Questions & Answers/Clarifications
1. Confirming that all 19 workstations are being replaced and none will be repurposed with new software.
Correct, all shall be replaced.
2. Confirming 90 day retention in pharmacy and 30 day for all other areas, at 15 FPS.

3. We noticed you have a Motorola radio system, vendor supports radio alert with Motorola radio systems giving your radio users instant communication should an alarm or event take place. Is this something you would be interested in adding to the RFP?
No.
4. Are you requiring redundancy/failover equipment for this system?
No.
5. Estimated Close Date Installation shall be completed no later than 21 days after all parts and components have been received for installation by Contractor, but completion of installation shall not exceed 120 days after contract award.
6. Frames per Second Recording – 15fps (5.1.3.6) 30fps (2.2.D.4) Shall be 15fps per 5.1.3.6
7. If Motion, % of Motion Expected-Scene Activity (20 - infrequent, 30 - moderate, 50 - busy, 80 - active, 100 - constant) This will depend on the location of each camera. Some may be higher and some lower. On average, all cameras will be between 50% and 80%.

9. With the current supply chain issues, two weeks to complete installation will be challenging. Are we reading this correctly?
Installation shall be completed no later than 21 days after all parts and components have been received for installation by Contractor, but completion of installation shall not exceed 120 days after contract award.

Per the solicitation PWS “5.2.2 Upgrade shall provide and install nineteen (19) new client/viewing workstations, throughout the campus, with each having the capability of utilizing four display monitors at each workstation. Three (3) client stations shall be in Bldg. 407, Rm. 1714, Police and Security Monitoring Station and sixteen (16) located throughout the Tomah VAMC.”
11. 5.2.5 Camera software license shall be a perpetual, single, once each, per camera, license, allowing the customer to use the licensed software indefinitely. For the first year, the perpetual license shall also entitle the customer to download all updates and to receive technical support.
Are we to bid all new milestone licenses on this or does the existing system have an SSA?
The Tomah VAMC does not currently have any software agreement related to our existing security camera system.
12. Are there existing network connections for existing and new servers to be installed in Bldg 32, all Desktop workstations, and all shared displays? If not, who is responsible for running new cable?

13. Multi-part question. Who is responsible for installation of new APC 3100 Rack?
Contractor Is this to be provided by contractor and installed by VA?
Contractor provided/Contractor installed.
Who is responsible for electrical outlets in new rack?
Contractor provided/Contractor installed. There are existing power outlets in server room floor that the Contractor can utilize for rack power.
14. Are there existing battery backups that will be utilized?
Yes. The server room is backed up by an existing UPS system.
15. Who is providing mounts for the the 24” AND 42” Displays?
Contractor provided/Contractor installed.
16. Multi-part question. Are all current cameras fully functional?
Yes.
Who is responsible for cameras that are found to be bad or not compatible with the vendor system?
Contractor shall identify bad cameras during installation. VA shall replace at a later date.
17. Are all current cameras ONVIF conformant?
Facility is unsure.
18. Multi-part question. Are all usernames and passwords for current cameras known?
Yes Who is responsible for unknown password retrieval or camera defaulting?

19. Are there existing display monitors for every Desktop workstation?
Yes, but see Section 5.2.6 of the PWS/SOW solicitation, that reads as follows;
5.2.6 All nineteen (19) new client/viewing workstations, throughout the campus, shall have the capability of utilizing four display monitors at each workstation.
5.2.6.1 Provide and install thirty-four (34), 24” monitors, for installation at the client workstations located campus wide.
5.2.6.2 Provide and install twelve (12), 42” monitors, four each, for installation at the three client workstations in B407, Rm. 1714.
5.2.6.3 Provide five (5) additional 24” shelf stock computer/client monitors.
