DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: 36C252-19-AP-3474
1. Contracting Activity: Department of Veterans Affairs, VISN 12, Great Lakes Acquisition Center for the Edward Hines Jr. VA Medical Center, purchase request 578-19-3-969-0666
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
For this requirement, a brand name justification for GE-CASE 6.7 Treadmill and associated products is proposed. This piece of equipment will be used measure the level of stress of veterans during excursion. This procurement is being set-aside for service disabled veteran owned businesses.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
The Stress Testing EKG/Treadmills MUST be compatible with the current GE MUSE system being used at the Hines VA Medical Center, in which all the data from the stress test/treadmill download into the MUSE system for interpretation by the cardiologist and for further visual availability and review in the electronic medical record. The entire EKG data, Holter data and stress testing EKG data (treadmills) all feed into the MUSE system by GE and are then shared by the entire VISN for review and interpretation. Thus, it is required to have the GE compatible treadmills for this process to continue. This is necessary for the continued care of the patients and sharing of this cardiac data.
These stress testing treadmills are also shared between the Cardiology Department and the Nuclear Medicine Department, which must continue in the future.
Additionally, the CASE 6.7 is compatible with the old equipment and the new equipment.
4. Description of market research conducted and results or statement why it was not conducted: In accordance with the Vets First Contracting Program, 38 U.S.C. 8127 & 8128 Implementation Policy and Procedures, a search was conducted under NAICS 339920 and 334510 on the Vendor Information Pages (VIP). When using NAICS 339920 search results included 74 SDVOSBs and 6 VOSBs adding key words “stress treadmill”, search results included 2 SDVOSBs. When using NAICS code 334510, 176 SDVOSBs and 1 VOSB were found. Further Market Research was conducted using GSA, FPDS, and internet searches, as well as correspondence with manufacturers, which produced multiple small businesses that can provide these items. It was determined that there is at least 2 SDVOSB vendors that can provide the requested items.
Market Research did not yield any other stress testing treadmill system options that are compatible with the Muse system. Market research also investigated an option to use a 3rd party data transfer system. This was found to be a non-option as it would incur additional costs with no added benefit.
This would also be problematic in data sharing between departments.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
