Question 2: Reference the solicitation, page 11 of 125, paragraph 2.a. and page 15 of 125, paragraph 4.d.: The first reference states, in part, “Appendix 1- Price Breakdown Calculation of Self Performed and Subcontracted work for each bid item shall be included in volume 1.” The second reference states, in part, “Your proposal will be rejected if there is not an Appendix 1 for bid item in the proposal package submitted.” The first reference (and the actual Appendix) says we have to do one Appendix 1 for each of the 15 bid items. Reference two says we are to submit “an” Appendix 1 with our proposal. As the solicitation intends to issue one contract for Bid Item 1, we believe it should be sufficient to provide a self-performance calculation for the intended award. Further, it is a huge effort to recalculate the self-performed numbers for each of the 15 bid items at the end of the proposal preparation phase. In order to provide all 15 copies of Appendix 1, we would have to cut off bidding much earlier than normal in order to calculate the values for Appendix

1. This will undoubtedly result in less-than-optimum pricing for the project. Do you concur that we can submit only one Appendix 1 for Bid Item #1?

Response 2: The solicitation requires submission of Appendix 1 of each bid item.

Question 3: Reference Appendix 1 - Price Breakdown – Calculation Worksheet, page 2: This states, in part, that we must “list the names of all SB contractors.” We believe this information will be provided after contract award and is not required for our proposal submission. Do you concur?

Response 3: You don’t have to list the SB contractors, If the names of SB contractors are not available prior to the submission of proposal. It will be required after the award of the contract. You are still required to indicate “Y” or ”N” on the SB Vendor Column of the Appendix 1.

Question 4: Due date: Will the government consider moving the due date for this project back one week for 09-11-20 to accommodate the Labor Day federal holiday? Our experience is that is difficult to get pricing just prior to federal holidays because many of our suppliers and subcontractors take time off during those times. Moving the due date back one week will better ensure the government will get pricing that aligns with its expectations.

Response 4: As it is the intention of the contracting officer to award it by September 30, 2020, the proposal due date will not be extended.

Question 5: Appendix 2 – Safety or Environmental Violation and Experience Modification Rate is listed in VOLUME 2-DOCUMENTATION OF TECHNICAL ACCEPTABILITY (see page 11 of RFP). This requirement usually appears in the Price Proposal. Can you confirm that it will be in the technical proposal and NOT the price proposal?

Response 5: Appendix 2 will be part of the technical proposal per the solicitation page 11, 2.b.

Question 6: 2.7 52.237-27 SITE VISIT (p 27) states that the site visit on 08-17-20 is telephonic, but also lists a meeting plan on the VAMC campus. Can you please clarify?

Response 6: The site visit is on-site but will be presided by the CO via telephonic conference.

Question 7: The RFP is silent on the inclusions of Representation and Certifications in the Price Proposal. Should we include them?

Response 7: Offeror’s are not required to include the Representation and Certification.

The CO has the capability to access this through the SAM as part of our Contractor’s responsibility determination.

Question 8: The title of this project is “Seismic Upgrade and Remodel Building 8 Phase 3, Building 7” per the SF 1442. Please confirm that this project does not consist of a seismic upgrade for building 8.

Response 8: The project # consist of 2 parts: Seismic upgrade for Bldg 8 and construct building 7. Seismic Upgrade of Bldg 8 has been awarded. This solicitation is only for Construct Bldg 7. To avoid confusion, the SF1442 will be amended to change the project title for this solicitation to Construct Building 7.

Question 9: Bid Item 2: Are we to delete the new asphalt parking lot to the North side of the new building AND the asphalt of the new parking spaces that were to be added to the West and South sides of the existing parking lot and replace with gravel? Please clarify the extent of this alternate.

Response 9: Yes

Question 10: Bid Item 3: This alternate is to replace all Solid Surface counter tops with plastic laminate, however, the countertops listed in the breakroom and the printing room are already listed as plastic laminate. The only countertops listed as solid surface are in both of the restrooms. Please provide clarification for this alternate.

Question 15: On the drawings on sheet AF7-1-101 it shows the ceiling tile at 2’x4’ and also on sheet AS7-1-601 the room finish legend calls out for the tile to be 2’x4’ but in the specifications Section 090600 Schedule of Finishes it calls out for the ceiling tile to be 2’x2’.

Need to know which to figure.

Question 16: On sheet AW7-1-500 on the wall type schedule it shows fiberglass insulation above the ceilings. Does this occur over the entire ceiling areas and what thickness of insulation are they wanting.

Response 16: Yes, provide 3” acoustical insulation

Question 17: In the specifications section 072727 Fluid applied air barrier they call out for a 40 mil dry thickness for the membrane. The building is getting EIFS over the outside and no EIFS manufacturer will allow the product over a membrane thickness more than 12 mils.

Please advise.

Response 17: it should read 10 mils

Question 18: On the backside of the parapets do they want fluid applied air barrier installed over the wood sheathing.

Response 18: Yes

Question 19: On sheet SS7-B-200 it shows the structural bracing required at the exterior structural steel. Since the exterior wall sits on the outside of the structural steel this will leave the X bracing exposed. Is this their intention or does the walls need to be furred to cover the bracing?

Response 19: Yes furr around bracing

Question 19A: On the electrical drawings for this project, a lot of the characters just show up as boxes. It looks like when it got converted to PDF, it had errors and many of the notes are not legible. Is a clean set of electrical drawings be issued?

Response 19a: ok

Question 20: AS7-1-600 States that Door Type 1 is to be Solid Core Maple, but Spec Section 09 06 00-4 Schedule of Finishes, B. SECTION 08 14 00, WOOD DOORS says that wood doors are to be Plain Spliced Red Oak. Which is correct?

Answer 20: Plain sliced red oak

Question 21: Is the contractor to furnish and install the microwaves and refrigerators that are shown in the break room?

Answer 21: appliances to be provided by the VA

Question 22: Is the Breakroom countertop supposed to be solid surface or plastic laminate (1/AE7-1-300)? Please clarify.

Answer 22: Break room counter to be Avonite Satin Finish Sliver Comet – K3-8585

Question 23: Please confirm that the existing parking (Southwest) lot will closed for parking for the duration of construction.

Answer 23: parking area will only be closed when construction activities require it, and then all closures require 2 week notice prior to day closure.

Question 24: Will the facility allow the prime contractor set up their jobsite trailer near or behind the parking lot?

Response 24: Yes, a location will be determined after award in coordination with engineering.

QUESTION 25: Is this project sales tax exempt? If the project is sales tax exempt can the government provide a sales tax exemption certificate?

RESPONSE 25: This project is sales tax exempt that will be issued after award of the contract.

QUESTION 26: Will the Government provide comprehensive written badging requirements for the project if badging is required?

RESPONSE 26: Once the project is awarded the superintendent will work with the COR to get badging.

QUESTION 27: Where will the designated parking area be for workers accessing the construction site?

RESPONSE 27: No. Parking is first come first serve. There is adequate parking near the construction site for contractor personal.

QUESTIONS 28: Will the government accept the use of the industry leading Procore Project Management software as the primary submittal and data tracking tool for this project? The software is compatible with the VA’s networks and is currently in use at many VA locations.

RESPONSE 28: The answer is yes. Procore has been used by Marion in the recent contracts.

QUESTION 29: Who is responsible for the utility locations?

RESPONSE 29: The contractor.

QUESTION 30: Due to current potentially significant tariffs being placed on the importation of building materials such as wood or steel by the current Presidential Executive Branch, if a tariff is placed after bid time and before award will the government consider a price escalation on a contract value for products such as steel or wood should the executive branch levee tariffs effecting such materials? Most of these materials would still have been Buy American compliant as the tariffs would increase pricing on all steel or wood materials, regardless of origin.

RESPONSE 30: At this time, we do not anticipate using economic price adjustments. If the market significantly changes between the time of proposals submission and the time of contract award, it may be considered.

QUESTION 31: Can the Sustainable Construction Requirements clause from the VA be removed?

RESPONSE 31: No

QUESTION 32: As a result of the effect of COVID-19 throughout the U.S., and the resulting Federal, State and local governments’ responses / requirements of safe distancing and potential advocations of working remotely and/or complete organization closures, please advise how the Government intends to address delays resulting there as it pertains to the current solicitation schedule for this and all future projects.

RESPONSE 32: At present, the VA Medical Center does not have suspended construction work that is performed outside and inside of the hospital. There is still a requirement to use face masks and social distancing. The VAMC has established a three-tier system plan that will be implemented to prevent the spread of the COVID- 19 virus. These are:

Tier One

- Every VA starts at Tier One

- Construction work shall proceed as normal

Tier Two

- There is one case in the Marion VA catchment area.

- Internal construction work to the facility will stop

- Outside construction work shall proceed as normal

Tier Three

- There is a case at the Marion VA

- All construction work stops unless it is critical to the facility operations.

Currently, the VAMC is at Tier One. The COR will inform you if the status will be elevated and your construction work will be suspended. You are entitled to an equitable adjustment for construction works that were suspended.

QUESTION 33: Is AISC (American Iron and Steel Certification) required for the structural steel fabrication and/or erection for this project?

RESPONSE 33: Yes per 05 12 00.

QUESTION 34: Please publish a copy of the sign in sheet from the site visit.

RESPONSE 34: Site visit sign in sheet has been published.

QUESTION: 35: The job title mentions Buildings 8 & 7 however, all of the drawings are just for Building 7 is that correct? Is there any work on Building 8?

RESPONSE 35: Please see response 8.

QUESTION 36: The first page of the drawings only has 10 bid items on it, the solicitation has 15, which is correct?

RESPONSE 36: Refer to the list in the specifications.

QUESTION 37: What renovation work is taking place in Building 37, there is only a floor plan and no mention of the work to be completed in the three rooms anywhere else?

RESPONSE 37: Refer to the notes in the drawing set, building 37 is the location for utility access as indicated in the civil drawings, the work in building 37 would only be patching and repairing as needed in areas disturbed

QUESTION 38: Please indicate the extend of the seeding that is required.

RESPONSE 38: seeding to be in any disturbed area and the area from the north sidewalk to the walking path on the south and from the walking path on the west to the eastern path access at tag 11 on cs7-100

QUESTION 39: Please provide the spec section for the vinyl fence and gate, as there was not one in the specifications even it was listed on the spec index.

RESPONSE 39: refer to specification section 32 31 13

QUESTION 40: At column lines 1,7,and A there is some structural steel bracing that will be exposed to the inside of the building. Is the bracing supposed to be covered with drywall or will it be left exposed?

RESPONSE 40: furr wall at bracing locations

QUESTION 41: The exterior wall sections show a base layer of 1” EIFS foam on the exterior of the building. The elevations show several control joints and aesthetic grooves in the foam. The EIFS manufactures require a minimum of 1” foam thickness everywhere when the project is complete. The base foam should really be a minimum of 1-1/2”. Also the EIFS manufacturers do not require control joints in the system unless there is a building control joint. There are no building control joints within the metal stud and plywood framing. Please clarify both of these items.

RESPONSE 41: EIFS base 1 ½” joints are really reveals in face.

QUESTION 42: The reflected ceiling plan shows a 2’ x 4’ ceiling tile and grid. The Schedule for Finishes section 09 06 00 calls for the ceiling to be 2’ x 2’. Please clarify which is correct.

RESPONSE 42: Ceiling tile to be 2 x 4

QUESTION 43: The insulation in the exterior walls is specified to be kraft faced. The insulation goes to the top of the parapet walls. Is there a reason it needs to go that high? Should it be unfaced above the roof line?

RESPONSE 43: unfaced above the parapet is acceptable

QUESTION 44: Please forward as required for pre-bid resolution, our Request for Clarification concerning the SECTION 23 09 23 Electrical Installation Requirements.

Clarification is needed because

• The materials & methods of approved existing installations that are found on site, are different from those found in the Specifications issued with Bid Documents

• The various related plan notations, specifications sections, article, etc. pertaining to HVAC Controls Electric Installation requirements are confusing and conflicting

• The material and labor cost differences are significant

Request for Clarification- SECTION 23 09 23 Electrical Installation Requirements

Instead of:

A) An all conduit installation with Rigid Metallic Conduit in MECH/ELEC Rooms as determined by imposing on HVAC Controls, the most stringent requirements found in various portions of the Bid Docs touching on electrical installation

SECTION 23 09 23 - DIRECT-DIGITAL CONTROL SYSTEM FOR HVAC - 3.1

INSTALLATION (calls for conduit used in all applications & locations)

SECTION 23 80 00 - VARIABLE REFRIGERANT SYSTEMS-1.10 ELECTRICAL WORK

FOR CONTROLS (permits plenum cable above suspended ceilings; requires RMC in MECH/ELEC where below 8 ft AFF)

SECTION 26 05 33 - RACEWAY AND BOXES FOR ELECTRICAL SYSTEM (exposed conduits painted; rigid for exterior/wet; mixing different types of conduits in the same system is prohibited – implies all RMC for VRF systems?)

B) Basis of the SECTION 23 09 23 Electrical Installation in the proposal pricing shall be the typical VAMC-Marion, IL- Electrical Controls Installation Practices (detailed below)

VAMC-Marion, IL- Electrical Controls Installation Practices

3.1 Installation Practices for HVAC Controls and Distributed Control System (DCS)

1. DCS Wiring

a. All conduit, wiring, accessories and wiring connections required for the installation of the DCS, as herein specified, shall be provided by the DCS Contractor unless specifically shown on the Electrical Drawings under Division 26 Electrical. All wiring shall comply with the requirements of applicable portions of Division 26 and all local and national electric codes, unless specified otherwise in this section.

b. All DCS wiring materials and installation methods shall comply with DCS manufacturer recommendations.

c. The sizing, type and provision of cable, conduit, cable trays, and raceways shall be the design responsibility of the DCS Contractor. If complications arise, however, due to the incorrect selection of cable, cable trays, raceways and/or conduit by the DCS Contractor, the DCS Contractor shall be responsible for all costs incurred in replacing the selected components.

d. Class 2 signal and DCS communications Wiring

i. All Class 2 (24 VAC or less) wiring shall be installed in conduit unless otherwise specified.

ii. Conduit is not required for Class 2 wiring in concealed accessible locations. Class 2 wiring not installed in conduit shall be supported every 5’ from the building structure utilizing metal hangers designed for this application. Wiring shall be installed parallel to the building structural lines. All wiring shall be installed in accordance with local code requirements.

e. Class 2 signal wiring and 24 VAC power can be run in the same conduit. Power wiring 120VAC and greater cannot share the same conduit with Class 2 signal wiring.

f. Provide for complete grounding of all applicable signal and communications cables, panels and equipment so as to ensure system integrity of operation.

Ground cabling and conduit at the panel terminations. Avoid grounding loops.

2. DCS Line Voltage Power Source

a. 120-volt AC circuits used for the DCS shall be taken from panel boards and circuit breakers provided by Division 26.

b. Circuits used for the DCS shall be dedicated to the DCS and shall not be used for any other purposes.

c. DDC terminal unit controllers may use AC power from motor power circuits.

3. DCS Raceway

a. All wiring shall be installed in conduit or raceway except as noted elsewhere in this specification. Minimum control wiring conduit size 1/2”.

i. Application

1. Outdoor or exposed to moisture – Rigid Metal Conduit—RMC

2. Indoor exposed mechanical/electrical equipment rooms- Electrical Metallic Tubing—EMT

3. Indoor concealed and inaccessible – EMT

4. Indoor concealed and accessible – EMT or UL Listed Plenum rated (see Class 2 Wiring)

5. Special Environments or Hazardous Areas – as noted on Electrical Plans or Specifications

b. Where it is not possible to conceal raceways in finished locations, surface raceway (Wiremold) may be used as approved by the Architect.

c. All conduits and raceways shall be installed level, plumb, at right angles to the building lines and shall follow the contours of the surface to which they are attached.

d. Flexible Metal Conduit shall be used for vibration isolation and shall be limited to 3 feet in length when terminating to vibrating equipment. Flexible Metal Conduit may be used within partition walls. Liquidtight flexible metal conduit (LFMC) is required outdoors or exposed to moisture. Flexible Metal Conduit shall be UL listed.

4. Penetrations

a. Provide fire stopping for all penetrations used by dedicated DCS conduits and raceways.

b. All openings in fire proofed or fire stopped components shall be closed by using approved fire resistive sealant.

c. All wiring passing through penetrations, including walls shall be in conduit or enclosed raceway.

d. Penetrations of floor slabs shall be by core drilling. All penetrations shall be plumb, true, and square.

5. DCS Identification Standards

a. Node Identification. All nodes shall be identified by a permanent label fastened to the enclosure. Labels shall be suitable for the node location.

b. Cable types specified above shall be color coded for easy identification and troubleshooting.

c. Where painted conduits are required by specifications, factory painted raceway may be used and color as approved by the Architect.

6. Wiring for Others performed as scope by DCS Contractor

a. All wiring materials and installation methods shall comply with the above Installation Practices and manufacturer recommendations.

b. The approved wiring diagram, type or provision of proprietary cable, shall be the design responsibility of the Other Party (Supplier or Contractor for other Sections of Specifications or Divisions of Trade Work) submitting on use and application of the products. SECTION 23 09 23 - DIRECT-DIGITAL CONTROL SYSTEM FOR HVAC

When reviewing the bidding requirements in the Solicitation, Specifications and Plans, we noted the following issues for which we request clarification concerning SECTION 23 09 23 Scope:

I. Bid Item 1 Scope:

A. Please confirm Temperature Sensor in IT Room (Keyed Note M09 on MH7-

100) is input to Temperature Control Panel only for monitoring/alarming by Engineering Control Center (ECC). Yes this is the intent.

B. Please confirm that for the 17ea Room Thermostats associated with Supply Diffusers (Plan Mark SB2)

1. Local stand-alone controller factory installed in Supply Diffuser will reverse their operation when in heating mode vs cooling mode based on built in temperature sensor. Yes, this is the intent.

2. BACnet MSTP connection of Supply Diffusers (to VRF-Central (Master) Control Panel or ECC) is not required for any reason, including the following

a) Occupied/Unoccupied (Night Setback/Setup)

b) Set-Point Adjust or Occupancy Push Button Restore (network variable(s) provided interlock to respective AHU for restoring HVAC during extended hours request in a single room)

c) Remote monitoring

d) Remote trouble shooting

There are no requirements to tie in SB2 diffusers and thermostats to Master Control Panel.

C. Please confirm that DIV-26 is to furnish & install dedicated 120 VAC (H,G,N) circuit that serves individual local transformers (120/24 VAC) at each of the SB2 Supply Diffusers as shown on EY7-102 (instead of 2ea Power Modules furnished & installed per Diffuser Schedule Note; or instead of 3ea Power Modules furnished & installed per Plan Note M08 on MH7-100). Intent is for Div 23 to provide diffusers and transformers and for Div 26 to run 120 VAC circuit to transformer and to each diffuser as indicated on EY7-102.

D. Please confirm no pressure regulated bypass dampers are required at AHU-1 thru 5 (i.e. Designer confirms negligible dynamic SA pressure changes due to application of modulating SA Diffusers). Additional pressure and airflow through non-SB2 should be negligible.

II. Bid Item 8 Scope:

A. Please confirm, if this Bid Item is accepted, then it is the intent

1. Under DIV-23 for all 17ea Room Thermostats to be deleted and associated self-modulating diffusers, Plan Mark SB2 (thermostatic controlled supply air diffuser) to be replaced with plan Mark SA2 (conventional). Yes.

2. Under DIV-26 for all 120 VAC serving Plan Mark SB2 Supply Diffusers to be deleted. Yes.

3. Only 4ea thermostats serve remaining AHUs (reduced from 5ea by Bid Item 7). Yes.

III. All Scopes (Point Lists and Operation Sequences are not provided): Points lists are provided in specifications, refer to 230923 pages 17-19.

1. Any CFM control & monitoring associated with the DOAS ventilation or exhaust air, or AHUs are included in the VRF factory mounted & wired controls

A. Please clarify that Bid Items 2 thru 15 are "Design/Build" by proposing Contractor (and see remaining requests concerning Bid Items 6 & 7). Yes, bid items 2 through 15 are intended to be Design/Build.

V. BID ITEM 6

A. Please clarify by providing associated HVAC design changes on remaining scope after DOAS is deleted (re-configured OA & RA ducts to AHUs; EA and EF(s) where required; re-sized EQT and/or ducts; or re-selected AHUs based on design conditions). No additional direction will be given, design/build contractor to provide required information.

1. Indicating all automatic dampers shall be factory mounted (instead of field mounted & wired to unit mounted OEM AHU-VRF controls)

2. Confirming all controls to accomplish the revised HVAC for a complete and operating system shall be by factory mounted, wired & tested controls on each AHU.
