Statement of Work
12-Month Sport Events Television Ads
Title of project: VA Eastern Kansas Sport Event Television Ad Campaign
Authority for the project. The Public Affairs Director of VA Eastern Kansas Health Care System develops and authorizes communications in support of reaching veterans with VA health care across the catchment area. The Public Affairs Fund Control Point has sufficient funding to perpetuate this contract.
Background and Purpose. VAEKHCS is requesting purchase of marketing commercial advertisements to communicate across the catchment area for the Eastern Kansas district via vendor’s sports’ network. The ad campaign will cover all the VA clinic market areas targeted to potentially increase the number of veterans enrolling in VA health care and/or participating in VA health care in Eastern Kansas and Northwest Missouri.
The advertisements are :15 seconds each and will be played several times each month for a 12 month period. These ads will market to veterans that they may be eligible for VA health care. Within the wider audience of viewers will be those veterans who fall under the new eligibility guidelines of the PACT Act, which Congress passed in August 2022.
VA Eastern Kansas Health Care catchment area covers 37 counties, 20,000 square miles. We have 2 medical centers, and 8 outpatient clinics, as identified in the map below.
Coverage. Vendor will be able to provide television advertisement coverage for the counties we serve where there are veteran households.
Their television stations are located such that their DESIGNATED MARKET AREA (DMA) coverage will be able to reach viewers/veterans in many counties VAEKHCS serves.
Designated Market Area (DMA) for the ad campaign has a population of approximately 406,632 and 173,370 television households, as reported by Nielsen Media.
The Topeka DMA is comprised of 17 counties with four large population centers including Topeka, Manhattan, Emporia, and Junction City.
There is a large rural footprint in the market where agriculture and farming play a big role in the region’s economic landscape.
Cable/ADS penetration in the market is estimated to be 84% (50% wired and 34% ADS.) Northeast Kansas is home to the State Capital (Topeka), Big Red
One (1st US Infantry Division/Fort Riley), and the National Bio and Agro-defense Facility (NBAF in Manhattan).
State government, education, health care and manufacturing drives the economic engine for the region.
Scope and Methodology. VAEKHCS has data showing there are more than 41,000 veterans in our catchment area that are eligible for VA health care but are not enrolled in health care at this time. Television is a medium that is universally used by all sectors of the population in Kansas. In addition, sporting events are widely watched, and teams supported by individuals as well as such events having entertainment value. The use of ads during sporting events to reach veterans eligible for VA healthcare makes marketing and costing sense. Kansans of all ages, genders, locations, education are not factors in this campaign as sporting events are watched by all sectors.
These ads will reach 406,632 viewers. Kansas’ veteran population in the EKHCS catchment area is 10.1% of the total population. That means that at least 41,006 veterans may see the ads over the campaign period. Viewers may be veterans themselves and families or friends who may urge the veteran to apply for VA health care or rea-apply per the PACT Act. Viewers will reside in all zip codes within the network area covered by the vendor, which also covers much of the VA EKHCS catchment area.
Tasks and Associated Deliverables. The Vendor will develop short television ads using agency information, approved public photos and language. These ads will be :15 seconds to air during sporting events as outlined here.
The ads will be aired approximately 20 times each month, over a 12-month period.
Viewers estimated to be reached during the campaign are 406,000 viewers, of which 41,006 are veterans. Due to multiple airings of the ad, it is assumed that many veterans will view the ads more than one time.
Ads will run year-round, with each ad visible in at least 237 actual sporting events.
Events include the following: NFL games (Pre/Regular/Post season, including three Chiefs games, Nascar/NHRA races, Major League Baseball regular and post season games, Major League Baseball World Series game (1), college football games, college basketball games, Major League Soccer games, professional boxing events, fishing, horseracing, Professional Bowling, Football Spring League Games, dog shows.
VA EKHCS will receive a minimum of 237 sport event ads to market VA health care and new eligibility under the PACT Act.
Vendor shall furnish all necessary labor, supplies, and equipment to provide :15 second television advertisements for VA Eastern Kansas Healthcare System Enrollment Campaign 2023-4. The advertisement campaign will be in accordance with specification and requirements herein for a 12-month period from award date.
Requirements.
Advertisement Deliverables:
The vendor shall provide a brand name or equal to level of service with the following specifications and requirements that are equal to or similar:
Up to 15 second television advertisement
Set to not skip 12-month campaign length
Specifications: The vendor must have their advertisement campaign measured by number of sporting events and number of times the ad plays and replays during those events. All services provided are at brand name or equal to level.
The following advertisements will be developed and aired on network during every sporting event over the course of the contract year.
