Justification for Single Source Awards IAW FAR 13.106-1

For Over Micro-Purchase Threshold but Not Exceeding the SAT “[REDACTED]”)

Acquisition Plan Action ID: 36C252-23-AP-3272

1. Contracting Activity: Department of Veterans Affairs, VISN 12, Jesse Brown VAMC.

2237 # 537-23-3-1339-0541

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

Advantage Plus Medivators – Uses: High level scope disinfection system that tests, cleans, disinfects, and rinses endoscopes.

Estimated cost: “[REDACTED]”

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

These Medivators have a water sample collection feature for the daily & monthly water sampling. Other models don’t come with this feature and would require modification. Another specific feature includes built in alcohol flush which assists in acceleration of scope dry time and ensuring the scope lumens and channels are dry, which prevents bacteria/microbe growth to the scope prior to storage & use.

Other like products exist but it would not be fiscally sound regarding the site prep work involved with the Advantage Plus Medivators since these are currently in place. Installation is required and will be completed by the manufacturer. The facilities internal plumbing prep work is already existing since these are replacement machines. Therefore, with this product, no internal plumbing changes will need to be completed. Lastly, retraining of staff would need to occur on a new piece of equipment because the staff is already familiar with the specific features of the Advantage Plus Medivators.

4. Description of market research conducted and results or statement why it was not conducted:

Market research shows that the SBA rule of 2 is met leading to a SB set aside. Multiple SBs are capable of providing the Advantage Plus Medivators equipment & are likely to submit a quote at a fair and reasonable price that offers best value to the government in accordance with FAR 13.106-1.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
