Emergency Chiller Questions

1. Please clarify bid receipt and opening date.

M. Bid Opening will be held on February 20, 2018 at 2:00PM Location: 2200 Fort Roots Drive, North.

Para 13 states receipt and opening of bids on 2/14/18, however, there is no time specified.

Please clarify when bids are due and will be opened. Is this a public bid opening? Clarification has been posted to FBO

2. Clarify completion of project.

Solicitation states completion will be 150 after NTP however Statement of Work para. 3.01 states:

I. Work to be performed during Feb-June

j. POP not to exceed 150 days, including equipment of supplies arrival.

3: The scope of work does not contain the piping, insulation and electrical materials. Please confirm we are to match the existing materials. Match existing

4: What type of fencing is required for the lay down area? Is 6’ chain link fencing required? Temporary Construction Fencing

5: During the site visit the 20 year refrigerant availability requirement was discussed, and such was to be removed from the scope. Removed 20 year refrigerant availability

6: During the site visit it was discussed that there is to be a T&B for vibration. Please define scope. Tab is for flow numbers and vibration shall not exceed pump manufacture standards.

7: The chiller used for the basis of design will not fit in to the building opening without modification to the structure, which requires modification of the formed in place structural concrete to accomplish. Would a knockdown chiller be acceptable as the scope of work requires the chiller to be pre-charged which is not able to be accomplished if installed as a knockdown chiller? Alternatively, will modifications to the structure be permitted, and will such require structural engineering included in the scope. Knockdown chiller acceptable

8: An arc-flash study and electrical coordination study is not defined in the scope of work. Are these necessarily included or excluded? If included, will the VA provide the Utility Fault Current? ARC Flash study required on all electrical work. The VA will provide the SKM File to update.

9: 2.03 (1) of the scope of work states, “Three New Chilled water pumps to replace existing Chilled Water pumps P5, P6, P7 sized for GPM of new unit.” To verify, each chilled water pump must be sized for the new chiller unit? If correct, this increases New Chilled Water Pumps must match GPM of New Chillers 10: Who is the controls contractor if proprietary? Powers of Arkansas is the Seimens Represenative for the state of Arkansas.

11. What is the plan for the temporary chiller sitting outside the mechanical room? The temp chilled water lines and electrical wires are routed through the door of the Trane unit that will be removed. The temporary chiller is scheduled to be removed before replacement of chiller #2 begins.

12: Can you please provide the specs on the pumps. No sized of the existing were provided.

Data plate information was easily obtainable during the pre-bid walk through of the space that was conducted on 2-1-18.

13: The specification is restricting the chiller manufacturer to Smardt with the requirement of three magnetic bearing compressors. No other vendor can meet this requirement. We believe this is unduly restrictive and not full and open solicitation per the quote below; “Chiller shall have at least (3) compressors oil-free, magnetic bearing, centrifugal compressors (no exceptions) to provide for redundancy and capacity turndown flexibility.”

Compressor Redundancy is a requirement to provide partial chilled water supply to the Medical Facility in the event of Compressor failure and Maintenance and repairs. This type of Equipment is available to any Qualified Contractor and is not restricted to only a few.

14: Please provide the following specifications as there were not in the scope of work documents, piping, electrical, VFDs, DDC controls, and Insulation.

A, Piping must be able to flow the required GPM to match the equipment installed. B, Electrical Shall meet all NEC Codes. C, VFDs Shall be networkable to the BAS System. D, DDC controls are Seimens Apogee. E, Insulation must match existing.

15: Section 2.01 of the chiller specification requires that the chiller consist of (3) compressors to provide for redundancy and capacity turndown flexibility. However, turndown performance and redundancy requirements are not detailed. The requirement of (3) compressors will result in sole-sourcing a specific chiller manufacturer, and will prohibit other manufacturers with equal performance, turndown and redundancy capabilities from having the opportunity to bid. Is this the intent, or will a dual compressor chiller be acceptable provided that the chiller has:

A. The ability for one compressor to run in the event that the other compressor fails B. Can unload to 15% of rated tons with both AHRI relief and constant entering condenser water at design temperature (85 F).

This was partially addressed in Answer #13, A two Compressor Machine has the potential of losing half of the capacity in the event of a Compressor failure which would require the installation of a Temporary Chiller at a cost of Approximately $1000.00 per day. This has been experienced recently with Chiller #1 Currently in use. A Chiller with three or more Compressors experiencing a compressor failure would continue to have a larger available capacity thus eliminating the need for the Temporary Chiller at a substantial savings to the Government.
