Currently, the existing SPS service is undergoing a major expansion. This expansion includes the procurement and installation of an automatic cart washing system that will be able to clean and disinfect carts.
2. BACKGROUND
The Robert J. Dole Medical Facility uses a manual process to clean and disinfect surgical carts after they are returned from surgery. A building expansion project is currently underway that will add over 4000 square foot of floor space allowing for the installation of a walk-in cart washer and other equipment. The proposed cart washer will be installed by the general contractor or who they award to install.
3. SCOPE OF WORK
The contractor shall provide all personnel, equipment, tools, materials, supervision, and non-personal services necessary to provide an automatic cart washer that will be assembled in place by the general contractor. The contractor who is awarded this contract will be responsible for measuring the prepared space prior to the delivery of any equipment. If the prepared space is not suitable for the installation of the proposed cart washer, the contractor is required to notify the government immediately so modifications can be completed. The rough opening for the automatic cart washer area will be constructed at seven feet two inches by ten feet two inches (7’-2” x 10’-2”). The proposed cart washer shall be fully automatic that can wash no less than 128 washes in an eight-hour period, shall be equipped with an LED touch screen for easy operation, stainless steel interior walls, automatic sliding glass door for unobstructed viewing, instrument racks that have cool touch points, uses fourteen gallons (14 gals) or less per cycle, flow meters for chemical injection rate tracking, and shall be ISO AAMI 15883 Compliant. HEPA filtered drying systems shall be installed to eliminate contamination during the drying process. The proposed cart washer shall be provided with incoming steam and easy to read hot water pressure gauges.
The Surgical Case Cart Washer Utensil Washer base, wash chamber and chamber sump shall be of stainless steel and are of smooth construction without crevices and ledges for the potential buildup of debris and contamination. The base and sump shall be of one-piece welded construction with the base containing integral door gutters and supports to accommodate the floor grating.
The Surgical Case Cart Washer Utensil Washer load, unload and center doors shall be of double wall construction, insulated with 1-inch thick rigid fiberglass insulation, and shall be mechanically powered, horizontal sliding, telescoping doors which operate as required to permit cart advance. A Surgical Case Cart Washer Utensil Washer 12” x 16” Tempered Glass Observation Window that is provided in each of the load and unload doors. All doors are immediately opened upon activation of any emergency stop switch or cable and can be manually opened from within the chamber. The stainless-steel steam coil shall heat the re-circulated wash solution shall be complete with a condensate return and steam traps. Steam coils shall be designed to ASME Section VIII, Div. 1, Unfired Pressurized Vessel Code, and shall be easily removable for cleaning or maintenance. All Surgical Case Cart Washer Utensil Washer re-circulated treatments shall be under pump pressure. The pump system shall be equipped with a direct reading, liquid filled pressure gauge. The Surgical Case Cart Washer Utensil Washer shall be equipped with a transformer for the control circuit, magnetic starters with overload protection for all motors and all other electrical components required for the washer operation. An exterior mounted light shall be provided to illuminate the wash chamber. The Surgical Case Cart Washer Utensil Washer shall be equipped with pneumatically actuated ball valves to control the output of the pump to the jet system, drain or detergent solution return system. The Surgical Case Cart Washer Utensil Washer shall be inter-piped and inter-wired so that only one connection is required for each service or utility.
The proposed cart washer shall be equipped with a treatment pump with an automatic self-cleaning debris screen. The self-cleaning screen shall have perforations smaller than the machined jet orifices to prevent plugged jets. The screen she be inter-piped and inter wired with the control system to filter all re-circulated solutions and automatically back flush back debris to the building drain.
The washer shall be provided with an oscillating jet system for all treatment solutions. The system shall consist of machined jets mounted on spray trees suspended from an oscillating carriage traveling on self-lubricating machined wheels. The jets are positioned to reach all cart surfaces including the underside of shelves and base. The system is driven with a bi-directional, air drive unit in conjunction with the treatment schedule and equipped with a safety system to prevent the oscillating header from damaging items being washed. Interference of greater than 15 seconds will be annunciated visually and audibly to the operator.
The operator may select to assure the temperatures for each phase of the cycle. If the temperature assurance is selected, the phase shall not begin timing until the re-circulated water temperature reaches the set point. If the re-circulated temperature drops below the set point during phase, the timer shall stop. The phase timer resets or continues from where it stopped at the user’s option, assuring the proper temperature during entire treatment.
Emergency push/pull stop buttons are provided at all external doors to immediately terminate all processing functions, open all doors and activate all visual and audible alarms.

The doors are equipped to detect an obstruction during closing and will automatically open and activate all emergency alarms until the obstruction is removed and the controls have been reset. The doors also are equipped with physical restraints to mechanically lock and restrict the doors from closing when the restraints are engaged.
A solid-state microcomputer control system monitors and automatically controls all process operations and functions. The hot re-circulated air is generated by re-circulating air through a steam coil and blower arrangement capable of achieving a chamber temperature of up to 320º F at 80 PSI steam pressure.
An adjustable manual damper is provided in the blower intake plenum to provide fresh make-up air to replace exhausted moist air.
The proposed cart washer shall be supplied with three (3) 3/4” NPT detergent injection ports and dry electrical contacts for installation of automatic detergent injection pumps. Washer sump shall also be equipped with two (2) 1" NPT half couplings for the connection of external devices.
