B.2 STATEMENT OF REQUIREMENTS
Marion, IL VAMC
Statement of Requirements: Ultrasound System
Description of Use: To be used in the Marion, IL VAMC Cardiology Department
This solicitation uses a Brand Name or Equal Description of the Venue Go Ultrasound System. This permits prospective contractors to offer products other than those specifically referenced by brand name.
All offers must work with existing equipment that has already been purchased and is currently in use at the station.
Minimum Technical Specifications:
• Fully digital operation for optimal usage of all scanning modes such as doppler, color doppler, m-mode and 2D imaging
• System configuration is stored on board
• All necessary software is loaded from solid state hard drive (SSD) and be active with purchase
• Rechargeable lithium-ion battery
• Count: 2 smart battery packs
• Scan Time: Up to 2 hours of continuous scanning with the basic configuration on battery
• System must be able to remain in standby mode for up to 72 hours
• Voltage: 100-240 VAC
• Power Consumption: 250 Watt
• Frequency: 50-60 Hz variation
• 2D Gray Scale and 2D Color Flow Imaging – when a probe sends and receives ultrasound frequency waves in a single plane which are black and white images. Color overlay is then introduced on that imaging helping create a doppler shift with color hue helping to assist with directional flow, where blue shifts away from probe creating the energy
• M-Mode Gray Scale Imaging – M line superimposed on a cross sectional image which shows a trace with a time scale as a second dimension, control of the sweep enables accurate measurement of the intervals in that cycle. Its high-repetition frequency of this technique allows excellent temporal resolution of moving structures
• Color M-Mode – imaging modality used with color of tissue doppler in a format in which functional information concerning different segments are displayed along an M-mode line
• Doppler – medical imaging that uses ultrasound enhanced by the doppler effect by using a change in the pitch of sound waves that are measured by a receiving device such as a transducer
• Solid State Hard Drive (SSD) that is partitioned into 4 logical drives each with different operations with the different probes connected for use
L4-12T Probe – Wideband linear probe with high frequency used for imaging superficial structures & vessels used in vascular clinic generally but can be used in other modalities that included structures that are superficial in the structure being ultrasound.
L8-18i Wideband Linear Array Probe – This too is a linear probe again that is high frequency used for imaging superficial structures & vessels used in vascular or podiatry clinics for imaging structures that are superficial in the structure having ultrasound.
C1-5 Wideband Convex Array Probe – curvilinear probe has widened footprint and lower frequency used for transabdominal imaging & a wider field of view.
3SC Wideband Phased Array Probe – phased array probe usually used in cardiac as it has lower frequency and a small footprint allowing for ability to get between ribs.
Mobile Cart – Adjustable cart with power cord.

The Government reserves the right to inspect or test any supplies or services that have been tendered for acceptance. The Government may require repair or replacement of nonconforming supplies or reperformance of nonconforming services at no increase in contract price. (e) Definitions. The clause at FAR 52.202-1, Definitions, is incorporated herein by reference.

(C) Affected line item or subline item, if applicable; and
(D) Contractor point of contact.
(ii) Provide a copy of the remittance and supporting documentation to the Contracting Officer.
(6) Interest.
(i) All amounts that become payable by the Contractor to the Government under this contract shall bear simple interest from the date due until paid unless paid within 30 days of becoming due. The interest rate shall be the interest rate established by the Secretary of the Treasury as provided in 41 U.S.C. 7109, which is applicable to the period in which the amount becomes due, as provided in (i)(6)(v) of this clause, and then at the rate applicable for each six-month period as fixed by the Secretary until the amount is paid.
(ii) The Government may issue a demand for payment to the Contractor upon finding a debt is due under the contract.

(C) The Contractor requests a deferment of collection on a debt previously demanded by the Contracting Officer (see 32.607-2).
(iv) If a demand for payment was previously issued for the debt, the demand for payment included in the final decision shall identify the same due date as the original demand for payment.
(v) Amounts shall be due at the earliest of the following dates:
(A) The date fixed under this contract.
(B) The date of the first written demand for payment, including any demand for payment resulting from a default termination.
(vi) The interest charge shall be computed for the actual number of calendar days involved beginning on the due date and ending on—
(A) The date on which the designated office receives payment from the Contractor;
(B) The date of issuance of a Government check to the Contractor from which an amount otherwise payable has been withheld as a credit against the contract debt; or
