1. Who is the incumbent contractor?
The incumbent is DalyWorks LLC.
2. What was the previous award amount?
The overall total for the previously awarded contract was $52,615.00.
3. How many drivers are currently being used?
There are currently two drivers being used; one regular driver and one backup driver.
4. Will the VA be supplying the coolers for specimens?
Per the Performance Work Statement (PWS), Section 2. SERVICES PROVIDED, 2.5, the VA will be providing coolers for specimens.
5. What is the estimated volume/weight of supplies other than specimens expected for transportation?
The estimated volume/weight of supplies other than specimens is expected to be approximately 15 pounds.
6. Will there be a schedule in place for regular pick up and deliveries or all based on a STAT/as-needed basis?
Per the PWS, Section 1. PURPOSE/SCOPE, 1.1, services shall be services shall be provided, in accordance with terms and conditions of the contract, during normal hours of pickup and delivery, between 6:00AM to 6:00PM, with mission critical hours from 6:00PM to 6:00AM, 24/7, 365 days a week, not to exceed the specified delivery amounts.
This information is also provided in Request for Quote, Section B.4 PRICE/COST SCHEDULE. STAT information is line item 0015.
7. What was the cost of the final full option year of the previous contract?
The overall total for the previously awarded contract, base plus all options, was $52,615.00.
8. How many drivers/vehicles are currently used to service the current contract?
Please refer to response in question 3. above.
9. What are the vehicle sizes required?
Per the PWS, Section 2. SERVICES PROVIDED, 2.6., it is recommended that the contractor’s employees have a minivan or SUV to complete the courier services, but it is not mandatory.

10. Will dry ice be needed for specimen transport? Is it the responsibility of the contractor to provide dry ice?
Per PWS para 2.5., most specimens are transported in 9” x 5” specimen bags. Coolers measuring 28”x12”x10” may be used in some pickup and delivery request. Laboratory personnel will supply ice bags for specimens requiring climate control.
11. Can you please confirm if there will be any STAT runs required for this contract?
Per PWS para 2.2., the laboratory service may call for a mission critical/ emergency request pickup(s). This will only be in mission critical/emergency situations and should be billed as a separate line item on the monthly invoice. The mission critical/emergency deliveries will be made directly to or picked up from the laboratory at Building 3, Room 3B101. Emergency pickup and delivery is defined as 1.5 hours starting from GCVHCS staff call notification to pick up and delivery to final destination.
12. Regarding specific personnel and vehicles to perform and their documentation: It is common practice for small businesses that the drivers, cars and other equipment used for a contract are not sourced until after an award has been made, for cost effectiveness and to reduce loss. Will you be accepting this documentation after the award?
Per Quote Package Contents para (2), For the technical capability factor, the quote package should demonstrate the contractor’s approach in providing management, supervision, manpower, vehicles, and equipment for immediate transport and delivery of containers to designated destinations as per the Performance Work Statement. The quote should not simply restate the Performance Work Statement. Simply restating the Scope of Work will not be evaluated favorably.
13. About the Past Performance Questionnaires. We have had experiences before where some Cos never confirm if they submitted them or not. Would CPARs evaluation also count towards this Past performance experience?

14. Will this contract be SCA enforced? After reviewing the solicitation on FBO, it contains language and dollar values regarding the Service Contract Act. This solicitation stipulates $12.93 - $14.16 minimum wage for courier drivers, $4.18 minimum H&W, Sick Time/Vacation. Do you verify now that those are the minimum required rates to be performed on this contract upon award?
This RFQ does include 52.222-41, Service Contract Labor Standards (AUG 2018) (41 U.S.C. chapter 67). FAR 52.222-42 Statement of Equivalent Rates for Federal Hires is for information only, it is not a Wage Determination.

15. SBA Final Rule regarding FAR Clause 52.219-14 Limitations on Subcontracting, dated June 30, 2016, reclassifies Independent Contractor drivers as Subcontractors - 13 CFR 125.6 “Work performed by an independent contractor shall be considered a subcontract.” Please inform us how the VA would like us to proceed upon award regarding this rule change given that it will affect our offer regarding pricing and performance.
This RFQ does not include 52.219-14 but includes VA Acquisition Regulation (VAAR) clause 852.219-74, Limitations on Subcontracting-Monitoring and Compliance.
This RFQ also includes VAAR 852.219-10 clause provides as follows in subsection (c):
(c) Agreement. A service-disabled veteran-owned small business concern agrees that in the performance of the contract, the concern will comply with the limitation on subcontracting requirements in 13 C.F.R. § 125.6. Per 13 C.F.R 125.6. In the case of a contract for services (except construction), a SDVOSB will not pay more than 50% of the amount paid by the government to it to firms that are not similarly situated. Any work that a similarly situated subcontractor further subcontracts will count towards the 50% subcontract amount that cannot be exceeded.
