1. Contracting Activity:

2. Nature and/or Description of the Action Being Processed: This procurement is a Brand Name Sole Source justification for Rauland-Borg Responder 5 Nurse call system in accordance with FAR 13.5 Simplified Procedures for Certain Commercial Items and specifically FAR 13.501 Special Documentation Requirements, where acquisitions conducted under Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6, but still require a justification using the format of FAR 6.303-2. The Rauland -Borg Responder 5 is a nurse call system with associated staff management applications, ensuring calls for assistance from patient rooms are immediately routed to the proper staff for response. This technology allows calls coming from a patient to be relayed directly to healthcare staff through the Rauland alert devices and integrated wireless communication devices. Kansas City VAMC has utilized this Rauland-Borg Responder 5 Nurse call system since 2017. Kansas City VAMC is requesting a Firm-Fixed-Price, 12-month, Base Period and four, 12-month, Option Periods contract to provide maintenance and support for this highly specialized proprietary equipment.

3. : The software services that are required, and will be provided, are software licensing and maintenance, software upgrades, service packs and bug fixes, and enhanced upgrade support. This equipment maintenance service will provide equipment coverage, annual testing and inspection, and online portal for system reports. The technical support service will provide remote technical support, labor, and systems health monitoring. Account management service will provide the management of administrative and database services.

4. Statutory Authority Permitting Restricted Competition:

FAR 13.5 Simplified Procedures for Certain Commercial Items. The statutory authority for applying the Simplified Procedures for Commercial Items of FAR 13.5 is 41 U.S.C. § 1901 and is implemented
