This Sources Sought Notice is for informational and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government. This notice is intended strictly for market research. The purpose of this Sources Sought notice is to obtain information from qualified sources with special interest relative to the North American Industry Classification Code (NAICS) 334516, Analytical Laboratory Instrument Manufacturing.

The Government will not pay for information received in response to this Sources Sought, nor will the Government compensate any respondent for any cost incurred in developing the information provided. This Sources Sought does not constitute a commitment by the Government. Information provided in response to this market survey will be used for informational purposes only and will not be released. Contractor participation is not a promise of future business with the Government.

Requirement Department of Veterans Affairs, Veterans Integrated Services Network (VISN) 12, Network Contracting Office (NCO) 12, has a requirement to procure two Bruker MALDI Biotyper Sirius CA Systems in accordance with the attached Statement of Work. If interested and capable of meeting the requirement for the following VISN 12 facilities, please follow the instructions below.

Interested vendors capable of meeting the requirement should follow the instructions below.

Responses must include the following information:

1. Company name, address, point of contact and email address

2. Size status and representation/s of the company (i.e., Service-Disabled Veteran Owned Small Business (SDVOSB), Veteran Owned Small Business (VOSB), HUBZone, Woman Owned Small Business (WOSB), Large Business, etc.)

3. Is the company considered a small business under the NAICS code 334516?

4. Does the company manufacturer the product being offered?

5. If an authorized distributor/reseller response must include documentation from the manufacturer confirming authorization to sell the referenced items and/or products being offered.

6. Does the company alter; assemble; modify; the products being offered any way?

7. If the company has a current federal contract, are the products being offered available on the contract?

As a reminder, this is a Sources Sought announcement only. There is no guarantee, expressed or implicit, that the market research for this acquisition will result in a particular set-aside or sole source award, or any other guarantee of award strategy. All information is to be provided on a voluntary basis at no charge to the Government.

Interested vendors are reminded that in accordance with FAR 4.1102(a) Offerors and quoters are required to be registered in SAM at the time an offer or quotation is submitted in order to comply with the annual representations and certifications requirements. STATEMENT OF WORK – MALDI BIOTYPER SIRIUS CA SYSTEMS

1. PURPOSE:

It is the intent of VISN 12 Pathology and Laboratory Medicine to procure two Bruker MALDI Biotyper Sirius CA Systems. The instruments shall be compatible with the Beckman Coulter Microscan Walkway Systems currently in use at Edward Hines, Jr. VA Hospital and Clement J. Zablocki VA Medical Center.

2. SCOPE OF THE PROCUREMENT:

1.1. The Contractor shall furnish all the personnel, supplies, equipment, and services required for the delivery, installation, training, and repair service for the items listed in Section 3.0.

3. DELIVERY AND INSTALLATION LOCATIONS:

4. INSTALLATION:

4.1. The Contractor shall coordinate the delivery and installation with each laboratory.

5. TRAINING

5.1. The Contractor shall provide an instrument training program.

5.2. The training program shall include, but is not limited to, training on the operation of the system, data manipulation, basic trouble shooting, and repair.

5.3. The Contractor shall provide training for a minimum of 4 employees.

5.4. If training is conducted off-site, the cost shall be all-inclusive (i.e. air fare, transportation, room and board, training materials, etc.) for each customer participating. The cost associated with the training shall be incurred by the Contractor.

6. EQUIPMENT PREVENTATIVE MAINTENANCE AND REPAIR SERVICE

6.1. Contractor shall provide a 12-month warranty on all parts, labor, and travel.

6.2. Contractor shall provide one (1) preventative maintenance (PM) that includes labor, travel, a PM kit, and complete inspection and cleaning of the instrument.

6.3. Contractor shall provide unlimited onsite emergency service visits during the warranty period.

6.4. Onsite response shall be within one (1) business day, Monday – Saturday, 8:30 AM – 5:00 PM. Certain circumstances may dictate the need for repair service to be conducted outside routine business hours. Arrangements for repair service will be coordinated between the contractor and Government laboratory personnel.

6.5. Contractor shall respond to service calls within 1 hour during business hours and 2 hours outside business hours.

6.6. Contractor shall provide Compass and Data Analysis software updates and upgrades.

6.7. A service report shall be furnished to the Government upon completion of each repair service or preventative maintenance.
