DESCRIPTION

The Department of Veterans Affairs Great Lakes Acquisition Center (GLAC) in Milwaukee, WI intends to negotiate a sole source contract with BioMerieux, Inc. to provide extended warranty, preventive maintenance and emergency repair services for BioFire Torch systems at three (3) VA medical facilities in Illinois and Wisconsin.

This contract will be for a one year period, with one (1) one-year option to extend services. This procurement is being conducted in accordance with FAR 6.302-1, Only One Responsible Source and no other supplies or services will satisfy the agency requirements. The contract will be firm fixed price and the NAICS code is 811219.

This Notice of Intent is not a request for competitive proposals. No solicitation documents are available and telephone requests will not be honored. However, if a firm believes it can meet the requirements it must furnish information about its products, services and capabilities as well as references from other customers who are using these products and services to maintain BioFire Torch systems to the contracting officer NLT 10:00AM Central, 5 July 2022. Supporting evidence must be submitted in sufficient detail to demonstrate the ability to comply with the above requirements and attached Statement of Work, to include access to OEM parts for repairs. Information must be sent to Donald.st.onge@va.gov. Responses received will be evaluated; however a determination by the Government to not compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the GLAC will proceed with the sole source negotiation with BioMerieux, Inc.

STATEMENT OF WORK (SOW)

VISN 12 BioFire Torch System Maintenance and Service

1. Scope of Procurement Contractor shall provide an extended warranty, to include equipment preventative maintenance and emergency repair services for Torch Systems at the following facilities:

a. Edward Hines, Jr. VA Hospital, Hines, Illinois (Hines)

b. Clement Zablocki VA Medical Center, Milwaukee, Wisconsin (Milwaukee)

c. VA Illiana Health Care System, Danville, Illinois (Danville)

2. General Requirements

a. The Contractor shall provide an Extended Warranty for the Torch Systems at Hines, Milwaukee, and Danville.

b. The Government can return each instrument once per year for recalibration, maintenance, and quality inspection at the expense of the Contractor.

c. The Contractor is responsible for all shipping costs, including insurance, for preventative maintenance and equipment repair.

d. Telephone support must be available seven days per week to troubleshoot equipment malfunctions.

e. Equipment repair service must be available during regular business hours, Monday – Friday, 8:30 AM to 4:30 PM. Certain circumstances may dictate the need for emergency equipment repair service to be conducted outside routine business hours.

f. Service response time will be no more than 24 hours during the regular business week. Arrangements for repair service will be coordinated between the Contractor and the Government laboratory personnel.

g. The Contractor shall furnish labor, parts, and/or replacement equipment necessary to repair operational or mechanical breakdowns of instrumentation and ancillary equipment (i.e. printers, computers, etc.)

h. The Contractor shall use new equipment and maintenance parts, acquired directly from BioFire Diagnostics, LLC.

i. A service report shall be furnished to the respective Government Laboratory upon completion of each repair or preventative maintenance service.

j. The Contractor will reimburse the Government for pouches used for mini-validations if equipment is “loaned” to the Government.

k. Contractor personnel must have documentation from BioFire that they have been trained, certified and authorized to provide repair, preventative maintenance, and technical support services on BioFire FilmArray Systems.

l. The Contractor shall provide upgrades to both the equipment hardware and software to maintain the integrity of the system and the state-of-the-art technology at no additional charge to the Government. These must be provided as they become commercially available and at the same time as they are being provided to commercial customers.
