Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

The Marion VA Medical Center is in need of Medical supplies dispensing and storage cabinets. The Pyxis supply cabinets provide the facility the ability to efficiently track usage of medical supplies throughout the entire hospital and ensuring accurate counts and on time stocking of supplies. These cabinets must integrate with the existing medical cabinets’ software.

3. Unique characteristics that limit availability to only Brand, with the reason no other supplies or services can be used:

The current medication storage and dispensing system at the Marion VA Medical Center is Pyxis by Carefusion. The requested medication storage and dispensing system must work as part of this system. Additionally, every auxiliary unit in this system is attached and connected to currently owned Pyxis medstation main cabinets. No other equipment would be compatible to attach and function correctly with these main cabinets except for a Carefusion Pyxis unit. Because of this reason, Carefusion is the only manufacturer capable of meeting the requirements of this replacement equipment.

4. Description of market research conducted and results or statement why it was not conducted:

Market Research showed several Small Businesses can provide this requirement on the Open Market.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.

Note: COs are required to make a determination of price reasonableness IAW FAR 13.106-3. See the S19 Open Market (FAR13) Award Documentation Form with Abstract to document price reasonableness.
