH at the time the sample was taken.
2. The following systems are proprietary systems provided by Phigenics, Inc. There is evidence that the Department of Veterans Affairs previously issued a Sources Sought Notice VA69D-17-N-0067 (see attached) whereby “The VA Great Lakes Acquisition Center (GLAC) intends to negotiate a sole source contract with Phigenics, LLC of Naperville, IL the water monitoring web-based system is proprietary to Phigenics” and “Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirements, specifically demonstrating access to Original Manufacturer Equipment (OEM) parts and training certificates denoting successful completion and certification to maintain the monitoring systems of the above referenced systems”
· 2 each WMS-1150 PWA Advanced Monitoring System Service for Little Rock (LR)
· 2 each WMS-1500 PWA Secondary Disinfection System Service for Little Rock
· 2 each WMS-1600 PWA Advanced Secondary Disinfection System Service for North Little Rock (NLR)
· 3 each WMS-1050 PWA Monitoring System Service for North Little Rock Is the VA Little Rock and North Little Rock expecting the selected vendor to be able to provide service and oversight to another company’s proprietary monitoring and secondary disinfection system if the proprietary OEM company (i.e. Phigenics) does not allow other vendors to be certified for service? Please provide more information regarding the expectations of oversight and service of another company’s proprietary equipment.
This equipment was not provided by Phigenics. The Government has purchased this equipment and Phigenics only maintains the monthly service of standard calibration chemicals (calibration chemicals pictured below). The awarding Vendor would be expected to continue this process until new equipment is in place.
