About this file

This document is a Justification and Approval (J&A) for Other Than Full and Open Competition (>SAT) for an emergency HVAC repair and replacement project at the Edward Hines Jr. VA Medical Center.

The project requires the contractor to provide and install 12 new HVAC compressors, with 4 installed as soon as possible, for buildings 113 and 128. The work must be completed within 100 days of contract award. The contracting activity is the Department of Veterans Affairs, VISN 12, Great Lakes Acquisition Center. The justification cites unusual and compelling urgency under FAR 6.302-2, as one of the buildings has suffered complete AC failure with no access to cooling for 37 bedridden patients. The VA utilized a SDVOSB contractor that could mobilize quickly and complete the work within 30 days at a fair and reasonable price, based on a comparison to previous procurements and cost estimates. The VA is pre-planning a competitive acquisition to replace the remaining AC units in FY25.
