PERFORMANCE WORK STATEMENT

Southeast Louisiana Veterans Healthcare System New Orleans, Louisiana 70119

Motion Intrusion Alarm System May 23, 2018

1. Background:

a. The services for a security key switch (MKA), installation of motion sensor to P2000 system/situator program, I320 Input/output board, (2) piezo sounder, alert notification strobe, fully integrated with NICE Situator PSIM for the motion alarms for the Southeast Louisiana Veterans Healthcare System (SLVCHS) VA Police Department. The contractor shall furnish and maintain all items and equipment necessary to perform work required by this contract. Government will provide computers that will be used at the dispatch center to run the motion alarm notification system.

The SLVHCS is looking to install equipment with a local audio alarm, motion sensor hooks up and a remote key operated activation/deactivation switch in the below locations:

Location of motion alarm system:

a. Canteen Retail store 1E122

b. Canteen Storage area 4G304 and 1E109

c. Canteen office 1F122

d. Agent Cashier 2H114

e. Pharmacy drug storage room 4N108

f. Pharmacy operation area 4D121, 2J307 B and N

g. Consolidated Mail Out Pharmacies (CMOP) 1F152

h. Warehouse storage 1N120 and 1N114

i. Central linen issue 4N101

j. New linen issue 4N101A

k. Medical media equipment room 2Q110

l. Animal research facility 3P138A, 3P142A, 3P148A, 3P152A, 3P162A and 3P168A.

2. Scope:

The scope of work is for a local audio alarm, motion sensor hooks up with the P2000/situator and a remote key operated activation/deactivation switch. A local audio alarm level of 80db Min to 90 dB Max within the configuration of the protected area, the located alarm will be in each of the designated rooms. The remote key switch will be installed outside of the room and adjacent to the room entrance door frame next to the PIV access card reader level and 3 inches to the right if possible. If other location is more feasible for access to the key switch, it must be approved by the Contracting Officer Representative (COR) prior to install. The Police office or other monitoring location (Communication Center) will have the ability to activate and deactivate the system. With these alarm systems, they will be integrated into the NICE, Situator, and PSIM in the Communication Centers of the Police office on the 1st and 4th floor. This system will also have the ability to be automatically reset following an intrusion detection by the Communication Center. There will be a visual notification within the situator and P2000 system within the communication center.

Programing system and integrate it with Situator, PSIM and P2000.

a. Designated individuals will deactivate motion sensors in each room using the designated key switch that area.

b. Designated individuals will leave room and reactivates motion sensor with key switch.

c. If alarm activates, it will activate a local audible notification and give a visual notification in the Operations Command Center rooms (1G111P and 4A208) via the P2000 computer screen and situator program.

d. Operations Command Center must acknowledge and disarm alarms from Situator PSIM P2000.

· Furnish and install S300-DIN-L-PS power supply

· Furnish and install SEC-ENC2024WD 20x24 security enclosure

· Furnish and install battery for additional input output board

· Furnish and install S300-DIN-I32O16 input/output

· Furnish and install Securitron MKA key Switch

· Furnish and install piezo sounders

· Furnish labor to programing system and integrate it with Situator PSIM.

3. Specific Tasks:

a. Workstation Operation: It is required that the software function allows a user to disarm the motion alarm via the P2000 system/situator program.

b. Alarm Testing: It is required that the system have the ability to be test monthly.

c. Training: It is required that training be provided for all users, programmers/managers, and technical staff.

4. Performance Expectations:

Upon completion of this project, it is expected that:

a. VA Police telecommunication officers will have the ability to deactivate motion sensors in the 1st and 4th floor communication centers via P2000/situator program and designated persons will have the ability to deactivate the motion alarm via a key switch at each location noted above.

b. VA police officers and designated key holders for each department when leaving any room will reactivate motion sensor with Key switch and telecommunication officer will reactivate the P2000/situator program.

c. If alarm activates it will activate both a visual and audible notification in the Operations Command Center via the P2000 and situator program. The Operations Command Center must acknowledge and disarm alarm from Situator PSIM and the key switch will need to be reactivated at each location. All motion alarm system will be linked to the current alert and sounder located in both communication centers.

5. Period of Performance: July 31, 2018 through August 31, 2018

6. Performance Requirements:

A post award conference will be held at a time and place designated by the Contracting Officer Representative (COR). The post award conference will be attended by the Contractor, the Contractor’s supervisor, the COR, and other officials designated by the Contracting Officer (CO). The conference agenda will include as a minimum:

a. Performance requirements

b. Uniform and accessory requirements

c. Government furnished property and services

d. Certification of personnel qualifications

e. Contractor furnished property and services

f. Quality Assurance

7. Personnel Security Requirements:

All contractor employees who require access to perform services for the SLVHCS shall be the subject of favorably adjudicated Special Agreement Check (SAC)-10 fingerprint check and/or National Agency Check with Written Inquiries (NACI) based on the number of aggregate or consecutive days of required access per year.

1. Contractor Responsibilities:

a. The contractor shall prescreen all personnel requiring access to the Medical Center.

b. After contract award and prior to contract performance, the contractor shall submit a letter to the Contracting Officer and Chief of Police providing the following information:

1) List of names of contractor personnel.

2) Social Security Numbers of contractor personnel.

3) Dates of birth of contractor personnel.

4) Current home addresses of contractor personnel.

c. Contractor is responsible to update lists as changes in personnel occur.

d. The contractor, when notified of an unfavorable determination by the Government, shall withdraw the employee from consideration to work under the contract.

e. Failure to comply with the contractor personnel security requirements may result in termination of the contract for default.

f. MAINTENANCE INSPECTION AND SERVICE.

The Contractor shall perform Preventative Maintenance Inspection and Service (PMIS) work on all equipment systems covered under this contract. Work shall consist of maintaining these systems in a safe, reliable, and satisfactory operating condition. The contractor shall provide all necessary services, parts and materials, and complete all repair requirements identified during the performance of a PMIS as part of PMIs. Excessive or repeated system breakdowns or deficiencies may be considered by the Government as an indication of unsatisfactory performance of PMIs by the contractor. These inspection and services will last for one year and will be on a two month schedule inspection for a total of six maintenance inspections for the first year.

g. The vendor will qualify any other vendor that they are using to fulfill the contract. The vendor will have the skills, qualifications, certifications and knowledge of the P2000, NICE situator and PISM systems so that preventive maintenance and repairs can be made safely and properly.

2. Government Responsibilities:

After receiving and reviewing the contractor’s list of employees, the VA Police Service will schedule the contractor employees for appropriate PIV processing.
