The Department of Veterans Affairs, VISN 15 Contracting Office intends to award a sole source contract under the authority of 41 U.S.C 1901 – FAR Part 13.106-1 (b) (2); Soliciting from a Single Source because they are unique services available from only one source – LEICA MICROSYSTEMS INC., 1700 LEIDER LN., BUFFALO GROVE, Il 60089. Leica Microsystems Inc. will provide preventive maintenance and service for the Leica TCS SPE-II Confocal Microscope.
The place of performance is for the Department of Veterans Affairs St. Louis VAMC located at the Washington University School of Medicine Campus in the Clinical Sciences Research Building, Mouse Facility, Room 638, Saint Louis, MO. The NAICS code for these items is 811219 (Other Electronic and Precision Equipment Repair and Maintenance). This action will result in a Firm-Fixed Price one-year contract with four (4) one-year option renewals.
This notice of intent is not a request for quotations; interested parties may express their interest by providing a capabilities statement NLT August 9, 2021 at 16:30 PM CST. The capabilities statement must provide clear and unambiguous evidence to substantiate the capability of the party to provide the required services. A determination not to compete this proposed contract upon responses to this notice is solely within the discretion of the Government. Verbal responses are not acceptable and will not be considered.
POTENTIAL SOURCES SHALL PROVIDE THE FOLLOWING INFORMATION IN THE RESPONSE:
1) Company name, address, phone number, primary contact(s), e-mail address, NAICS code(s), business size (i.e. small/large), and DUNS Number.
2) Statement of Capability that demonstrates ability of providing the item in accordance with the attached Statement of Requirement (SOR) and past performance in providing this type of service.
3) All documentation from Leica Microsystems Inc. certifying ability to service/maintain equipment.
Include examples of prior completed Government contracts, references, and other related information.
This notice is to assist the NCO 15 in determining SOURCES ONLY. This announcement is not a request for proposals or quotations. The Government is not committed to award a contract pursuant to this announcement. The Government will not pay for any costs incurred in the preparation or submission of information in response to this announcement.
When responding to this announcement, respondents should refer to Announcement 36C25521Q0560 Notice of Intent. If after August 9, 2021, if no viable responses have been received in response to this announcement, Department of Veterans Affairs shall negotiate solely with Leica Microsystems Inc.
This notice of intent to award a sole source contract is not a request for competitive quotes.
There will be no solicitation available for competitive quotes. Phone calls will not be accepted.

B.2 STATEMENT OF WORK
Service Agreement Leica TCS SPE-II Leica
Premium Care Service Contract for Leica TCS SPE-II Confocal Microscope.
1. REQUIREMENT:
The contractor shall provide Premium Care service on a Leica TCS SPE-II Confocal Microscope, equipment number 11703827, serial number 521000613.
2. BACKGROUND:
This service agreement is for a base year plus four (4) one (1) year option renewal service contract for the Leica TCS SPE-II microscope.
3. PERIOD OF PERFORMANCE: September 05, 2021 through September 04, 2022.
4. PLACE OF PERFORMANCE:
The place of performance is the Washington University School of Medicine Campus in the Clinical Sciences Research Building, Mouse Facility, Room 638, Saint Louis, MO.
5. PERFORMANCE REQUIREMENTS:
Contractor will provide Premium Care service for the Leica TCS SPE-II Microscope. The service will include: (1) unlimited service visits by Leica Microsystems trained qualified field service engineer, (2) unlimited replacement service parts, components or modules necessary for repairs (excludes consumable, 3rd party parts), (3) one annual on-site planned maintenance visit, to ensure the system is performing to factory specifications (4) unlimited access to expert applications and technical support center Monday through Friday, 8am – 5pm, (5) Biosafety Level 2 maintenance included, and (6) software updates.
