B.2 STATEMENT OF WORK
Harry S. Truman Memorial Hospital (Columbia, MO)
OBJECTIVE:
The Columbia VA Medical Center is requesting a Modular Lab Automated Cassette Radiolsynthesis System as Brand Name or equal which must be compatible with existing that is currently in use at the Truman VA Clinical Research Radiopharmacy.
Purpose:
Purchase of a modular lab cassette system for automated radiosynthesis of peptides and small molecules for use in the Truman VA Clinical Research Radiopharmacy.
This solicitation uses a Brand Name or Equal Description of the product required. This permits prospective contractors to offer products other than those specifically referenced by brand name. All offers must work with existing equipment that has already been purchased and is currently in use at the station.
TASKS AND ASSOCIATED DELIVERABLES:
· The system must include all components to be a stand-alone system (system controller preloaded with automated radiosynthesis software, electrical cabinet, and automated radiosynthesis hardware).
· The system must be fully automated to reduce radiation exposure to the technical staff.
· The system must be compatible with and permit direct translation of synthetic methods/procedures developed using an existing Eckert & Ziegler Pharmtracer radiosynthesis system.
· The unit must enable radiosynthesis of peptides and small molecules to current Good Manufacturing Practices (cGMP) specifications (for example Ga-68-PSMA) using sterile single-use disposable cassettes to maintain product sterility and eliminate radioactive contamination of the modular lab system hardware and related components.
· The system must include software and hardware capable of radiolabeling peptides/small molecules with multiple radioisotopes (68Ga, 177Lu, 111In, 90Y, etc.) using a sterile single-use cassette based system to avoid contamination of the system.
· The system must be capable of routinely completing multiple radiosynthesis production runs per day.
· The system must be capable of direct connection and elution of a commercial 68Ge/68Ga generator.
· The system should be designed to permit direct connection to a HPLC system.
· The system must include the necessary reagents, supplies, and cassettes for demonstrating the capability of the system for eluting a commercial Ga-68 generator and synthesizing a Ga-68-radiolabeled peptide.
· Training will be conducted on-site by the vendor upon completion of installation.
· Training must include hardware components (set-up/operation and recommended routine maintenance), software applications (radiosynthesis protocol development for specific products), and automated radiosynthesis report generation.
· User’s manuals (electronic or print copies) must be provided for each component of the system to explain routine maintenance and trouble-shooting guides (hardware and software components).

(i) Taxes are considered delinquent if both of the following criteria apply:
(A) The tax liability is finally determined. The liability is finally determined if it has been assessed. A liability is not finally determined if there is a pending administrative or judicial challenge. In the case of a judicial challenge to the liability, the liability is not finally determined until all judicial appeal rights have been exhausted.
(B) The taxpayer is delinquent in making payment. A taxpayer is delinquent if the taxpayer has failed to pay the tax liability when full payment was due and required. A taxpayer is not delinquent in cases where enforced collection action is precluded.
(ii) Examples.
(A) The taxpayer has received a statutory notice of deficiency, under I.R.C. Sec. 6212, which entitles the taxpayer to seek Tax Court review of a proposed tax deficiency. This is not a delinquent tax because it is not a final tax liability. Should the taxpayer seek Tax Court review, this will not be a final tax liability until the taxpayer has exercised all judicial appeal rights.
(B) The IRS has filed a notice of Federal tax lien with respect to an assessed tax liability, and the taxpayer has been issued a notice under I.R.C. Sec. 6320 entitling the taxpayer to request a hearing with the IRS Office of Appeals contesting the lien filing, and to further appeal to the Tax Court if the IRS determines to sustain the lien filing. In the course of the hearing, the taxpayer is entitled to contest the underlying tax liability because the taxpayer has had no prior opportunity to contest the liability. This is not a delinquent tax because it is not a final tax liability. Should the taxpayer seek tax court review, this will not be a final tax liability until the taxpayer has exercised all judicial appeal rights.
(C) The taxpayer has entered into an installment agreement pursuant to I.R.C. Sec. 6159. The taxpayer is making timely payments and is in full compliance with the agreement terms. The taxpayer is not delinquent because the taxpayer is not currently required to make full payment.
(D) The taxpayer has filed for bankruptcy protection. The taxpayer is not delinquent because enforced collection action is stayed under 11 U.S.C. 362 (the Bankruptcy Code).
