Justification for Single Source Awards IAW FAR 13.106-1

For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: 36C256-18-AP-3495

1. Contracting Activity: Department of Veterans Affairs, VISN 16, CENTRAL ARKANSAS

VAHCS Medical Center. 2237# 598-19-1-169-0003

2. Brief Description of Supplies/ Services required and the intended use/Estimated

Amount: Accreditation Annual Fee Pharmacy Residency Program.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

The American Society of Health System Pharmacists (ASHP) Regulations on Accreditation of Pharmacy Residencies states that the program for accreditation of postgraduate residency programs is established by authority of the Board of Directors of ASHP and is implemented by the Commission on Credentialing. The ASHP Accreditation committee shall conduct initial accreditation procedures, site surveys, preliminary accreditation, survey reports and follow-up, continuing accreditation, and quality improvement.

ASHP has been the sole accrediting body for pharmacy residency programs for over 40 years and has accredited pharmacy technician training programs for over 20 years. ASHP partners with the American Pharmacists Association to accrediting community pharmacy residencies and the Association of Managed Care Pharmacy to accredit managed care residencies.

ASHP also recently signed a Memorandum of Understanding with the American College of

Clinical Pharmacy that outlines the groups’ joint commitment to fostering the growth of accredited pharmacy residency training programs. The agreement commits the two organizations to activities that will promote accredited pharmacy residency training, with a particular goal toward increasing the number of accredited residency positions and applicants to those programs.

The ASHP accreditation current fee is $7,000 for 2019. This fee covers, support from ASHP for improving residency training, and the use of the electronic resident evaluation system.

Services Division.

4. Description of market research conducted and results or statement why it was not conducted: Contracting Officer Posted via Federal Business Opportunity (FBO)

Contracting Officer requested, any response to the notice must show clear and convincing evidence that competition would be advantageous to https://www.acquisition.gov/?q=/browse/far/13 the Government. Information received will be considered solely for determining whether or not to conduct a competitive procurement. No responses received.

Contracting Officer conducted additional Market Research in search of SDVOSB by sending out via email the Intent to Sole Source, seeking if SDVOSB/VOSB can meet the government requirement. Zero SDVOSB/VOSB or and Small business socio economics submitted an interest in the requirement. American Society of Health-system Pharmacists vendor possess the capability to meet the government requirement. Contracting Officer requested, any response to the notice 36C25619Q0015 must show clear and convincing evidence that competition would be advantageous to the Government. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. No responses received.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-
