VHAPM Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under $150K

Justification for Single Source Awards IAW FAR 13.106-1

For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($1S0K)

Acquisition Plan Action ID:

1. Contracting Activity: Department of Veterans Affairs, VISN 15, John J. Pershing VA Medical Center

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

Pyxis MedStation 4000 is an automated medication management system that allows nurses and clinicians access to patient medication in a variety of patient care areas. Similar to the banking "ATM", the Pyxis machines dispense prescribed patient medications to the nurse or caregiver for administration to the patient.

Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The Poplar Bluff VAMC currently utilizes Pyxis throughout the facility. Its corresponding Community Based Outreach Clinics (CBOCs) require the same equipment. The technology allows for accurate and efficient tracking of all medications including controlled substances. These requirements for security and control are set for by the Drug Enforcement Agency and outlined in CFR Title 21 Part 1300. This is a proprietary system that is interconnected.

4. Description of market research conducted and results or statement why it was not conducted:

Other automated dispensing cabinets on the market will not work with the existing system in place throughout the medical facility. The support for the Pyxis ES system is included in a VISN wide contract for all VISN 15 sites using Pyxis . A new type of equipment other than Pyxis would require an additional support contract to be established and maintained.
