Justification for Single Source Awards IAW FAR 13.106-1

For Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID:

1. Contracting Activity:

Department of Veterans Affairs, VISN 15, Eastern Kansas Healthcare System Leavenworth and Topeka Campuses, 4401 S. Fourth Street Trafficway Leavenworth, KS 66048 Network Contracting Office - NCO 15, 3450 S. 4th Street Leavenworth, KS. 66048

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

Orthophos (Sirona) SL 2 d Digital Panoramic x-ray machines for both Topeka and Leavenworth campuses replacing the current units that are severely antiquated and are greater than 15 years old.

They are both running Windows XP and failing sensors cannot be repaired. The new software that is required cannot run on these systems and they cannot be updated per the manufacturer. Each replacement panoramic xray is warranted at a cost of per unit at each location.

3. Unique characteristics that limit availability to only one Brand/Source, with the reason no other supplies or services can be used:

The replacement Orthophos (Sirona) SL 2D/Sidexis 4 Panoramic X-ray machine (to include necessary server, workstation, storage and install etc.) must work and be fully functional with existing Sirona intraoral sensors and other Sirona accessories to insure appropriate interfacing. This equipment is used to diagnose multiple issues including the diagnosis of tumors. Obtaining a different brand of machine will require replacement intraoral sensors and other accessories and is not cost effective.

Brand specific sensors are required for compatibility with existing equipment and cost effectiveness.

4. Description of market research conducted and results or statement why it was not conducted:

Market Research showed small business firms are capable of providing this requirement on the Open Market.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.

Note: COs are required to make a determination of price reasonableness IAW FAR 13.106-3. See the S19 Open Market (FAR13) Award Documentation Form with Abstract to document price reasonableness.
