1. This Sources Sought/Market Survey Notice is being conducted by the Network Contracting Office (NCO) 16 at 2002 Holcombe Blvd. Bldg. 100, Houston, Texas 77030 to identify sources that are capable of providing a Navigation System Stealthstation at the Michael E. DeBakey VA Medical Center (MEDVAMC), 2002 Holcombe Blvd. Building #100; Houston, Texas 77030.

2. Contractor shall be an authorized Contractor, with trained technicians, and possess licenses and certifications, if required, for the installation and delivery of the Navigation System Stealthstation

3. Draft Specification Requirements.

3.1 Background:

A Navigation System Stealthstation is needed for ENT to replace the current one being used in the OR that is at its end of life. A trade in credit may be requested.

The Oto-HNS service provides a wide variety of rhinology services of varying complexity, including anterior skull base surgery for benign and malignant tumors. Intra-operative image guidance has become standard of care for complex revision endoscopic sinus surgery, surgery involving the frontal sinus and surgery of the anterior skull base. This conversion which is more than 10 years old is supported by literature which demonstrates lower rates of intra-operative complications when using image guidance. This comprises the justification for image guidance availability.

Image-based intra-operative navigation systems are routinely updated in order to provide better fidelity to patient anatomy and compatibility with associated instrumentation. At the present time, the existing navigation system requires an upgrade in order to maintain parity with changing industry standards and standard of care practice. This will provide not only a qualitative improvement in technology but will also address the technical problems which have developed with the current instrumentation over the last 3-4 years requiring frequent maintenance and repair.

3.3 Warranty and Support:

The warranty and support must cover all components of the requirement in accordance with standard manufacturer’s warranty

4. If this is a supply your business can provide, please respond to this Sources Sought Notice by 4:00PM CT on 28 June 2019.

5. The intent of this notice is to establish sources to define the procurement strategy (e.g set-aside, sole source, unrestricted) for a solicitation that VA intends to post soon. Interested contractors are requested to respond in accordance with the following:

5.1 Please respond to this notice if you can provide the exact brand name products listed in the table in the background section above. In the response please cite your business size status.

a. If you have an existing GSA or VA, Federal Supply Schedule contract, please include the contract details in your response.

b. DISTRIBUTORS: You must provide proof that you are an authorized distributor. VA does not accept grey market items.

5.2 Please respond to this notice if you can provide supplies that may be determined EQUIVALENT to the products listed in the table in the background section above. Please provide details on the proposed EQUIVALENT products such as Manufacturer Name, Part Number, and Description. Equivalent products are required to interoperate with existing neurosurgery instrumentation, if the Government determines that equivalent products are not compatible with existing neurosurgery instrumentation, Brand Name only products shall be required.

b. DISTRIBUTORS: You must provide proof that you are an authorized distributor. VA does not accept grey market items.

6 Please note that VA is particularly interested in determining the availability of Small Business Manufacturers. If your company is a small business manufacturer of potentially equivalent items, please respond to this notice.

7 Vendors are requested to submit estimated market research pricing with their responses. The estimated pricing will be considered when determining the procurement strategy for the future solicitation. (e.g. if CO determines that capable small businesses cannot provide fair and reasonable pricing, then the solicitation will not be set-aside).

8 Please note that if no responses to this notice are received from authorized distributors of the cited brand name or responses with equivalent products not found compatible with existing neurosurgery instrumentation, then this action will be sole sourced to the manufacturer.

10. Responses should include:

11. All businesses eligible to provide this service are encouraged to reply as this information may be used to determine potential set-asides for the above-noted requirement.
