DEPARTMENT OF VETERANS AFFAIRS
Justification for Brand Name Awards IAW FAR 13.106-1(b)(1) For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: 36C256-18-AP-0944
1. Contracting Activity: Department of Veterans Affairs, Network 16 Contracting Activity, Biloxi Medical Center. Justification for Other Than Full and Open Competition for #2237 520-18-3-031-0149.
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: This requirement is for one (1) California Optos 200DTx ultra-widefield retinal imaging equipment and one (1) Dicom Modality Worklist.
The total quote includes Equipment, Warranty, Shipping and Handling, Installation and On- Site Training for under $150K. The performance period is 30 days After Receipt of Order
(ARO).
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
The California Optos 200DTx provides complete visualization of the retina and choroid, which current scientific evidence detects earlier diagnosis, effective and specific treatment and better visual outcomes for patients with retina disease and diabetic retinopathy. The California Optos 200DTx equipment is developed to optimize imaging modalities and image viewing options capturing up to 82% of the retina in a single image. The Eye Care Providers are able to see 50% more of the retina when compared to other conventional imaging devices.
The GCVHCS’ Ophthalmology Department has providers familiar with the Optomap California and no other unit is available in the Eye Clinic Staff’s opinion will provide what we need as stated above. For efficiency and continuity of research and for continuity of patient care, it is critical that our ophthalmologists and Optometrists utilize highly specialized equipment with the shortest learning curve. There are other units similar on the market but the Eye Clinic staff has done market research and this unit best fits the needs of the GCVHCS. This will allow quick accurate fundus photos through undilated pupils which is important for the large population of diabetic patients, glaucoma patients, macular degeneration patients, hypertensive patients and all other retinal diseases presenting to our Eye Clinics daily at GCVHCS. The ability to obtain these images without dilating the patient saves time and allows for caring for more veterans efficiently.
Optomap California is a system which our eye staff has had experience with and feels most comfortable in adjusting to due to the familiarity with this product by the Gulf Coast Veterans https://www.acquisition.gov/?q=/browse/far/13

Health Care System (GCVHCS). As stated above the system will allow quick accurate fundus photos through undilated pupils which is important for the large population of diabetic patients, glaucoma patients, macular degeneration patients, hypertensive patients and all other retinal diseases presenting to our Eye Clinics daily at GCVHCS. The Optomap California is well suited to treating the conditions and needs of our veteran patients. A firm-fixed price commodities contract is contemplated.
The GCVHCS Ophthalmology Department requirements include:
To meet the minimum requirements of the GCVHCS we need the following specifications/characteristics:
• Stereo disc imaging that allows to quickly make an assessment of the optic nerve to diagnose and follow the progression of glaucoma, take images of the retina and any pathology through undilated pupils
• instrumentation that combines a series of images into a single image showing up to 220° of the retina in less than ½ sec presented in a consistent geometry that accurately represents the anatomical features of the retina
• automated image registration that allows comparisons of images from visit to visit
• technology that can gives high resolution images of the retina and optic nerve through most cataracts and small pupils (2 mm)
• a camera that provides clinical data from the retinal surface through the choroid
• a green laser auto fluorescence that shows macula and optic nerve head detail
• an image overlay tool that facilitates comparison of images in different image modes from visit to visit
• have DICOM capability.
4. Description of market research conducted and results or statement why it was not conducted:
This requirement was posted on the Federal Business Opportunities website in a Sources Sought Notice and three small businesses to include one VOSB responded that all included the authorized distributor letters required by notice. Therefore, this will be set-aside for small and for competition. We will correspond with any other companies that express an interest in this requirement.
