Request for Quote: 36C25619Q0941
1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, in conjunction with FAR Part 13, Simplified
Acquisition Procedures as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
2. The Request for Quote number is 36C25619Q0941.
3. Solicitation document and incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 2019-02 (effective 05/06/2019).
4. This requirement is a total Service Disabled Veteran Owned Small Business (SDVOSB) set-aside. The
North American Industry Classification System number is 811310 with a size standard of $7,500,000.00.

6. Period of Performance:
The contractor shall provide the requested services within 60 days from the effective date of award.
7. The provision at FAR 52.212-1, Addendum to Instructions to Offerors-Commercial, applies to this acquisition.
8. The provision at FAR 52.212-2, Addendum Evaluation-Commercial Items applies to this acquisition.
See FAR 52.212-2 Addendum for additional information. Please review the section entitled Teaming
Agreements for additional information on required information for Contractor Team
Arrangements and Joint Ventures.
9. Questions regarding this solicitation shall be submitted via email to Contract Specialist, Orlando
Whitaker at Orlando.whitaker@va.gov no later than 10:00AM ET on June 20, 2019.
10. COMPLETING A QUOTE FOR SUBMITTAL
a. The Offeror shall provide the name, title, address, email address and telephone number of the company/division point of contact regarding business decisions made with respect to the quote and who can contractually obligate the company. The Offeror shall identify those individuals authorized to negotiate with the Government.
b. The Offerors shall submit a price for all FFP Contract Line Item Number (CLIN) of the solicitation.
Offerors are required to review and accept all terms.
c. Pricing for each CLIN must be submitted in the proper format. The proper format consists of
QUANTITY *UNIT PRICE = AMOUNT/NET AMOUNT. In the event there is a discrepancy in the calculation, the UNIT PRICE will be held to the intended price multiplied by the QUANTITY. If the offeror shows only the AMOUNT/NET AMOUNT, but fails to enter a UNIT PRICE, the
AMOUNT/NET AMOUNT divided by the QUANTITY will be held to be the intended price.
d. You must submit a technical approach with your quote to be considered for award. Your technical quote shall address whether you are subcontracting this effort or performing as the prime, your approach to how will you accomplish these services and equipment available for these services. The technical approach shall also include your technical capability, staff qualifications, and manpower. Failure to provide this information may render your quote unacceptable.
The prime contractor must have five years of experience in repairing large chillers and controllers used for chillers and shall provide a current, valid State of Texas License to perform Heating Ventilation and
Air Conditioning repairs with their quote. The license or certificate shall be provided before the close of the solicitation. The contractor shall provide repair experience of two (2) projects same or similar in size and scope, done at fully operational medical facilities to demonstrate at least five (5) years of experience in repairing large chillers and controllers used for chillers with their quote. The contractor shall provide resumes of personnel with their quote with a minimum of three (3) years of experience in working on the
York types of chillers described in this PWS. The State of Texas License to perform Heating Ventilation and Air Conditioning repairs, the two past projects, and resumes are due with your quote at the solicitation due date.
Subcontracting Limitations: In accordance with VAAR 852.219-74, this requirement is subject to the limitation on subcontracting requirements in 13 CFR 125.6. This requirement is for services. The service disabled veteran owned contractor shall not pay more than 50% of the amount paid by the Government to its subcontractors that are not service disabled veteran owned contractors. Any work that a service disabled veteran owned subcontractor further subcontracts will count towards the 50% subcontract amount that cannot be exceeded.
Please review the section entitled Teaming Agreements for additional information contractors shall provide if they are submitting a quote for Contractor Team Arrangements or Joint Ventures.
e. Please submit a total price for your quote.
11. All services shall be performed in accordance with the Performance Work Statement (PWS).
12. Offeror must submit both a Technical approach and Price information. See FAR Clause 52.212-2
Addendum for basis for award. Please review the section entitled Teaming Agreements for additional information contractors shall provide if they are submitting a quote for Contractor Team
Arrangements or Joint Ventures.
13. All offers shall remain valid for 120 calendar days.
