QUESTIONS AND ANSWERS:
QUESTION 1: Will the VA accept the following Equipment/Manufacturers as “Approved Equal”?
Boiler: Johnston PFTX, 250BHP 4-pass, Steam, 200 Design, Firetube Or Johnston XID, 250BHP 2-pass, Steam, 200 Design, Firetube Economizers: Heat Sponge Manufactured by Boiler-room Equipment, Inc.
Deaerator: Lockwood Products Pressurized Packed Column Feedwater Deaerator skid package Condensate Surge Tank: Lockwood Products.
Blowdown Separator: Lockwood Products or Madden Manufacturing, Inc ANSWER 1: We cannot provide an opinion whether an item is an equal, or meets the requirements of the contract documents during the bidding phase. It is the contractor’s responsibility to ensure that all items comprising their bid meet the Veteran’s Administration (VA) design and safety requirements, equipment performance and installation requirements identified within the contract documents.
It has been our experience that standard equipment has not satisfied the VA criteria and has required customization by the equipment vendors. The equipment specified within the contract documents meet the strict requirements of the VA’s design manual, VA’s specifications and the “VHA Boiler and Associated Safety Device Testing Manual – 4th Edition”.
QUESTION 2: 2.7 COMPUTER WORK STATION AND PROGRAMMING:
A. The individual boiler plant controllers and instrumentation system shall be networked with an existing central computer workstation to provide remote operation of the controllers, custom graphic display of information, alarm message display, report generation, historical trending and remote tuning of controllers.
There are several more pages to this paragraph that describe programming requirements for the SCADA. So, is the SCADA existing or is a new SCADA required?
ANSWER 2: There was misinterpretation during the design whether an existing computer would be used for the boiler controls; however, the intent is for the contractor to provide new boiler controls and computer.
QUESTION 3: How will the technical proposals be evaluated in the Best Value Trade off?
ANSWER 3: The solicitation provided the evaluation factors to be used and to determine technical acceptability of the proposal. Please read the Solicitation document 1.1 Submittal Instruction pages 7-13.
QUESTION 4: On Factor 1 the project requirement is too tight to meet for most SDVOSB companies especially since it is defined specifically a replacement of boilers. Can this be changed to mechanical projects above $3,000,000.00? Can this be changed to two projects instead of three?
ANSWER 4: At this time the Government is not contemplating changing evaluation Factor 1. The construction experience requirement will remain at submission of 3 construction projects that demonstrates the contractor’s experience on relevant projects similar in size, scope and complexity to this project.
QUESTION 5: For the construction experience, can predecessor companies of the owner of the SDVOSB be used to meet this requirement?
ANSWER 5: Yes
QUESTION 6: Can the past experience of the key personnel employed by the SDVOSB be used to meet Factor 1 requirements.
ANSWER 6: Yes
QUESTION 7: Will there have to be a separate site safety manager from the on-site superintendent?
ANSWER 7: The safety manager can have a dual role if he/she is qualified to perform both duties but will only be compensated for the role he was providing at the time of service.
QUESTION 8: Will there have to be a separate quality control manager on this project that has no other on-site duties?
ANSWER 8: The quality control manager can have a dual role if he/she is qualified to perform other duties but will only be compensated for the role he was providing at the time of service.
QUESTION 9: Can a Non-AISC certified shop can fabricate this steel? The specs call for AISC certification, but the engineer’s drawings do not.
ANSWER 9: Shop must be AISC-certified, however, certification does not need to be STD.
QUESTION 10: Are seismic calculations for materials and equipment required? If so what seismic zone is this construction in?
ANSWER 10: Design calculations and installation of seismic supports for non-structural components are required as outlined in section 13 05 41. All equipment shall be seismically rated. All seismic information is located on Sheet S-001 of the structural drawings.
QUESTION 11: Who is the DDC controls vendor for this facility?
ANSWER 11: Johnson Controls
QUESTION 12: The specifications and drawings are calling for a ‘packed column deaerator’. This is old technology and has been replaced with a tray deaerator. Is it acceptable to the VA to substitute a tray deaerator for the requested packed column deaerator?
ANSWER 12: The VA design criteria accepts both packed column and tray type. The specified packed column D/A was used as the “basis of design” D/A based upon system capacity. See response to question #1.
QUESTION 13: In regard to submitting the offer as hardcopy and compact disc (CD), we respectfully ask that the Government consider allowing submittal of the offer in e-mail format. Due to the inclusion of the Calculation of Self-Performed/Subcontractor Work - Appendix 1, Offerors will be required to hand-deliver and hand-write this matrix for both Base Bid Item #1 and Item #2 and will be required to burn Price Proposal data on-site, close to bid due time. To ensure the best price for the Government, we respectfully ask that hard copy submittals to be removed from this submission and e-mail submittal be allowed in lieu of this method.
ANSWER 13: E-mailed offers will not be accepted. The solicitation will be amended to extend the proposal due date from 07/26/18 to 07/31/18 to give you extra time to prepare your solicitation package.
QUESTION 14: Please confirm the project DOES NOT require a dedicated Quality Control Manager and dedicated SSHO. The specifications seem to indicate both of these roles can be served by the onsite Project Superintendent.
ANSWER 14: The specification state that the contractor will have to designate a SSHO and Quality Control Manager. The contractor can designate a Project Superintendent only if the Project Superintendent meet the qualification of a Quality Control Manager and/or SSHO.
QUESTION 15: Please confirm there is no sole-source justification to utilize the basis of design boilers. Please confirm any manufacturer can be utilized as long as they meet the solicitation document requirements.
ANSWER 15: There are no sole sourced items specified in the contract documents however it is the contractor’s responsibility to ensure that all items comprising their bid meet the Veteran’s Administration (VA) design and safety requirements, equipment performance and installation requirements identified within the contract documents. See response to question #1.
QUESTION 16: Please confirm this project should include IL state/local sales tax. Please confirm this project is not sales tax exempt.
ANSWER 16: The project is exempt from Illinois sales tax. An Illinois Sales Tax Exemption Form will be provided to the awardee at the pre-construction meeting.
QUESTION 17: 23 09 11 states that the dangerous gas detection system shall transmit an alarm signal to a designated location outside of the boiler plant. An audible and visual alarm shall be provided at this location. Please provide the location, and the means for transmitting the signal to this location. A one-line diagram would convey this.
ANSWER 17: The existing and new hazardous gas monitors are shown and noted on drawings ED111 (exist/demolition) and EP111 (new). The new monitors are shown/noted to be connected to the existing Sensidyne hazardous gas monitoring panel.
QUESTION 18: Please confirm the General Contractor is required to hire the Commissioning Agent (not the Government) as outlined in 01 91 00 1.11.
ANSWER 18: The government has hired the commissioning agent.
QUESTION 19: Please confirm this contract requires NO new steam trap monitors.
ANSWER 19: Steam trap monitors are not part of the project.
QUESTION 20: The General Contractor is required to provide an inspector certified by the National Board of Boiler and Pressure Vessels Inspectors to conduct tests after equipment is installed (23 52 39 part 3). Please confirm the Government will retain an inspector as outlined in 23 52 39 part 3 after all operational tests are complete. In the past, the Government has wanted the General Contractor to pick-up both costs.
ANSWER 20: The National Board of Boiler and Pressure Vessels Inspector cost is the responsibility of the contractor as stated in the specifications 23 52 39 Part 3.
QUESTION 21: Operation & Maintenance Training Requirements (01 91 00). Please verify if this section will be enforced as part of this solicitation. Is it the Government's intention that the contractor engage in the commercial production of a compilation of professional training videos as detailed?
ANSWER 21: The contractor does not have to hire a professional to record the training sections
QUESTION 22: 23 21 11 Piping Support System – please confirm these engineered documents are required (outside of the current plans).
ANSWER 22:
Yes, the VA requires the contractor to provide this information.
QUESTION 23: Layout Drawings – 22 05 11 & 23 05 10 require complete consolidated and coordinated layout drawings for all new systems, and for existing systems that are in the same area. Please advise if the Government requires these drawings in a certain format (e.g. AutoCAD, AutoDesk Revit, etc.).
ANSWER 23:
AutoCAD format.
QUESTION 24: Opacity Monitors - Opacity monitors are mentioned in 230911 and 235100 (“if required”), please confirm Opacity Monitors are not required.
ANSWER 24: Opacity Monitors are not required.
QUESTION 25: Stainless Steel Tubing - 23 09 11 (stainless steel tubing) – please confirm that the stainless-steel tubing requirements (as outlined in 230911) are COMPLETELY depicted on the drawings. We assume that all the mechanical details and P&ID’s on the drawings outline the extent of the stainless-steel tubing requirements.
ANSWER 25:
No; the drawings are not meant to show every item required since the drawings are only a part of the contract documents.
QUESTION 26: Please confirm that the controls series drawings depict the complete extent of required interconnecting conduit and wiring as required for a complete system (as outlined in 230911) – including, but not limited to the Automatic Boiler/Burner Control System, Burner Management System with Safety Interlocks and Accessories, Main Instrumentation and Control Panel, Boiler/Burner Control Panels, Computer Workstation, Flue Gas Oxygen Analyzers, Flow Meters, Pressure sensors and transmitters, Boiler draft gages, temperature sensors and transmitters, recorders, and Boiler Plant Building Dangerous Gas Detection System.
ANSWER 26:
No; the drawings are not meant to show every item required since the drawings are only a part of the contract documents.
QUESTION 27: Ref SD104, Note 2 indicates COR to provide the information on the existing roof system. Please provide the details of the existing roof such as thickness, manufacturer, and what roofing contractor that currently holds the warranty for the existing roof system.
ANSWER 27: The building 14 roof is no longer under warranty. A new EPDM roof was installed in 1993.
QUESTION 28: Due to the July 4th holiday, several subcontractors could not attend the Site Visit on July 6th. Will the government consider holding another Site Visit? If yes, will the government also consider extending the Bid Due Date and provide another opportunity for additional questions to be submitted?
ANSWER 28: No other site visits will be scheduled before the proposal due date.
QUESTION 29: Plan sheet E-501 detail 5 shows concrete embedded conduit, underground rod and wire installation and rising from ground level to roof level on building steel. Is this work existing and we are to tie into it above roof level, or is it for us to do? This would be doable but very difficult in finish spaces, with patching of existing finishes required. Please advise.
ANSWER 29: Drawing EP141 shows the new lightning protection system connecting to the existing grounding system. Since the grounding system is existing, no concrete embedded conduit or underground rods are required. Lightning protection system requirements are noted in specification section 26 41 00 and EP141 General sheet note #3. Also, this project calls for work in a boiler plant that only has one finished space (Boiler plant office).
QUESTION 30: There appears to be some contradiction regarding the condensate transfer pumps (surge transfer pumps) control.
Per Drawing MQ101, there are 5 VFD’s shown mounted on the wall next to the condensate tank and feed pumps. Two of the VFD’s are defined for the condensate transfer pumps.
However, per section 23 50 11, paragraph 2.5.E, constant speed control is defined for the condensate transfer pumps (across the line starters).
Can you please clarify?
ANSWER 30: Originally variable frequency drives were selected for the transfer pumps however they were later changed to constant speed drives.
