Local Time 556-3600169-5020-754200-3223 070054100 Reference solicitation 36C25220Q0337 to replace the exisitng Chiller at the Captain James A. Lovell Federal Health Care Center (FHCC) in accordance with the Statement of WOrk (SOW). The purpose of this Amendment is to provide the following:

- Provide answers to questions submitted by interested parties (see continuation page 2)

- Schedule a non-mandatory site visit for interested parties (see continuation page 2)

- Extend the period of performance through May 15, 2020.

- Extend the cut-off date for questions from interested parties to Wednesday, Mar ch 11, 2020, 1:00PM Local Time

- Extend the offer due date to Wednesday, March 18, 2020, 10:00AM Local Time

All other terms and conditions of the solicitation remain unchanged.

Questions and Answers:

Q1: Are you doing a walkthrough for this project?

A2: A non-mandatory site visit is scheduled for Monday, March 9, 2020 at 10:00AM Local Time. Please RSVP to the Contracting Officer via email at Naqikah.Greenfield@va.gov by 5:00PM Local Time on Friday, March 6, 2020. The site visit will be held at the following address:

Q2: Please provide as-builts for this project in order to accurately assess the project.

A2: A site visit will be held to assess the project.

Q3: Do you have existing drawings, drawings for this project? Where are the panels located for electrical disconnects?

A3: A site visit will be held to assess the project.

Q4: Who is responsible for the discard of existing glycol, sometimes its VA, sometimes its contractor?

A4: Glycol will be saved and reused as stated in SOW. Any excess will be disposed of by VA. Contractor will provide Glycol if needed.

Q5: What are the BAS requirements for this project? ALC typically owns the facility controls and BAS, but is this JCI or other. This is a large component of the project that is not defined in the solicitation.

A5: ALC controls will be transferred from existing unit to new unit.

Q6: Commissioning is an extremely important part of this mechanical process. Who is the commissioning agent (CxA) for the job? Is the contractor expected to have 3rd party commissioning to ensure this equipment is properly tested, sequenced etc? Is the GC just the CxR?

A6: General contractor will be commissioning agent.

Q7: Does the facility require this to be a 1st, 2nd, or 3rd shift project?

A7: This project will need to be a weekend project completed between end of operating room hours on Friday through start of operations on Monday.

Q8: Does the facility have a logistics plan for the project? Meaning the pathway for the chiller to the location?

A8: Crane lift from loading dock at 133 to roof.

Q9: We do not understand the Period of Performance. Solicitation states date of award, but what is the legal contractual POP? Date of award says April 15th but then is says “One time service” not later than April 15th? What does this mean?

A9: The period of performance will begin on the Date of [Contract] Award through April 15, 2020 which has now been extended through May 15, 2020. This means that services can begin on the date of contract award and all work shall be completed in accordance with the Statement of Work no later than May 15, 2020.

Q10: What is the warranty duration for this project?

A10: Standard factory warranty.

Q11: What is the insulation lf’ expectation on this job? Are we just insulating at the chilled water piping that is removed? Are you expecting all new piping?

A11: Reinsulate new piping and fittings that were removed to install new unit.

Q12: US Government asks for 3 references for this job for past performance evaluation and this job was given 5 calendar days to bid? Are old PPQs allowable?

A12: The offer due date has been extended.

Q13: FAR requires a 50% cost of personnel as direct cost to the Prime Contractor. FAR 52.219-14. Is this waived for the project?

A13: No.

Q14: What are the supervision requirements of the Prime for this project? Full-time superintendent?

A14: Supervision requirements will be determined by the vendor.

Q15: Do I have to submit bid bond at the time of submitting proposal?

A15: No.
